About this file
This is an Attachment B Proposal Introduction and Solution/Approach document for Request for Proposal #545933 issued by the City of Detroit Office of Contracting and Procurement on behalf of the Housing and Revitalization Department. The RFP solicits qualified organizations to operate 24/7, 365-day-per-year Drop-In Centers providing temporary shelter and basic services to people experiencing homelessness in Detroit, Michigan. Respondents must submit proposals that address detailed facility requirements, including specifications for bathrooms, kitchens, showers, laundry facilities, administrative spaces, ventilation systems, and fire suppression. The proposal must remain firm for 120 days from the due date and thereafter until withdrawn, a contract is executed, or the procurement is terminated. Respondents are required to describe their Drop-In Center facility including location, amenities, maintenance protocols, pest control provisions, staffing structure, security measures, and compliance with Building, Safety, Engineering and Environmental Department (BSEED) and Department of Health and Human Services (DHD) inspections and licensing requirements.
The RFP establishes specific operational requirements that respondents must address in their proposals, including 24/7 intake and case management capabilities to assess individual needs upon arrival, mental and behavioral health case management by certified practitioners within 24 hours of arrival, provision of a minimum of three nutritious meals daily, overflow management procedures, safety protocols emphasizing de-escalation and restorative approaches, and strategies to ensure the facility functions as temporary stabilization rather than long-term housing. Respondents must detail staffing positions with titles and full-time equivalent allocations, security protocols, whether services will be provided internally or through contracted entities, and diversion practices to redirect households when shelter is at capacity. The proposal introduction section requires respondents to confirm their firm's commitment to perform work per RFP requirements and provide a brief company description, with the facility overview section limited to 300 words.
