Summary

This is a Request for Quotes (RFQ) document issued by Workforce Solutions Borderplex (WSB), a regional government entity and non-profit organization serving as the local workforce development board for six counties in far West Texas (Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio). The RFQ seeks proposals for pre-eligibility services supporting Child Care Formula (CCF) funding administration. The contractor will review and prepare parent applications for child care subsidies prior to formal eligibility determination, ensuring completeness, accuracy, and compliance with Texas Workforce Commission (TWC) rules and Chapter 809 of the Texas Administrative Code. Required deliverables include complete and review-ready application packets, document verification checklists, income calculation worksheets with supporting documentation, applicant follow-up logs, submission readiness confirmation, error correction and resubmission support, and monthly pre-eligibility activity reports. Proposals must be submitted via email to procurement@borderplexjobs.com by 3:00 PM (MST) on Thursday, March 12, 2026. No site visits, bidder's conference, or award date information is specified in the document.

The RFQ requires vendors to submit written proposals demonstrating capacity to deliver pre-eligibility services in compliance with Texas Child Care Services and TWC requirements, including descriptions of application review processes, documentation verification and income calculation methodologies, evidence of staff expertise in Texas Child Care Eligibility requirements, staffing plans and qualifications, quality control and compliance measures, data security practices, and cost proposals aligned with CCF funding. Pre-eligibility services are funded through Child Care Development Fund allocations managed by the Department of Health and Human Services, along with supplemental support from Department of Labor/ETA WIOA Formula Grants, Wagner-Peyser, TANF, and Food and Nutrition Service SNAP Employment & Training programs. The services are allowable costs under CCF funding because they directly reduce errors, prevent rework, and support timely eligibility processing and program integrity.

FY26004-RFQuote Pre-Eligibility Services – Child Care Formula (CCF)

I. Introduction:

Workforce Solutions Borderplex (WSB) is a regional government entity and non-profit organization established to act as an arm of the State of Texas to carry out the governmental functions of workforce development. WSB is certified by the Texas Workforce Commission as the local workforce development board for the six counties of far West Texas—Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio—encompassed within the Workforce region. WSB's functions include overseeing integrated workforce training, education, and related services and programs for the area.

WSB provides a wide range of assistance to job seekers, including youth, underemployed, unemployed, and displaced workers, in the six-county region along the U.S.-Mexico border from El Paso to the east of Presidio County. Services include, but are not limited to, job search activities, career counseling, training assistance, job preparation activities, placement assistance, and access to technology resources. WSB also assists qualifying families who require childcare to work, attend school, or receive training by providing childcare subsidies. In addition, WSB assists employers with services including assessment, pre-screening, recruitment screening, and testing.

II. Project Overview:

Pre-eligibility services are an allowable cost under Child Care Formula (CCF) funding as they directly support the administration and delivery of Child Care Services by ensuring applications, documentation, and income calculations are complete, accurate, and compliant with Texas Workforce Commission and Child Care Services eligibility requirements prior to determination. These costs are reasonable given the level of effort required to prevent errors, reduce rework, and support timely eligibility processing, and they are allocable to the CCS program as the services are performed solely for the benefit of CCS applicants. Pre-eligibility services are necessary to meet program performance requirements, including timeliness, accuracy, compliance, and reduction of incomplete or delayed applications, thereby supporting efficient enrollment and program integrity.

III. Scope of Work:

The Contractor shall provide pre-eligibility services, which include reviewing and preparing parent applications prior to eligibility determination. The Contractor must possess and demonstrate working knowledge of the Texas Child Care Eligibility process, including applicable Texas Workforce Commission (TWC) rules, Chapter 809 of the Texas Administrative Code (TAC), and related policy guidance. The Contractor shall review each parent application to ensure completeness, accuracy, and legibility, and shall
