About this file

This document is a 9-Agency Contract Piggyback Form issued by Montgomery County, Pennsylvania, enabling non-profit community-based organizations (CBOs) and local government agencies to access language access services through the County's existing competitively-bid vendor contracts. The County's primary language services RFP seeks qualified contractors to provide over-the-phone interpretation (OPI), video remote interpretation (VRI), remote video conferencing (RVC), simultaneous live interpretation, in-person interpretation, document translation, transcription services, and services for visually and hearing-impaired individuals on an as-needed basis, available 365 days a year, seven days a week, 24 hours a day for various County departments. The County intends to select a pool of providers rather than a single contractor and makes no guarantee of minimum service volumes to any individual vendor. Eligible organizations seeking to participate must provide documentation proving their status as local government entities or non-profit CBOs, after which they contact vendors directly to establish service accounts.

Organizations utilizing the piggyback opportunity assume full responsibility for all billing, payments, and service agreement management directly with the vendors; the County does not manage participating organizations' financial transactions, billing disputes, or service agreements. Vendors must include standardized glossaries and predictive text generators for cost reduction purposes and confirm support for specified platforms such as Microsoft Teams and Zoom, including any associated licensing requirements. Participation in the piggyback program is voluntary with no obligation, and the County bears no responsibility for managing inter-organizational vendor agreements or guaranteeing service utilization levels. All pricing, terms, and conditions are pre-negotiated between Montgomery County and its contracted vendors, providing participating organizations with competitive rates and streamlined access to comprehensive language services without requiring separate procurement processes.

Language Services Access for CBOs and Local Agencies

Montgomery County would like to share the opportunity for Non-Profit Community Based Organizations (CBOs) and local government agencies to access high-quality language access services at a pre-negotiated rate through Montgomery County’s existing language service contracts. This opportunity allows eligible organizations to receive competitive pricing and streamlined access to interpretation, translation, and other language-related services.

What is Piggybacking?

Piggybacking allows organizations to use an existing government contract established through a competitive bidding process instead of negotiating a new agreement.

How it works:

1. Your organization can “piggyback” on the County’s contracts to access the pricing, terms, and conditions we have negotiated with our current vendors.

2. You may need to provide documentation, such as proof that your organization is a local government entity or a Community Based Non-Profit Organization.

3. Contact the vendor directly to establish your account with them.

4. All billing and payments are handled directly between your organization and the vendor-the County is not involved in financial transactions.

What you are responsible for:

1. Your organization handles all payments directly with the vendor. The County does not manage participating organizations' billing, fees, or service agreements.

2. Each vendor provides different services under the County’s contract. Review the list below to determine which vendor best meets your organization’s needs.

Important notes:

1. This opportunity is available for organizations that find it beneficial, but there is no obligation.

2. The County is not responsible for managing your organization’s agreement with the vendor or guaranteeing how much any organization will use this service.

Next Steps

1. Ensure your organization qualifies for participation.

2. Work directly with the vendor to set up your service agreement and billing
