The City intends to award the contract to AB Utility Contractors Inc., located in Harrisburg, Oregon. The project involves the installation of 96 bicycle racks at 26 locations throughout the region, with temporary work zone traffic control and pollution control plan implementation as key deliverables. The original bid submission deadline was October 30, 2025, at 2:00 p.m., with virtual bid opening scheduled for 2:05 p.m. via Microsoft Teams. The project completion date is April 6, 2026, with liquidated damages assessed at $800 per work day for delays. The project budget ranges from $33,000 to $44,500, funded through Federal Highway Administration (FHWA) grants. The contract includes a 0% Disadvantaged Business Enterprise (DBE) set-aside goal, though ODOT's overall federal program goal is 23.43% for fiscal years 2023-2025. Bidders were required to submit a 10% Bid Guaranty, Affidavit of Noncollusion, and First-Tier Subcontractor Disclosure Form within two hours of bid closing. Contractors must comply with federal Davis-Bacon and Oregon Bureau of Labor and Industries (BOLI) prevailing wage standards, maintain workers' compensation coverage, implement employee drug testing programs, and ensure that at least 30 percent of the contract amount is performed by the contractor's own organization. The letter was issued by Catherine Rohan, Project Manager, with copies sent to ten other bidders who were not selected for award.
