Enhanced Processing Solution
Attachment 20 – Pricing Template | Instructions
1Offerors shall use this pricing template to provide their price proposals.
aOfferors shall complete all blue tabs: "Proposal with Implementation", "Proposal Combining Impl and O&M", and "Volume Assumptions".
bOther tabs are optional: "Proposal Alternate Methodology" and "Pricing Tier Proposals".
2Offerors shall provide price proposals with separate implementation and operations & maintenance (O&M) prices ("Proposal with Implementation" tab) and combine implementation and O&M prices ("Proposal Combining Impl and O&M" tab). Please note that throughout all tabs, specialty programs and credit reporting/disputes should be factored across elements. (Specialty programs include, but are not limited to, PSLF, TPD, TEACH, Perkins, Pell.)
aOfferors shall outline price proposals for each operating element and sub-elements identified, including for optional tasks.
bOfferors shall propose prices based on pricing models (e.g., price per call) stated in columns C in each worksheet. Offerors may propose volume-based tiers in the "Pricing Tier Proposal" tab (add additional rows as needed).
cOfferors shall provide prices for all years (yellow cells). Note that base and option periods differ for the operating elements. Further, for the Student Aid Servicing Platform, implementation price shall reflect solution delivery within three months, in order to achieve Milestone 1 as outlined in the Solicitation, section C.3.5.1.
dOfferors shall detail all volume/factor assumptions that inform price proposals in the "Volume Assumptions" tab -- add more rows as needed.
3If so chosen, offerors may provide pricing proposals using an alternate pricing methodology or pricing model in the separately provided "Proposal Alternate Methodology" tab. Offerors may tailor the worksheet as desired, but shall not change the base and option period columns.
aOfferors may adjust both price methodologies (e.g., with/without implementation) and pricing model (e.g., per customer, flat price, performance-based).
bOfferors shall provide adeqaute details about the alternate pricing methodology for the Government to understand the offeror's rationale for proposing it. Steps 2a-d must also be completed in regards to providing details around volume assumptions and pricing tier proposals (if applicable). Please note that throughout all tabs, specialty programs and credit reporting/disputes should be factored across elements (Specialty programs include, but are not limited to, PSLF, TPD, TEACH, Perkins, Pell).

4 Offerors shall calculate and state the total proposed price (in the provided row), representing the combination of pricing models applied to the offerors' volume/rate assumptions and pricing tier proposals.

5Offerors shall additionally submit a supplemental price narrative including the following information:
aRationale for all assumptions that inform prices;
bConfirming statement that all prices reflect software licenses as licensed to the Government;
cPotential additional costs that may arise due to needed integration with existing or future state solutions;
dExplanation of value opportunities that are incorporated into quoted prices and ongoing costs and how they would be captured and/or shared with FSA (i.e., those that result from technology or business process improvements or economies of scale);
eRationale for alternate pricing methodology, if proposed; and
fAny proposed price escalation, including methodology and rationale.
