About this file
This is a standards and specifications document for the Supplee Farm Restoration Project in Pennsylvania, detailing the technical requirements and materials for stream restoration structures. The project encompasses multiple structural components including mudsill cribbing, log vanes, rock vanes, root wad deflectors, brush mattresses, toe logs, riffles, vernal pools, stream crossings, and vegetative bank stabilization. Specific material requirements are provided for each structure type, including log dimensions (primarily 18-24" diameter hemlock or larch), rock sizes categorized by classification (R-3 through R-7, ranging from 6" to 48"), and geotextile specifications. The mandatory pre-bid site showing is scheduled for 1:00 PM EST on January 20th, 2026, with bid submission deadline of 12:00 AM EST on February 7th, 2026, and bid opening on February 9th, 2026 at 10:00 AM EST. The bid award date is scheduled for March 10th, 2026 at 10:00 AM EST, with all meetings conducted virtually via PennBid.
The document establishes detailed technical standards for material selection and installation, including seed mix ratios (2/3 rye, 1/3 riparian buffer mix), grading slopes (3:1 ratio for banks), and erosion control measures such as coir mats and marsh mats (16 feet in length). All imported materials, including root wads and brush mattress material, require Lancaster County Conservation District (LCCD) approval prior to installation. Bidders must submit signed bid forms, bid bonds, references, and a narrative describing regional stream restoration experience. No pricing information, set-asides, or funding sources are specified in this standards document; bidders are directed to the General Instructions and Evaluation Criteria documents for additional submission requirements and evaluation parameters available through the PennBid platform.

Description
The BioD-Mat® 40 blanket is woven from machine twisted bristle coir twines, the best quality coir fiber. This 10 0% biodegradable, strong and durable blanket provide higher erosion resis tance while supporting growth and development of vegetation. These semi -permanent mats have functional field longevity of 4- 6 years. If the vegetation fails to establish, the open weave in the mat allows seeding over the mat. BioD-Mat®40 blankets are manufactured to conform to the following physical properties.
