About this file

This document is a Technical Proposal Response Template (Attachment D) for the Oregon Housing and Community Services Department's Request for Proposal (RFP #S-9140-00013635) for HUD Contract Administration Software. The template provides a comprehensive framework for potential vendors to respond to the RFP, outlining detailed requirements for implementing, maintaining, and supporting a contract administration software solution. The document is structured into two primary sections: Implementation Approach and Maintenance and Support, with subsections covering key aspects such as proposed team composition, project management, documentation, hosting, product methodology, implementation services, training, maintenance, upgrades, support, and data security.

The RFP seeks a software solution that can handle HUD contract administration with specific emphasis on robust implementation, ongoing maintenance, and comprehensive support services. Vendors are expected to provide detailed responses addressing critical areas including team expertise, project management approaches, technical development methodologies, integration capabilities, testing strategies, training methodologies, help desk support, software version upgrade processes, and stringent data security measures. The template requires vendors to demonstrate their ability to not only provide a technical solution but also manage the transition, provide ongoing support, and ensure data integrity and security throughout the contract period, with specific requirements for data retention, encryption, and backup processes.

1.3 DOCUMENTATION

Describe Proposer’s approach to providing and maintaining User Documentation (such as user manuals); and detailed technical and functional documentation, including system configuration and security control requirements. Include how Proposer will ensure documentation remains updated during the implementation phase and M&O Period.

Include a list of documents Proposer intends to provide.

1.4 HOSTING

Summarize the hosting arrangement for the Solution and describe the hosting services offered (if applicable). Include a description of the backup and restore process and technologies intended to be used in conjunction with the Solution.

1.5 PRODUCT METHODOLOGY

Describe Proposer’s software development and implementation methodology, and how it will be used to ensure the success of this Project by addressing the subsections below.
