About this file

This is a Form 9 - Proposed Deviations document issued by the City of Brownsville's Procurement Department (FY26 - Version 2, October 2025) for the Airport Common Use Passenger Processing System (CUPPS) solicitation at Brownsville South Padre Island International Airport in Texas. The form serves as the official mechanism for respondents to disclose any deviations, exceptions, or proposed modifications to the terms, conditions, or specifications outlined in the solicitation. Respondents must reference the specific section, paragraph, or page number of the solicitation for each deviation and provide supporting rationale or alternate language. The City of Brownsville explicitly reserves the right to accept or reject any proposed deviation at its sole discretion, and any unlisted deviations discovered after submission may result in disqualification.

Respondents are required to certify that all deviations and proposed alternates have been fully listed and explained, and they acknowledge that any unlisted exceptions are waived and must agree to perform under the solicitation as written if no deviations are approved. The form includes a checkbox option for respondents to indicate if no deviations are being requested. Respondents must complete the certification section with their signature, printed name, title, date, company name, phone number, and email address. Additional pages may be attached if necessary to accommodate multiple deviations or detailed rationale.
