About this file
This is a Project Manual and Request for Proposals (RFP) issued by Granite School District (GSD) for the construction of a Taylorsville High School Addition located at 5225 South Redwood Road, Taylorsville, Utah. The project encompasses construction of a new office wing, new classroom wing, new athletics wing, remodeling of existing classroom and office spaces, and miscellaneous site improvements. Work includes selective demolition, site improvements, fire protection and alarm system modifications, mechanical and electrical systems, communication and audio/visual systems, and installation of new Culinary Arts lab equipment. Only pre-qualified General Contractors from the prior prequalification solicitation (DB27-009-RFSQ) may respond. A mandatory pre-bid meeting and site tour is scheduled for October 27, 2026, at 1:00 PM Mountain Time at the GSD offices in Salt Lake City; attendance is required for contractor eligibility. Questions must be submitted by November 9, 2026, at 2:00 PM Mountain Time through the Utah Public Procurement Place/Bonfire (U3P) portal. Responses are due on or before November 19, 2026, at 2:00 PM Mountain Time via U3P. Construction is expected to commence in mid-December 2026, with Substantial Completion not later than July 9, 2029. Award recommendation will be presented at the November 24, 2026, board meeting, with final award issued after board approval.
Evaluation is scored on a 100-point basis comprising Project Cost (80 points maximum), Project Team (2 points), and Proposed Construction Schedule (18 points maximum). The lowest cost response receives 80 points, with each successively higher response receiving three points less. Respondents must submit a Bid Bond for total response amounts of $50,000 or greater and provide a list of all subcontractors with contract values of $50,000 or greater. Responses must include completed GSD Project RFP Forms, proposed project team information, and a detailed construction schedule in Gantt chart format identifying work sequences, summer break activities, long lead items, and milestone dates. The project schedule must prioritize completion of the office wing and identify work occurring during non-school periods to minimize disruption. A full-time Site Superintendent must be on-site whenever work is performed, and both the Site Superintendent and Project Manager must pass background checks for security badge issuance. The contractor is responsible for all labor, materials, equipment, waste disposal, hazardous materials compliance, and permits unless otherwise specified in supplementary conditions. GSD will abate any identified asbestos-containing materials prior to contractor work commencement.

3) Site Superintendent. Successful Respondent shall have a full-time Site Superintendent on-site any time work is being performed by Contractor’s own employees and/or by Subcontractors, for the duration of the Project. The Site Superintendent must coordinate all construction activities and Subcontractor access. It will be the Site Superintendent’s responsibility to follow GSD security procedures and to provide access for the Contractor’s employees and Subcontractors for all construction activities. Failure to provide a full-time Site Superintendent on-site shall result in issuance of an immediate “stop work” order from GSD until such time as the Superintendent returns to the site. Issuance of a “stop work” order by GSD shall not result in claim for delay or additional cost to GSD, nor shall it be grounds for extension of Contract days.
4) Background Check: The successful Contractor’s Site Superintendent and Project Manager will be required to pass a background check which will allow for issuance of a security badge and additional access.
5) Project Management Plan. GSD has several projects bidding or awarded for construction that will be under construction concurrently with this Project. A Project Management Plan must be submitted by the Contractor within 24 hours of receiving a request from the GSD Purchasing Agent if any of the following conditions apply to the Respondent:
a) The Contractor has been awarded a Contract for a District Project that will be under construction concurrently with this Project;
b) The Contractor has submitted a response for a District Project that will be under construction concurrently with this Project; and/or
c) The Contractor desires to submit responses on multiple projects currently bidding that will be under construction concurrently with this Project.
The Project Management Plan shall demonstrate how the Contractor intends to independently carry out this Project along with the other projects that have been, or could be, awarded to Contractor, and meet GSD’s published completion date(s). The Project Management Plan shall include the following information for each Project under consideration:
a) Proposed Full-Time Site Superintendent for the Project;
b) Other key project personnel and their role;
c) Preliminary schedule;
d) Other information to illustrate how the Contractor will manage the Work separately from the other Project(s).
6) Scope of Work. Contractor shall furnish all labor, material, and equipment to perform the work as indicated on the Drawings and Specifications, and in accordance with RFP Documents, including General and Supplemental Conditions of the Construction Contract, Addenda, and other documents as provided, for the performance of this Work.
7) Hazardous Materials. Asbestos-containing materials (ACM) or lead are present in the Facility and may be within the Project Work Area. ACM has been identified by GSD Environmental Safety Personnel or Consultants and documented in a Hazardous Materials Inspection Report or NESHAP. The NESHAP is provided with the RFP documents for reference. GSD will abate any hazardous materials in the Project Work Area prior to Contractor starting work. Contractor shall stop work immediately and notify GSD if any suspected hazardous materials are encountered in the Project Work Area during demolition or construction activities.
ACM is assumed to be present in roof flashings, mastics, or other materials in the roof assembly. Roofing contractor shall be certified to remove and properly dispose of ACM encountered in this Work. Roofing contractor shall make any required notifications as required by the Utah Department of Air Quality prior to commencing work.
Contractor shall not remove or disturb suspected hazardous materials unless otherwise directed by GSD Environmental Safety Personnel.
8) Waste Disposal. Contractor shall furnish all labor and equipment to remove, and properly dispose off-site, all construction waste, debris, and packing materials. Contractor shall furnish a dumpster for disposal of all materials and waste. Contractor shall not use GSD disposal container(s).
