About this file

This technical specifications document pertains to the Kansas Turnpike Authority (KTA) Towanda Service Area Lagoon Improvement Project, which involves the removal of accumulated sludge from an existing wastewater treatment facility (WWTF) consisting of a three-cell controlled discharge lagoon system serving the I-35 Towanda Service Area. The project scope includes sludge removal from lagoon cell #1, land application of liquid sewage sludge, and site restoration. The approximate sludge volume is 96,800 cubic feet (724,100 gallons) with an approximate dry weight of 586 tons, based on a sludge survey conducted on April 28, 2026, and characterization testing completed in May 2026. The contract is structured as a single lump-sum agreement with three unit price items: Mobilization, Removal of Accumulated Sludge, and Land Application of Sludge. The contractor must submit a proposed construction schedule following contract award, with the intention that the Authority will afford flexibility regarding the timeline while coordinating to avoid conflicts with adjacent work. The contract became effective upon final execution by both parties and satisfaction of all applicable legal requirements, including KTA Contractual Provisions Form No. 236.

The contractor is responsible for all costs associated with sludge removal and disposal, including compliance with EPA 40 CFR 503 regulations, coordination with landowners for land application sites, soil sampling, hauling, regulatory form completion, and site restoration. Work must be conducted in strict compliance with Kansas Department of Health and Environment (KDHE) regulations and the facility's Kansas Water Pollution Control Permit, with the contractor maintaining continuous wastewater treatment throughout construction. The contractor must furnish all necessary tools, labor, materials, equipment, power, temporary facilities, and dewatering systems at its sole cost and expense. Incidental costs including seeding, aggregate resurfacing, riprap restoration, lagoon pre-filling, sludge transportation, and liner repairs are considered subsidiary to the primary work items and receive no separate payment. The contractor must obtain all permits, coordinate with utility companies, maintain facility security, restrict operations within the WWTF fence line and approved land application sites, and limit disruption to I-35 service area traffic and Authority operations.
