About this file

This is a Certification for Federally Funded Projects form issued by the City of San Angelo, Texas Purchasing Division in connection with an equipment financing opportunity. The City of San Angelo Fleet Services Division is accepting proposals for equipment financing with an approximate purchase amount of $4 to $5 million. The equipment to be financed includes construction and street repair equipment that will be purchased through a separate Request for Bids (RFB) and/or purchasing cooperatives. The certification document establishes the contractor's obligation to comply with federal lobbying restrictions and disclosure requirements applicable to federally funded projects.

The certification form requires the contractor to affirm that no federal appropriated funds have been or will be paid to influence federal officers, Congress members, or agency employees in connection with the award of the federal contract or grant. Contractors must disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL as required. The certification must be included in all subaward documents at all tiers, and all subrecipients must provide equivalent certifications and disclosures. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each violation, and false statements are subject to the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements.
