About this file

This is a Project Design document and competitive sealed bid solicitation prepared by the Lancaster County Conservation District for the Supplee Farm Restoration Project, a natural channel stream restoration initiative located on approximately 3,500 linear feet of Conowingo Creek in Fulton Township, Lancaster County, Pennsylvania. The project encompasses comprehensive stream restoration services including installation of in-stream habitat structures (toe logs, root wads, brush mattresses, mudsills, single log vanes, rock cross vanes, riffles, and random boulder clusters), riparian bank stabilization with rock toe placement and geotextile materials, bankfull bench grading, one permanent rock-bottom stream crossing and one temporary crossing, streambank fencing, a 35-foot average width riparian buffer, final grading, and vegetative stabilization using specified seed mixes. The design was completed in 2023 by G. Chamberlain and identifies two wetland sites and vernal pools within the project area. A mandatory pre-bid site showing is scheduled for January 20, 2026 at 1:00 PM EST, with bid submission deadline of 12:00 AM EST on February 7, 2026 via the PennBid online platform. The public bid opening occurs on February 9, 2026 at 10:00 AM EST, with anticipated bid award on March 10, 2026 at 10:00 AM EST. Project performance is scheduled to run from June 1, 2026 through February 15, 2027, with completion targeted by December 31, 2026. A second bid round is available with bid submission deadline of 11:30 PM EST on June 13, 2026, bid opening on June 15, 2026, and award on July 14, 2026.

Bidders must demonstrate 5-10 years of practical experience with natural channel stream restoration work in Lancaster County or Southcentral Pennsylvania and possess capacity to manage projects of similar size and scale. Evaluation criteria assess firm qualifications (15 points), technical approach (8 points), firm costs (8 points), and project completion timeline. Bids exceeding $250,000 require a 5% bid guarantee, 100% performance bond, and 100% payment bond, along with worker's compensation and public liability insurance of $1,000,000. The project is funded through a Section 319 Nonpoint Source Pollution Grant administered by the Pennsylvania Department of Environmental Protection, which mandates compliance with prevailing wage requirements and Build America, Buy America provisions requiring all iron, steel, manufactured products, and construction materials to be produced in the United States. Payment is structured in up to three phases with 90% of project costs reimbursed within 90 days of submittal and the final 10% within 160 days, contingent upon funding availability from the state agency. All required federal and state permits have been obtained, including Army Corps of Engineers PASPGP-6 authorization, Pennsylvania DEP Environmental Assessment and 401 Water Quality Certification, and erosion and sediment control plan approval.
