About this file

This is an Addendum 1 to a stream restoration project bid package issued by the Lancaster County Conservation District (LCCD) for the Supplee Farm Restoration Project located on Conowingo Creek in Fulton Township, Lancaster County, Pennsylvania. The addendum addresses 20 technical questions submitted by prospective bidders regarding project scope, including clarifications on in-stream structure placement, access lanes, staging areas, soil management, payment procedures, construction methodologies, and material specifications. Key project details clarified include: total disturbed acreage of 0.69 acres within a 2.43-acre project area; coordinate points for structure placement provided in the Aquatic Resource Impact Table (ARIT); contractor discretion on placement of approximately 250 linear feet of timber mats based on field conditions; bankfull bench construction only on specified banks as noted in design maps and the Impact Table; no requirement for live fascines or livestock exclusion fencing in the bid; rock sill spacing of 4-6 inches to facilitate aquatic organism passage; riffle construction depth of 2 feet; and acceptance of salvaged streambed material as riprap filler. The project permits in-stream wet construction without dewatering, with structures keyed in appropriately per permit authorization.

Payment for the project is structured in up to three phases through a Section 319 Nonpoint Source Pollution Grant administered by the Pennsylvania Department of Environmental Protection, with 90% project cost reimbursement within 90 days of submittal and final 10% reimbursement within 160 days, contingent upon state funding availability. Excess soil will be stabilized on-site at an upland location using filter sock or silt fence erosion and sediment control measures, with the contractor selecting the preferred BMP; unused soil remains on the property at project conclusion. Geotextile costs may be incorporated into per-structure pricing rather than itemized separately. The project specifications reference the Standards & Sizes document (with bankfull bench detail on page 7 and riffle standard on page 15), with BioD-40 matting preferred for bank stabilization though pre-approved alternative coir or jute biodegradable matting is acceptable. All material dimensions and structure extents must be taken directly from the Impact Table rather than relying on plan scale accuracy.

Addendum 1 of Project Questions

Q: Is there any work proposed to be done by the tributary near the bridge?

A: There is a cross vane proposed at the mouth of the tributary.

Q: Where are the access lane and staging areas proposed to be?

A: The access lane will begin from the top of the driveway, down the farm lane, and will follow the right streambank. On the upstream section of the project, there will be a temporary crossing that allows contractors to complete work from the left streambank.

Q: Is excess soil being stockpiled on site for the landowner’s use?

A: Excess soil will be stored on the farm at an upland site where it will be stabilized as per the Erosion & Sedimentation Plan.

Q: Will the LCCD project manager help the awarded bidders with the structure location?

A: The Aquatic Resource Impact Table (ARIT) has the coordinate points of where each structure should be placed. If further assistance is needed, the project manager can assist contractors.

Q: What is the acreage of disturbance? Do you know the cubic footprint of soil being removed during project?

A. Total disturbed acreage = 0.69 and Total project acreage = 2.43. We have not calculated the cubic footprint for soil being removed.

Q: How does payment work for this project? Can payment be phased?

A: The project is funded through a 319 Nonpoint source pollution grant through the Pennsylvania Department of Environmental Protection. The project can be split into three payments, at a maximum of once per month, which upon submittal, will take up to 90 days for reimbursement, contingent upon sufficient funding being provided by the Pennsylvania Department of Environmental Protection. The final 10% of the project will be reimbursed up to 160 days after submittal, contingent upon sufficient funding being provided by the Pennsylvania Department of Environmental Protection.

Q: Are we required to pump around for in-stream construction?

A: No, the permit allows the contractor to work in the wet, keying structures in appropriately.

Q: The plan scale accuracy seams questionable when compared to aerial imagery. Should the dimensions and extents of all in-stream structures be taken directly from the Impact Table?

A: Yes, all dimensions and extents should be taken from the Impact Table.

Q: Please confirm quantity of spoils that can be wasted on site.

A: Excess soil will be stored on the farm at an upland site where it will be stabilized. Excess soil should be secured with a filter sock or silt fence. The awarded contractor can choose which BMP to implement in this area. Unused soil at the conclusion of the project will be left on site

Q: Does the mudsill length listed in the Impact Table include the wing sections, or does the listed length represent only the linear footage of the main 8-foot mudsill segments with wings added beyond that length?

A: Yes, the length specified on the Impact Table includes the wing sections.

Q: Two details are provided. One appears to show a single bank benched to match opposite bank. The other appears to indicate benching both left and right bank with no toe rock. Please clarify which detail applies to this project.

A: The bankful bench construction detail can be found on page 7 on the “Standards & Sizes – Supplee Farm” document. Although the detail shows benching on both right and left banks, only construct a bankful bench on the requested bank, which would be specified on the design map as well as in the Impact Table.

Q: The details indicate electric fencing is required to exclude livestock from the stream. Should fencing be included in the bid? If so, please provide the required length and fencing specifications.

A: Fencing is not included in the bid.

Q: 1. Please confirm the required diameter of the live fascines installed at the toe of the brush mattress. The description on the “Structure Measurements” sheet conflicts with the Brush Mattress detail. Please clarify which governs.

A: Follow the “Structure Measurements” for primary details about the Brush Mattress. Live fascines are not required.

Q: Please provide spacing requirements (feet on center) for rock sills within the riffle features.

A: Spacing requirement is specified on the riffle standard (page 15): “Gaps 4”-6” to provide aquatic organism passage during low-flow conditions”.

Q: Please provide the required construction depth for the riffles.

A: Depth for the riffles should be 2 feet.

Q: Is salvaged streambed material acceptable as filler in lieu of specified riprap?

A: Yes, salvaged streambed material is acceptable to use as filler.

Q: The plans do not show filter sock or silt fence at the stockpile area. Should perimeter E&S controls be included, and if so, what quantity and type?

A: Yes, any material stockpiled in the designated perimeter should be secured with a filter sock or silt fence. The awarded contractor can choose which BMP to implement in this area.

Q: Regarding the "Construction Entrances/Lanes" note: please clarify the intent of the note “supplement 3A modified stone for farm lane; dust with 2A modified stone on top.”

A: There is an existing farm lane on the property and rocks will be needed to stabilize the entrance to prevent erosion and sedimentation.

Q: The plans specify 250 feet of timber mats; however, no location is indicated. Should the contractor determine placement based on field conditions, or is there a required location?

A: The contractor should determine placement based on field conditions. Starting at the top of the landowner's driveway, there is approximately 250' of paved/stone pathway. The following ~315' of farm lane down to the stream is dirt. This portion of the access lane, and the rest of the outlined access lane (as depicted in on the design map) should be properly stabilized, and we recommend the use of timber mats to limit the disturbance.

Q: Is BioD-40 the required matting for all bank stabilization areas?

A: BioD-40 is our preference. However, if the contractor would like to use another coir or jute matting, it must be biodegradable and must be pre-approved by LCCD before use.

Q: Geotex is a line item in Item #3 on the Bid Schedule, however, geotex is typically figured in our cost per structure. We can note that, or we can adjust the cost per structure and line item the geotex separately, whichever is preferred.

A: Geotex cost can be included in the cost per structure and does not have to be separated out. Please note that the cost is included in the structure.
