About this file

This is a contracting expectations certification document from the City of Detroit Office of Contracting and Procurement on behalf of the Housing and Revitalization Department for the Homelessness Drop-In Centers project. The document outlines mandatory compliance requirements for organizations seeking General Funds to operate a 24-hour, low-barrier drop-in center facility providing basic needs, support services, and safe rest spaces for people experiencing homelessness. Awarded organizations must assist homeless individuals and families in obtaining supportive services including permanent housing, medical health treatment, mental health treatment, counseling, supervision, and other services necessary to achieve independent living. Organizations must participate fully in the City's CAM system, enter all required data into the Detroit CoC HMIS system or pre-approved comparable database, and maintain accountability for the timeliness, completeness, and accuracy of all data entry and reporting.

Awarded organizations must comply with all federal, state, and local nondiscrimination laws, equal employment opportunity requirements, and homeless persons' rights regulations. Organizations must minimize displacement of persons, families, or businesses resulting from the project and comply with the Lead-Based Paint Poisoning Prevention Act, the Resident Lead-Based Paint Hazard Reduction Act of 1992, and the Drug Free Workplace Act. All records must be maintained to document compliance with the award and contract requirements, with particular attention to maintaining confidentiality of records for individuals receiving family violence prevention or treatment services. All awarded organizations must adhere to the City of Detroit Homelessness Solutions Policy and Procedure Manual and the Continuum of Care's written program standards. The certification must be signed by an authorized organizational representative.
