About this file

This is an Invitation to Bid document issued by the Lancaster County Conservation District for the Supplee Farm Restoration Project, a stream restoration initiative on approximately 3,500 linear feet of Conowingo Creek in Fulton Township, Lancaster County, Pennsylvania. The project encompasses comprehensive natural channel stream restoration services including installation of in-stream habitat structures (toe logs, root wads, brush mattresses, mudsills, single log vanes, rock cross vanes, riffles, and random boulder clusters), riparian bank stabilization with rock toe placement and geotextile materials, bankfull bench grading, stream crossings, streambank fencing, a 35-foot average width riparian buffer, final grading, and vegetative stabilization. A mandatory pre-bid site showing is available upon request by contacting GraceChamberlain@LancasterConservation.org. Bids must be submitted no later than 11:59 PM EST on June 13th, 2026, via the PennBid online platform at https://pennbid.bonfirehub.com. The bid opening is scheduled for 10:00 AM EST on June 15th, 2026, and the bid award date is 10:00 AM EST on July 14th, 2026, both as virtual meetings. Project performance is scheduled to run through December 31, 2026.

Bidders must demonstrate 5-10 years of practical experience with natural channel stream restoration work in Lancaster County or Southcentral Pennsylvania and possess capacity to manage projects of similar size and scale. Evaluation criteria include qualifications of firm (15 points), technical approach (8 points), firm's costs (8 points), and project completion timeline. Bid submission requirements include a signed Bid Form & Schedule, a Bid Bond, Project Substitution & Changes Document, references, a narrative describing regional stream restoration experience, and an overview of the firm. All bids exceeding $250,000 require a 5% bid guarantee, 100% performance bond, 100% payment bond, and worker's compensation and public liability insurance of $1,000,000. The project is funded through a Section 319 Nonpoint Source Pollution Grant administered by the Pennsylvania Department of Environmental Protection, which requires compliance with prevailing wage requirements and Build America, Buy America mandates. Payment is structured in up to three phases, with 90% of project costs reimbursed within 90 days of submittal and the final 10% within 160 days, contingent upon state funding availability. All required federal and state permits, including Army Corps of Engineers authorization and Pennsylvania DEP approvals, have been obtained.
