About this file

This is an EDGAR Vendor Certification Explanation document issued by Texas school districts to establish compliance requirements for vendors providing goods and services. The document explains that Texas school districts receiving federal grant funds—including Title I, ESSER, and IDEA—must collect signed EDGAR certifications from all vendors who may be paid with federal dollars. EDGAR (Education Department General Administrative Regulations) represents federal rules governing the management and expenditure of U.S. Department of Education funds. The certification requirement applies to vendors regardless of contract size or current federal fund usage, as contracts may utilize federal funds in the future. By completing the EDGAR certification, vendors formally acknowledge their understanding of and compliance with federal requirements.

The EDGAR certification requires vendors to commit to compliance with multiple federal standards, including attestations that they are not debarred or suspended from federal contracts, compliance with the Byrd Anti-Lobbying Amendment, adherence to Equal Employment Opportunity rules, submission to financial record audits when federally required, compliance with applicable environmental regulations under the Clean Air Act and Clean Water Act, adherence to conflict of interest policies, and alignment with federal procurement standards outlined in 2 CFR Part 200. School districts utilize this certification to ensure proper use of federal funds, maintain compliance during audits, and uphold fair and legal procurement practices. Vendors who do not sign the certification may be unable to conduct business with Texas school districts when federal funds are involved. The certification serves as a standard and necessary requirement for all vendors working with Texas public school districts.

Why Texas School Districts Require EDGAR Vendor Certifications

What is EDGAR?

EDGAR stands for the Education Department General Administrative Regulations - federal rules that govern how U.S. Department of Education funds must be managed and spent. These rules help ensure public funds are used legally and responsibly.

Why Are Vendors Asked to Complete EDGAR Certifications?

Texas school districts receive federal grant funds (such as Title I, ESSER, and IDEA). When a district uses those funds to pay a vendor, federal law requires that certain compliance standards be followed.

To meet these legal obligations, districts must collect a signed EDGAR certification from vendors. This helps ensure:

- Proper use of federal funds

- District compliance during audits

- Fair and legal procurement practices

What Does the Certification Include?

By completing the EDGAR certification, vendors agree to:

- Not be debarred or suspended from federal contracts

- Comply with the Byrd Anti-Lobbying Amendment

- Adhere to Equal Employment Opportunity rules

- Allow access to financial records if federally required

- Meet environmental regulations (Clean Air Act, Clean Water Act) if applicable

- Abide by conflict of interest policies

- Follow federal procurement standards in 2 CFR Part 200

Common Questions from Vendors

Do all vendors have to complete this?

Yes. Even if your contract is small or doesn't currently use federal funds, it may in the future. Completing the form now prevents delays later.

Is this a federal contract?

No. Your contract is with the school district, but federal rules apply if federal funds are used to pay you.

Why Texas School Districts Require EDGAR Vendor Certifications

What if we don't sign the certification?

Districts may be unable to do business with vendors who are not EDGAR-compliant when federal funds are involved.

Bottom Line

The EDGAR certification helps protect both your company and the district by ensuring full compliance with federal laws. It's a standard and necessary part of working with Texas public school districts.
