About this file
This is an affidavit and compliance requirement document issued by the City of Detroit, Michigan, specifically the Office of Contracting and Procurement on behalf of the Housing and Revitalization Department, in connection with their Homelessness Drop-In Centers contract opportunity. The document establishes mandatory property maintenance standards that all Homelessness Solutions subrecipients must meet for properties from which they provide services under their agreements with the City. All contractor organizations must adhere to the City of Detroit's Property Maintenance Code (section 8-15) and Dangerous Building Code (section 8-17), and signatory organizations commit to maintaining full compliance with these codes. Any properties operated by service providers that receive Blight Violation citations must be remedied according to the timeline specified in the citation, with all associated fees and fines paid on time.
The affidavit requires authorized representatives of participating organizations to sign and date the document as evidence of their commitment to property maintenance compliance. This requirement applies to all organizations providing homelessness services through the City of Detroit's Homelessness Solutions initiative, regardless of whether properties are registered with the City or hold Certificates of Compliance. The document serves as a binding commitment mechanism to ensure that facilities used in delivering services to people experiencing homelessness maintain adequate property conditions and comply with municipal code requirements. Additional information regarding blight tickets and procedures is available through the City of Detroit's Department of Appeals and Hearings website.
