FDOT APL Traffic Equipment – Questions and Answers Summary
This is a Questions and Answers document issued by the Florida Department of Transportation Procurement Office for Bid No. DOT-ITB-27-9007-SJ, titled "FDOT APL Traffic Equipment." The solicitation encompasses approximately 1,025 line items across multiple traffic control and intelligent transportation system product categories from approximately 150 manufacturers, including electronic display signs, vehicle detectors, traffic signal components, cameras, and related hardware. The bid opening was scheduled for Friday, August 28, 2027 at 10:00 a.m. EST. This is a two-year contract with options for renewal for up to three years or the original term. Bidders are not required to bid on all items, and vendors may submit up to five configurations per APL certification number for certain products.
The Q&A document addresses 17 clarifications regarding product inclusion on the Approved Products List (APL), specification requirements, pricing flexibility, BABA compliance, warranty terms, lead time documentation, and technical product details. The Department clarified that products excluded from the bid sheet due to more stringent specification requirements implemented in the July 2026 Standard Specifications book will not be included in the current advertisement, though the TERL committed to issuing an addendum within three months of contract award for products with recently removed limitations. Pricing must remain firm throughout the contract term with no adjustments allowed for manufacturer increases or tariffs. Products with Build America, Buy America (BABA) limitations are included on the list and must be provided in their BABA-compliant version if federal funds are utilized. Warranty coverage of not less than ninety days from acceptance is required, with acceptance defined as the point when an agency receives, verifies contents, and makes payment on the invoice.

QUESTIONS AND ANSWERS
Question
I was reviewing the State contract list and noticed that the Alpha and Yunex Traffic M60 controllers, as well as the Blade Controllers, are not included, despite being approved by TERL. Could you help me understand why these products are not on the list?
Answer 1 We did not include any products that have a TERL limitation based on specification changes for July 2026.
Question
We received notification of the below listed request for bid and have looked through the line item details. While there are no cast bronze / aluminum plaques being requested, we did see two line items for sand cast brackets that we would like to quote. I didn’t find any specification sheets or drawings available, just the line item listing. Could we please receive the plans for this project, specifically for line items 601 and 602?
Answer 2
There are no specification sheets or drawings/plans associated with this contract. Please refer to the APL number listed with the line item. Go to SpecificationList, and you can search for the APL number in the search bar. The number needs to be exact with no extra spaces to work correctly.

