About this file
This is a Question and Answer Addendum issued January 29, 2026, for the Supplee Farm Restoration Project in Pennsylvania, clarifying specifications and requirements for bidders submitting proposals for stream restoration work. The addendum addresses eleven questions submitted by potential bidders regarding bid form completion, structural specifications, material composition, and project details. Key clarifications include confirmation that bids should include lump sum amounts for six categories with individual structure costs, the bid form item should reference "single log vane" rather than "single rock vane" to align with plan drawings, the permanent crossing should feature a rock bottom rather than concrete slabs, alternate crossing types such as rock fords are acceptable, and the mud sill cribbing does not require the 2"x6" oak planking shown in the detail. The mandatory pre-bid site showing occurred on January 20, 2026, at 1:00 PM EST, with bids due no later than 12:00 AM EST on February 7, 2026, and a bid opening scheduled for 10:00 AM EST on February 9, 2026. The bid award date is set for 10:00 AM EST on March 10, 2026.
Additional clarifications in the addendum specify that coir matting may be used for bank stabilization, bankfull benches, and mudsills but is not necessary for other habitat structures, the riparian seed mix should be applied only along the stream while access, staging, and stockpile areas away from the stream may be seeded with rye seed mix alone, and a reference to a non-existent page 2 in the riffle detail should be disregarded. Bidders must submit proposals online via PennBid, including a signed bid form and schedule, bid bond, references, and a narrative describing experience with stream restoration in Lancaster County or Southcentral Pennsylvania, along with an overview of the firm. The question period officially closed following the addendum issuance.

Question & Answer Addendum January 29, 2026
A few questions came in right after closing, so we figured it would be best to share with all vendors. Below are the questions and answers:
Q: How would you like the bid form filled out? Are you just looking for the (6) lump sum amounts or do you also want us to enter quantities and unit prices for each individual structure type?
A: We would like the lump sum for each of the six categories on the numbered line along with the lump sum cost to install each structure. For example, $30,000 for Mobilization/Demobilization and $10,000 for E&S and $20,000 for construction entrance.
Q: Bid form shows an item for “single rock vane” but drawings show single log vane. Should bid form be changed to match drawings?
A: The bid form should have “single log vane” as the line item, so it aligns with the plan drawings. We have updated the bid form and posted the updated version.
Q: Please confirm composition of permanent crossing is to be rock bottom per bid form and “structure measurement” sheet, not concrete slabs per “crossing” detail.
A: Confirming that the composition of the permanent crossing is to be rock bottom.
Q: Would you consider alternate types of temporary crossing such as a rock ford? I am not sure the concrete block/marsh mat structure specified would be feasible on this size of a stream. It appears this detail was pulled from another project that may have been a much smaller stream.
A: Yes, a rock ford may be used in this area.
Q: Riffle detail #1 references a page #2. Can this be provided?
A: There is no page 2 – the detail was pulled from another project, and that line should have been removed. All riffle details should be specified on this page.
Q: The mud sill cribbing detail shows 2”x6” oak planking but mudsill section on “structure measurement” sheet doesn’t mention any planking. Please clarify if the planking is required or not.
A: Planking is not required.
Q: Can more detail be provided on areas that are to receive coir matting? The only detail that shows it is the bank stabilization detail but would assume it would also be needed other places such as bankfull benches, mudsills, etc… A: Coir matting can be used for bank stabilization, bankful benches, and mudsills. Coir matting would not be necessary for the other habitat structures.
Q: Can we assume that the riparian portion of the seed mix will only be needed along the stream and that any access/staging/stockpile areas away from the stream can just be seeded with the rye portion?
A: Yes, the riparian seed mix should be used along the stream, and the access/staging/stockpile areas can be seeded with the rye seed mix.
The period to ask questions is now officially closed. Thank you to all who asked questions, and we look forward to reviewing the applications.
