About this file

This addendum document modifies the bid package for Mason Ridge Elementary School Building Renovations & Site Improvements (Project 052401B) in Town & Country, Missouri, issued by Parkway School District on September 29, 2025. The project encompasses building renovations including replacement of exterior doors, storefronts, and windows, along with associated abatement, finish patching, and repairs, plus site work involving replacement of designated sidewalk sections and pavement areas. Addendum One revises specifications for Section 088000 Glazing and the Project Information Form, replaces nine site and utility plan sheets, and modifies demolition plans with keynotes and dimensional additions to rooms 104, 106, 110, 800, 801, and 802. The bid opening is scheduled for October 7, 2025, at 2:00 PM CST at 12645 Olive Boulevard, Creve Coeur, Missouri, with building renovation work to be completed by summer 2026. A pre-bid meeting was held with attendees noted on the sign-in sheet, and bidders are required to conduct site examinations to obtain first-hand knowledge of existing conditions.

The bid package establishes specific requirements for glazing materials, including insulating glass units with thermal performance specifications (U-Value 0.27 nominal, SHGC 0.41 nominal, 70 percent visible light transmittance), laminated security glass for exterior glazing within 7 feet of grade, and associated accessories from approved manufacturers. Asbestos abatement scope includes approximately 3,150 square feet of asbestos-containing floor tile and mastic in rooms 104, 106, 110, 801, and 802, plus approximately 350 square feet of asbestos-containing mastic in Room 800, with full and modified negative pressure containment protocols specified. Lead-based paint removal is required on door and window frames in rooms 800 and 801, with clearance sampling using T.E.M. methodology for containment work and wipe sampling for floor areas (4.0 g/ft² lead or less). Bidders must provide 10 percent bid bonds and 100 percent payment and performance bonds, comply with Missouri Prevailing Wage Act requirements, carry appropriate insurance and certifications, and coordinate work through Poettker Construction Company. The school district is tax exempt, and project costs must not include sales taxes. All contractor personnel require OSHA 10 or 30-hour training and Parkway-issued badges prior to on-site work.

ADDENDUM # 1 - REVISED - Project Information Form

This form is intended to more clearly identify the asbestos abatement scope of work and other information that may be needed by the abatement contractor to prepare a proposal. It does not supersede, nor relieve the contractor of its obligations/responsibilities pursuant to applicable local (St. Louis County), State (MDNR), Federal (USEPA, OSHA, DOT) regulations, or those identified in the project manual.

BID DUE DATE / TIME: SEE INVITATION TO BID

PROJECT TITLE: Mason Ridge Elementary School – Building Renovations and Site

Improvements – Parkway Project Number 052401B

Today’s Date: 9-26-25 Drawing Attached: Yes X – Included in Project Manual

Extended Shifts Allowed: Yes: X – 12 Hours Maximum Double shifts: NO

PSI Project Designer/Date: September 26, 2025

Scope of Work:

The Scope of Work includes the proper abatement, removal, and disposal of all asbestos-containing materials and Lead Based Paint (LBP) as noted in the project documents, and additional abatement and disposal of asbestos and/or LBP as necessary to facilitate changes in the scope of work should they occur. Abatement includes approximately 3,150 sf (excluding under casework) of asbestos-containing floor tile and mastic in

Rooms 104, 106, 110 and their associated closets, 801, and 802. Parkway will remove room furnishings such as desks, chairs, and tables. Parkway will not remove casework or the Smartboards, these must be protected in place. Abatement in these rooms will utilize a full negative pressure containment. Except for Room 802, the floor tile and mastic is under carpet. Where floor tile and mastic are under carpet, carpet may be removed prior to abatement of the floor tile, and disposed of as construction debris, provided the floor tile does not become dislodged during carpet removal. If floor tile becomes dislodged, stop, and remove carpet during abatement, and dispose of as ACM. In Room 800, the carpet is over approximately 350 sf of an asbestos-containing mastic to be abated. Room 800 may utilize either a full or modified containment. The carpet in

Room 800 must be removed during abatement and disposed of as ACM waste. Abatement and disposal of flooring materials includes the door jamb transition strips, cove base and all fillers or floor leveling compounds. For bid purposes, assume carpet to be disposed of as asbestos-containing debris. Contractors to assume 15% of the floor has a floor filler or leveling compound to be included in their bid. Prior to visual inspection for clearance air sampling, remove solvent residue from floor using hot water and a degreaser agent. Abatement of flooring materials in Rooms 800, 801, and 802, must take place prior to removing the door in Room 800 and the windows, including the wood framing in Rooms 800 and 801. The wood framing has white Lead Based Paint (LBP). In addition to the flooring, Exterior Door EXD-800 has an asbestos-containing caulk on a portion of the door frame. Abatement does not include the other doors and/or windows being replaced. The storefront in Rooms 800 & 801 are the only windows and door included in the abatement

Scope of Work. If mastic is present after door frame has been removed, use only an approved solvent to abate mastic at door threshold. Salvage all door hardware and window treatments and return them to owner.

Upon completing abatement, contractor to secure and make weather tight the opening created in the building envelope by its work. Building must remain secure at all times. Abatement of flooring materials, the door, door frame, windows and window frame shall be in accordance with the project documents including Bond

Architects reference drawings titled Mason Ridge Elementary School - Building Renovations and Site

Improvements dated September 16, 2025, the Project Manual for Mason Ridge Elementary School – Building

Renovations and Site Improvements dated 9-16-25, this Project Information Form (PIF), Addenda that is issued and PSI Asbestos Abatement Drawings assembled 9-16-25. Contractor to field verify estimated quantity of all materials, and actual site conditions. Submit asbestos notification to St. Louis County

Department of Health as required. At the conclusion of removing window components that have LBP, two wipe samples will be collected from the floor under where the windows have been removed. LBP removal will be considered complete when the floor area wipe samples indicate 4.0 µg/ft2 of lead or less. Contractor to include costs associated with transportation and disposal of ACM and construction debris in its proposal.

Do not place ACM waste or general construction debris from this project in Parkway’s dumpsters. Contractor to protect all existing finishes in the work areas not being abated. The contractor shall also protect floor finishes in adjacent areas used to access the work areas. Remove door frame caulk in a modified containment.

Abatement contractor may request waivers from St. Louis County Department of Health to install critical barriers on interior of Room 800 and abate caulk as an “Outdoor Project”. If abatement conducted in a modified containment, Owner’s consultant will clear containment using Phase Contrast Microscopy (PCM) methodology.
