About this file
This is a Respondent Questionnaire attachment for Request for Proposal #545933 issued by the City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Housing and Revitalization Department to solicit proposals for operating 24-hour drop-in shelter services for individuals experiencing homelessness. The RFP was revised as of March 10, 2026. The questionnaire requires respondents to provide comprehensive information about their organization's qualifications, experience, capacity, and financial capability to deliver low-barrier drop-in center services that provide basic needs support, case management, and safe resting facilities on a continuous basis.
The questionnaire is divided into three primary sections: respondent experience and organization, respondent capacity, and financial capacity. Respondents must identify a single point of contact, provide detailed background information including business entity type and years in operation, disclose relevant experience with the City of Detroit over the past five years, and submit three references from similar projects completed within the last five years. Organizations must submit organizational charts and resumes for key personnel, describe staff recruitment and retention practices, provide evidence of financial management systems, and document experience managing funding from government and philanthropic sources. The questionnaire specifically requires respondents to disclose any claims, lawsuits, contract terminations, or debarment status, as well as confirm whether their proposed solution involves artificial intelligence. Critically, respondents must demonstrate their ability to operate the program for 90 days prior to receiving reimbursement, as this is a reimbursement-based contract structure.
