About this file
This is a Historically Underutilized Business (HUB) submittal requirements document issued by the City of Brownsville Procurement Department in October 2025 for Fiscal Year 2026. The document outlines the City of Brownsville's policy to promote contracting and subcontracting opportunities for Historically Underutilized Businesses in all contracts. The submittal applies to the Airport Common Use Passenger Processing System (CUPPS) procurement for the Brownsville South Padre Island International Airport (BRO), which seeks a qualified firm to provide, implement, and support a comprehensive CUPPS solution. The project scope includes hardware, software, implementation, training, and ongoing subscription services to establish a reliable, scalable, and industry-compliant common use environment that enhances passenger processing and improves operational efficiency at the airport.
The Procurement Department has adopted the State of Texas Statewide HUB Program, administered by the Texas Building and Procurement Commission, and has determined that subcontracting opportunities are probable for this contract. Consequently, submission of a HUB Subcontracting Plan is a required element for bidders. The document directs interested parties to utilize the Texas Certified Public Accountant (CPA) online search system to identify certified HUB vendors in Cameron County, which is the jurisdiction where the airport is located. Bidders must research and identify potential HUB subcontractors through this state-administered database to demonstrate their commitment to utilizing historically underutilized businesses as part of their overall proposal.