9) Bonds. The respondent is required to submit with their response a Bid Bond for a total response amount that is $50,000.00 or greater. Refer to instructions contained in the solicitation documents on the Utah Public Procurement Place/Bonfire (U3P). Failure to submit a Bid Bond will cause the response to be considered non-responsive.
10) List of Subcontractors. Respondent will submit, with their response, a list of all subcontractors who will be engaged in this Project, each with a contract value of $50,000.00 or greater.
11) Additional Information. Please see the General Conditions of the Contract for Construction and the Supplemental General Conditions for the construction dates, penalties, liquidated damages, and other information.
12) Response Submission and Evaluation. In addition to the Bid Bond and Subcontractors List, the RFP Submission shall be composed of the following elements: Project Cost, Project Team, and Proposed Construction Schedule. Each part of the submission listed below will be awarded points as indicated in their respective description, up to a total of 100 points. The Respondent receiving the highest total score will be awarded the Project. In case of a tie between the two highest scores, the response with the lowest cost solution will be used as the tie breaker.
a) Project Cost (80 points, maximum): The respondent shall fill out the GSD Project RFP
Form in its entirety. Failure to fill out the form completely will result in reduced score.
Responses submitted on other than the GSD Project RFP Form will be considered non-responsive and ineligible for consideration.
Evaluation Criteria: All responses will be evaluated on Base Response, including Allowances, and the addition of any alternates permitted to be selected by budget, at GSD’s discretion. The lowest total response will be awarded 80 points. Second lowest response will receive 77 points, third lowest will receive 74 points, with each successively higher response receiving three (3) points less than the next lower. In event of a tie at any response tier, the responses that are tied will be awarded equal points at that tier.
b) Project Team (2 points): Respondent identified their Project Teams in their Statement of
Qualifications. Respondent shall submit the proposed Project Team for the Taylorsville High School Addition with the response.
Evaluation Criteria:
1) Proposed Project Team provided with response. Two (2) points.
2) Failure to submit with response will result in a score of zero.
c) Proposed Construction Schedule (18 possible points): Project schedule/sequencing is critical to the successful completion of the Taylorsville High School Addition project. The Project is expected to start in mid-December 2026, with Substantial Completion not later than July 9, 2029. Respondent shall provide a proposed schedule, in Gantt chart format, outlining sequencing of the Work, work that will be done during the summer breaks, and work that needs to be performed in advance of other work in order to meet interim and final completion deadlines. Schedule shall also indicate specific long lead items that will affect the performance of the Work.
The Supplemental Conditions identify specific project milestones that must be met to permit relocation of staff and students, perform work without disruption of school activities, and meet schedule obligations. The schedule shall prioritize completion of the new office wing, without sacrificing progress on other areas of construction. The Substantial Completion date for the office wing in the Supplemental Conditions is to permit the relocation of all main office staff to allow the sequencing of the renovation of the existing main office space and other interior spaces. In addition to the Culinary Arts Lab, Commons Area, and Cafeteria work to be performed during summer breaks, the schedule shall identify work in other areas normally occupied by students that will need to be performed during periods when school is not in session. Refer to the attached district calendars for the 2026/2027 and 2027/2028 school years for additional information; the 2028/2029 calendar has not been approved. Schedule shall also include areas where remodels of existing vacant spaces may occur while school is in session.
Schedule shall include the work described by the alternates indicated in the Construction Documents. Respondent shall plan the work at the tennis courts to commence upon completion of the spring tennis season in 2027 or 2028 and shall execute the work continuously through completion to minimize impact on the following spring season.
Respondent may identify in the schedule any scope that may be accelerated to permit early turnover of new or renovated space.
Evaluation Criteria:
1) Schedule demonstrates minimum requirements for construction, meeting defined project milestones, and final completion date as described by Contract Documents and Supplemental Conditions. Eight (8) points.
2) Schedule documents path for early turnover of the office wing by seven (7) calendar days or more prior to milestone date in Supplemental Conditions. Contractor’s scheduled completion date will become the Substantial Completion date for this work on award. Add four (4) points.
3) Schedule documents path for early turnover of the classroom wing and counseling offices by seven (7) calendar days or more prior to milestone date in Supplemental Conditions. Contractor’s scheduled completion date will become the Substantial Completion date for this work on award. Add two (2) points.
4) Schedule demonstrates renovations that could occur in limited timeframes when students are not in attendance. Add two (2) points.
5) Schedule documents path to turnover completed project by seven (7) calendar days or more prior to Final Completion date in Supplemental Conditions. Contractor’s scheduled completion date will become the Substantial Completion date for this work on award. Add two (2) points.
6) Failure to submit schedule with response will result in a score of zero.
13) Solicitation Milestones.

1.2.8 DIVIDING WORK AND CONTRACTOR
REPRESENTATION. Organization of the specifications into division, sections and articles, and arrangement of Drawings, shall not control Contractor in dividing the Work among Subcontractors or in establishing the extent of Work to be performed by any trade. Any such non-permissive use or modification by Contractor, Contractor's Subcontractors at any tier, or anyone for whose acts Contractor is liable, shall be at Contractor's sole risk. Contractor shall hold harmless and indemnify Owner and Designer, and their separate contractors and consultants, from and against any and all claims, actions, suits, costs, damages, loss, expenses and/or attorney fees arising out of such non-permissive use or modification by Contractor.
