About this file

This is a Cash on Hand Certification form required by the City of Detroit Housing and Revitalization Department (HRD) for organizations applying for Homelessness Solutions funding to operate Drop-In Centers. The Drop-In Centers are low-barrier, 24-hour facilities designed to provide basic needs, support services, and safe resting spaces for people experiencing homelessness. All applicant organizations seeking this funding must complete and submit the certification form as part of their proposal requirements.

The certification requires applicants to verify that their organization maintains a minimum of three months of working capital available to cover operating expenses, including timely payments to staff, utility companies, and other third-party vendors. This financial requirement addresses potential delays in the City's reimbursement process and ensures that service providers have sufficient liquidity to maintain continuous operations. The form requires an authorized representative to sign and certify the organization's cash position, with spaces for the organization name, signatory name, title, signature, and date.
