About this file

This Addendum ONE document supplements the contract documents for the Parkway School District's MSR Abatement Third Party Air Monitoring and Oversight Services project at Mason Ridge Elementary School. The work includes abatement third-party air monitoring and oversight services in support of asbestos removal operations scheduled for spring and summer 2026, specifically from May 25, 2026 through August 7, 2026. The scope encompasses approximately 4,400 square feet of asbestos-containing floor tile and mastic removal from specified rooms (104, 106, 110, 509, 511, 513, and residual materials in Room 800), removal of lead-based paint from wooden window framing and door components, and abatement of asbestos-containing caulk at exterior door EXD-800. Work will be performed using full negative pressure containment in designated areas, with modified containment and infrared heat/solvents in Room 800 under consultant approval. Clearance sampling will utilize TEM methodology with a minimum six-business-hour turnaround for primary work areas and PCM methodology as needed. The contractor must coordinate with the Construction Manager and existing occupancy of adjacent building portions and must comply with all local, state, and federal environmental regulations.

The contract is structured as a single prime contract based on stipulated price. All contractor personnel must complete OSHA 10 or 30-hour training with current Parkway-issued badges prior to site arrival; personnel working with lead-based paint must provide verification of EPA-approved LBP training and current certification. All asbestos-containing material waste must be properly packaged and disposed of in enclosed receptacles, with fully executed waste manifests required within 45 days. The contractor must use only district-approved solvents (Attack 2000, MA-22, MA-24) if solvents are employed, must protect existing finishes in non-abated areas, and must secure windows and doors where negative air machine exhaust tubing exits the building. Extended shifts up to 12 hours are permitted, but double shifts are not allowed. Project closeout documentation must be submitted to the owner's consultant within 45 days of the contractor's last work date.

PSI Project Designer/Date: January 12, 2026

Scope of Work:

The Scope of Work includes the proper abatement, removal, and disposal of all asbestos-containing materials and Lead Based Paint (LBP) as noted in the project documents, and additional abatement and disposal of asbestos and/or LBP as necessary to facilitate changes in the scope of work should they occur. Abatement includes approximately 4,400 sf (excluding under casework) of asbestos-containing floor tile and mastic in

Rooms 104, 106, 110 including their associated closets, 509, 511, 513, and residual floor tile and/or mastic that may be present in Room 800 exposed when the door and frame are removed. Parkway will remove room furnishings such as desks, chairs, and tables. Parkway will not remove casework or the Smartboards, these must be protected in place. Abatement in rooms 104, 106, 110, 509, 511, and 513 will utilize a full negative pressure containment. Linking rooms together utilizing a tunnel in the corridors is only allowed if approved by the districts Asbestos Project Designer. Where floor tile and mastic are under carpet, carpet may be removed prior to abatement of the floor tile, and disposed of as construction debris, provided the floor tile does not become dislodged during carpet removal. If floor tile becomes dislodged, stop, and remove carpet during abatement, and dispose of as ACM. In Room 800, residual floor tile and mastic under the door and frame may be removed utilizing infrared heat and solvents per the Minimum Regulated Area Requirements below. Abatement and disposal of flooring materials includes the door jamb transition strips, cove base and all fillers or floor leveling compounds. For bid purposes, assume carpet to be disposed of as asbestos-containing debris. Contractors to assume 15% of the floor has a floor filler or leveling compound to be included in their bid. Prior to visual inspection for clearance air sampling, remove solvent residue from floor using hot water and a degreaser agent. The wood window framing in Rooms 800 and 801 has white Lead

Based Paint (LBP). In addition to the flooring, Exterior Door EXD-800 has an asbestos-containing caulk on a portion of the door frame. Abatement does not include the other doors and/or windows being replaced.

The storefront in Rooms 800 & 801 are the only windows and door included in the abatement Scope of Work.

Abatement of flooring materials, the door, door frame, windows and window frame shall be in accordance with the project documents including Bond Architects reference drawings titled Mason Ridge Elementary School - Building Renovations and Site Improvements dated September 16, 2025, the Project Manual for Mason Ridge Elementary School – Building Renovations and Site Improvements dated 9-16-25, this Project Information Form (PIF), Addenda that is issued and

PSI Asbestos Abatement Drawings assembled 9-16-25 and amended on 1-12-26. Contractor to field verify estimated quantity of all materials, and actual site conditions. Submit asbestos notification to

St. Louis County Department of Health as required. At the conclusion of removing window components that have LBP, two wipe samples will be collected from the floor under where the windows have been removed. LBP removal will be considered complete when the floor area wipe samples indicate

4.0 µg/ft2 of lead or less. Contractor to include costs associated with transportation and disposal of ACM and construction debris in its proposal. Do not place ACM waste or general construction debris from this project in Parkway’s dumpsters. Contractor to protect all existing finishes in the work areas not being abated.

The contractor shall also protect floor finishes in adjacent areas used to access the work areas. Remove door frame caulk in a modified containment. Abatement contractor may request waivers from St. Louis

County Department of Health to install critical barriers on interior of Room 800 and abate caulk as an

“Outdoor Project”. If abatement conducted in a modified containment, Owner’s consultant will clear containment using Phase Contrast Microscopy (PCM) methodology.
