About this file
This Pre-Bid Meeting Addendum document serves as a follow-up to the Supplee Farm Restoration Project, a Pennsylvania state and local contract opportunity managed through the Lancaster County Conservation District (LCCD). The project involves stream restoration work including the installation of aquatic structures such as a cross vane at a tributary mouth, with a mandatory pre-bid site showing held on January 20th, 2026 at 1:00 PM EST. Only organizations that attended this pre-bid meeting are eligible to submit bids. Five organizations attended the meeting: Flyway Excavating, Green Team Industries, Partners for Fish and Wildlife, Kinsley Construction, and Mainstream Services LLC. Bids must be submitted online via PennBid no later than 12:00 AM EST on February 7th, 2026, with the bid opening scheduled for 10:00 AM EST on February 9th, 2026, and the bid award date set for 10:00 AM EST on March 10th, 2026. The project encompasses 2.43 total acres with 0.69 acres of disturbance, utilizing an access lane from the top of the driveway along the right streambank and a temporary crossing for left streambank work.
The project is funded through a 319 Nonpoint Source Pollution Grant administered by the Pennsylvania Department of Environmental Protection. Payment may be structured in up to three phases, with reimbursement occurring within 90 days of submittal for the first 90 percent of project costs and up to 160 days for the final 10 percent, contingent upon sufficient funding availability from the state agency. Bidders must provide signed bid forms, bid bonds, references, and detailed narratives describing stream restoration experience in Lancaster County or Southcentral Pennsylvania, along with firm overviews. The addendum addresses key contractor questions regarding structure locations (referenced in the Aquatic Resource Impact Table with coordinate points), site staging, soil stockpiling for landowner use at upland locations, and construction methods, clarifying that contractors may work in-stream wet without pumping requirements as permitted. An Evaluation Committee & Spreadsheet document has been made available to guide bidders toward achieving the highest possible rankings.

The document “Evaluation Committee & Spreadsheet - Supplee Farm” has also been added to the public files, detailing the independent ranking for the bid project. We encourage contractors to review this to ensure you receive the highest ranking possible.
In Attendance: Flyway Excavating (Ross Clubb), Green Team Industries (Travis Scampton, Matt Michie), Partners for Fish and Wildlife (Adam Smith, Lavern Brubacher), Kinsley Construction (Alexander Coble), and Mainstream Services LLC (Hayden Farhat)
Follow-Up Questions from the Pre-Bid Meeting:
Q: Is there any work proposed to be done by the tributary near the bridge?
A: There is a cross vane proposed at the mouth of the tributary.
Q: Where are the access lane and staging areas proposed to be?
A: The access lane will begin from the top of the driveway, down the farm lane, and will follow the right streambank. On the upstream section of the project, there will be a temporary crossing that allows contractors to complete work from the left streambank.
Q: Is excess soil being stockpiled on site for the landowner’s use?
A: Excess soil will be stored on the farm at an upland site where it will be stabilized as per the Erosion & Sedimentation Plan.
Q: Will the LCCD project manager help the awarded bidders with the structure location?
A: The Aquatic Resource Impact Table (ARIT) has the coordinate points of where each structure should be placed. If further assistance is needed, the project manager can assist contractors.
Q: What is the acreage of disturbance? Do you know the cubic footprint of soil being removed during project?
A. Total disturbed acreage = 0.69 and Total project acreage = 2.43. We have not calculated the cubic footprint for soil being removed.
Q: How does payment work for this project? Can payment be phased?
A: The project is funded through a 319 Nonpoint source pollution grant through the Pennsylvania Department of Environmental Protection. The project can be split into three payments, at a maximum of once per month, which upon submittal, will take up to 90 days for reimbursement, contingent upon sufficient funding being provided by the Pennsylvania Department of Environmental Protection. The final 10% of the project will be reimbursed up to 160 days after submittal, contingent upon sufficient funding being provided by the Pennsylvania Department of Environmental Protection.
Q: Are we required to pump around for in-stream construction?
A: No, the permit allows the contractor to work in the wet, keying structures in appropriately.
