About this file
This is a Sludge Profile Report prepared by the Kansas Rural Water Association (KRWA) for the Kansas Turnpike Authority (KTA) regarding the KTA-Towanda wastewater treatment facility. The report documents findings from a sludge assessment conducted on April 28, 2026, at the KTA's three-cell controlled discharge lagoon system serving the I-35 Towanda Service Area. Cell No. 1 contained approximately 3 feet of sludge at the edges and 14 to 16 inches randomly throughout the cell, with an additional concentration of raw sewage and sludge near the inlet pipe area where the pipe sits flat against the lagoon floor. Cell No. 2, operating at 7 feet of water depth, yielded 40 measurements with an average sludge depth of 8.05 inches, representing a 9.5% loss of treatment capacity. Cell No. 3 had recently been placed into service and was not measured. The report recommends elevating the inlet pipe in Cell No. 1 off the lagoon bottom to prevent continued solids mounding.
The assessment was conducted to estimate the volume of sludge requiring removal during an upcoming improvement project, with funding provided by USDA Rural Development through a contractual agreement between the National Rural Water Association and KRWA. The findings inform the scope of work for the KTA's solicitation for desludging services, which includes removal of accumulated sludge from Lagoon Cell No. 1 and land application of liquid sewage sludge. The report was prepared by Jason Solomon, Wastewater Tech at KRWA, and coordinated with KTA's Utilities Superintendent Brian Boatright and other stakeholders including KDHE representatives.

RE: Sludge Profile KTA-Towanda
Dear Brian;
As requested, Kansas Rural Water Association (KRWA) conducted a sludge profile for the lagoons at the KTA-Towanda location. The sludge profile was conducted primarily to estimate the volume of sludge to be removed during an upcoming improvement project. Enclosed are my findings.
The water level in Cell No. 1 had been lowered for the upcoming improvement project. As you recall, while putting the boat onto Cell No. 1, we encountered approximately 3 feet of sludge around the edge of the cell. While the water level in the cell barely allowed me to float, measurements of 16 to 14 inches were taken randomly throughout the cell.
Around the edges, I think it would be safe to estimate that the three feet of sludge we encountered during the boat launch is the same there.
Additionally, during the sludge measurements for Cell No. 1, I moved to the area where the inlet pipe enters the cell.
This area had several feet of sludge and mostly raw sewage that had not been biologically broken down; it was mounded there. As I was using the measurement tool to feel around the inlet pipe opening, it seemed the pipe sat flat against a concrete surface on the floor of the lagoon cell. It is recommended that the inlet pipe be elevated off the floor of the lagoon bottom to prevent mounding of solids
In Cell No. 2, we took 40 measurements. The average sludge depth was 8.05 inches. The cell is operating at 7 feet. The loss of capacity is 9.5%. No measurements were taken in Cell No. 3, as it had only recently been put into service.
Funding for this assistance was provided by USDA Rural Development and through a contractual agreement between the National Rural Water Association and KRWA to provide assistance to public water supply and wastewater systems in Kansas.
