About this file

This is a standards and specifications document prepared by the Lancaster County Conservation District for the Supplee Farm Restoration Project, a stream restoration initiative on approximately 3,500 linear feet of Conowingo Creek in Fulton Township, Lancaster County, Pennsylvania. The document provides detailed technical specifications and construction standards for in-stream habitat structures including toe logs, root wads, brush mattresses, mudsill cribbing, single log vane deflectors, rock cross vanes, rock toes, rock-bottom stream crossings, riffles, and random boulder clusters, along with riparian bank stabilization measures. Specifications include precise requirements for log dimensions (18-24" diameter logs with various lengths), rock sizes categorized by type (R-3 through R-7, ranging from 6" to 48"), geotextile materials (woven, high-strength), construction entrances using AASHTO #1 clean stone, and vegetative stabilization using a specified seed mix ratio of 2/3 rye and 1/3 riparian buffer mix. The document mandates a mandatory pre-bid site showing on January 20, 2026 at 1:00 PM EST, with bids due February 7, 2026 at 12:00 AM EST, bid opening on February 9, 2026 at 10:00 AM EST, and anticipated award on March 10, 2026. Project performance is scheduled to run from June 1, 2026 through February 15, 2027, with a secondary bidding timeline offering bid submission by June 13, 2026 at 11:30 PM EST, opening June 15, 2026, and award July 14, 2026.

The project requires all materials, particularly logs, to be hemlock or larch as first choice with oak or ash as acceptable alternatives, subject to Lancaster County Conservation District approval prior to installation. Brush mattress materials and imported root wads must also receive prior approval. Bank grading follows a 3:1 slope ratio with vernal pools graded at 4:1 slopes. Vegetative stabilization employs BioD-Mat 40 semi-permanent woven coir mats with a functional field longevity of 4-6 years. The project is funded through a Section 319 Nonpoint Source Pollution Grant administered by the Pennsylvania Department of Environmental Protection, triggering prevailing wage requirements and Build America, Buy America mandates requiring all iron, steel, manufactured products, and construction materials to be produced in the United States. Bids exceeding $250,000 require a 5% bid guarantee, 100% performance bond, and 100% payment bond. All required federal and state permits have been obtained, including Army Corps of Engineers PASPGP-6 authorization, Pennsylvania Department of Environmental Protection Environmental Assessment and 401 Water Quality Certification, and erosion and sediment control plan approval. Payment is structured in up to three phases with 90% reimbursement within 90 days and the final 10% within 160 days, subject to state funding availability.

Description

The BioD-Mat® 40 blanket is woven from machine twisted bristle coir twines, the best quality coir fiber. This 10 0% biodegradable, strong and durable blanket provide higher erosion resis tance while supporting growth and development of vegetation. These semi -permanent mats have functional field longevity of 4- 6 years. If the vegetation fails to establish, the open weave in the mat allows seeding over the mat. BioD-Mat®40 blankets are manufactured to conform to the following physical properties.
