Conflict of Interest Packet Summary
This is a conflict of interest compliance document issued by Workforce Solutions Borderplex (WSB), a Texas workforce development organization, dated January 12, 2026. The packet notifies vendors responding to the Pre-Eligibility Services – Child Care Formula (CCF) contract opportunity that they must complete and submit a conflict of interest questionnaire as required by Chapter 176 of the Texas Local Government Code. The questionnaire must be submitted alongside the vendor's proposal response to Roxanne Reta, Contracts & Procurement Manager. The document includes contact information for the Texas Ethics Commission, which promulgated the questionnaire, and identifies the WSB Contracts and Procurement Department staff responsible for contract administration, including Roxanne Reta and Alexa Chacon Rodriguez.
The packet includes a Certificate Regarding Conflict of Interest that vendors must sign, affirming compliance with six specific covenant requirements. These requirements prohibit vendor managers, employees, or paid consultants from being WSB Policy Board members, the Executive Director, or WSB employees; prohibit vendors' managers or paid consultants from being married to WSB board members, the Executive Director, or WSB staff; prohibit WSB board members, the Executive Director, or employees from owning more than ten percent of the vendor's organization; prohibit spouses of WSB officials from receiving compensation from the vendor for lobbying activities; require disclosure of any potential conflicts of interest; and impose liability for breach, including cost refunds and damages. The document lists the complete WSB Board of Trustees membership across private sector, public education, community-based organization, and other representative categories.