Question
Due to potential manufacturer unknowns and/or tariffs, is the Department willing to do a set discount off MSRP for the entire term instead of a fixed price for the term?
In the alternative, is the Department willing to change the wording for the prices to allow for manufacturer increases or tariffs/charges that we have no control or future knowledge of occurring?
Answer 4
No. the Department will not allow for discounts off MSRP for the entire term instead of a fixed price.
No, the Department will not allow for increases in prices. Pricing is to remain firm through the term of the contract.
Question
We are going through the bid documents for this solicitation, and our PTZ camera isn’t listed?
Answer 5 The TERL has more stringent specification requirements for PTZ Cameras that were implemented in the July 2026 Standard Specifications book. No products that have a limitation related to more stringent spec requirements have been included on the bid sheet.
Question
• Siemens does not appear on the bid sheet as it has in the past.
o If I go to the FDOT APL specifications list, “https://path.fdot.gov/Specifications” we are clearly listed o We are not shown on the bid sheet but should be between “Seyond Inc.” and
“Sky Bracket”
Answer 6 The Siemens products under 684 all have product limitations that state “Approved for job lettings on or before June 30, 2026.” The TERL has more stringent specification requirements for Managed Field Ethernet Switches (MFES) that were implemented in the July 2026 https://path.fdot.gov/Specifications https://path.fdot.gov/Specifications
Standard Specifications book. No products that have a limitation related to more stringent spec requirements have been included on the bid sheet.
Question
On the APL Configurations Tab, it is noted that “each configuration must be directly Traceable to the APL Certification # listed on the original APL Bid List 2026 Tab.” For specification 700- Highway Signing, should the Dynamic Message Signs include a Traffic Cabinet and Uninterruptible Power Supply (UPS)? The Traffic Cabinet and UPS already have their own Specification numbers, 676 and 685 respectively, and it would be our understanding they would NOT be included in the 700 Highway Signing APL Certification number.
Answer 7 The cabinet must be supplied with the DMS. The UPS is an optional add on. It can be provided by the DMS vendor to ensure the UPS system meets the runtime requirements for the sign provided.
Question
TAPCO's Wrong Way Detection system was recently reinstated on the APL, so the current bid sheet does not include our wrong way alert system (660-014-002).
Would you be able to issue an amendment so that we can include pricing for the system and support supplies on this upcoming contract?
Answer 8
Only products with the limitation removed prior to the contract posting on 8/12/2026 will be included in this package. Given the number of products that currently have a limitation and were not included in this advertisement, the TERL will commit to getting an addendum out on the street within 3 months of awarding this contract.
Question
It appears that certain items have been excluded from this bid due to a Build America, Buy America (BABA) limitation restricting their approval to on or before June 1, 2026. TCS requests that these items nevertheless be included on the resulting contract for maintenance purposes. While we understand they may no longer be permitted for use on letting projects on or after June 30, 2026, there may be maintenance situations requiring their purchase as replacements for equipment already deployed in the field prior to that limitation date.
Answer 9
The June limitation is there because of more stringent spec requirements and not because of BABA. If the limitation does not specifically state BABA, then it is not a BABA limitation.
Products with limitations for more stringent spec requirements were not included in the list.
Products with BABA limitations are included on the list.
Question
Under the APL configurations Tab: would it be permissible to provide configurations and pricing under the applicable APL certification number built as non-BABA?
Answer
If the APL listing currently shows the BABA compliant version, then that is what needs to be provided. If an agency has federal funds, then they will need to ensure they receive BABA compliant products. The way we track what is eligible or not is via the APL website.
Question
What defines "acceptance" of the product (which is what starts the warranty period)?
Answer
For purchases like this, once an agency receives and verifies everything is there, they are allowed to pay the invoice. You will know it is “accepted” once payment is made.
Can you please confirm that ADDENDUM NO. 1 - REVISED SPECIAL CONDITION 24 attached on vendor.myfloridamarketplace.com under Advertisement Number: ITB- 16634; Agency Advertisement Number: DOT-ITB-27-9007-SJ BID TITLE: FDOT APL Traffic Equipment indeed refers to the same bid?
When I open the addendum document, it states BID No.: DOT-ITN-27-9007-SJ BID Title:
Burns Building Food Services, Tallahassee, Florida which is not the bid we are working on.
Answer
The documentation associated with Addendum No. 1 has been updated to reflect the correct solicitation number and title.
Question
The bid sheet will need to be updated with the Axis replacement parts:
These two Axis part #s are obsolete:
Line 55 APL Cert#682-002-021 - Axis Q6315-LE PTZ Line 56 APL Cert#682-002-016 - Axis Q6075-E PTZ Network Camera, Q6075-E (01752- 004)
These are the replacements:
Line 55 APL Cert#682-002-021 - AXIS Q6355-LE Line 56 APL Cert#682-002-016 - AXIS Q6086-E NM
Answer
The replacement products have not been approved and listed on the APL yet. They also won’t have the same APL number as the previous models.
Question
Can I put "see APL configuration" on the main Bid List sheet for Series? Or do I need to put a price on the main sheet?
Answer
Yes, you may input “See APL Configuration” on the main bid list for Series.
Question
Which notes section does the explanation of lead time over 30 days need to be in? In the Lead Time column on the main bid sheet?
Answer
It should be reflected within a separate document attached by the vendor indicating the Line Item Number and APL number of the item(s) that will not fall within the lead time of 30 days.
Question
Line 420 of the bid sheet notes a Wrong Way Vehicle Detection System from Kyra Solutions that appears to no longer be active on the FDOT APL. 660-014-009 is no active on the website from what I am seeing. Could you look into this and remove this item if it is no longer approved?
Answer
660-014-009 is active and does not have any limitations. When searching these items in PATH using the search feature, you need to make sure there are no spaces before or after the number. The search feature needs to be exact. It is also possible to navigate to the product category to see everything in that category. This is the most reliable way to look for things.

Line 945 of the bid sheet notes a Wrong Way Vehicle Detection System from TraffiCalm that appears to no longer be active on the FDOT APL. 660-014-010's listing has not been recertified and renewed from what I am seeing. Could you look into this and remove this item if it is no longer approved?
Answer
660-014-010 is still an active APL listing. The listing has a BABA limitation on or before December 31, 2025. The Department is including listings with BABA limitations, as it only impacts Federal funds and not State funds.
