About this file
This is a Construction Document Set (Volume 1) for the SGPD Renovation Project, prepared by FFKR Architects for the City of St. George, Utah. The project entails renovation and addition to an existing two-story City Hall building to convert it into a Police Station, located at 265 N 200 E, St. George, Utah 84770. The scope of work includes construction, demolition, and renovation of three existing buildings (Alpha, Bravo, and Charlie Buildings) for the St. George Police Department campus, with interior reconfigurations, mechanical system upgrades, and exterior improvements. A mandatory pre-bid meeting is scheduled for June 23, 2026, at 10:00 AM local time. The bid due date is July 2, 2026, before 2:00 PM local time. Requests for substitution and information must be submitted seven days prior to the bid due date. The currently occupied premises are available for examination by bidders Monday through Friday from 9:00 AM to 4:00 PM. The contract is structured as a lump sum (fixed price, stipulated sum) agreement with a single prime contract format.
The project manual specifies a 100% performance and labor and materials bond requirement for all contractors. The contract terms require the design-builder to prepare a Schedule of Values consistent with the contract price and approved by the Owner, which will serve as the basis for progress payments. Retainage will be withheld as defined in the Design-Build Agreement, with release occurring only upon Owner approval of final completion and acceptance. The Owner intends to occupy the project upon Substantial Completion and requires the contractor to cooperate to minimize conflict and facilitate operations. The Architect, FFKR Architects, is located at 720 S River Road, Suite D2100, St. George, Utah 84770 (435-673-7362), with primary contact Steve Beesley. The Owner's Project Manager is Marc Mortensen. The construction documents are preliminary and marked "Not for Construction" as of the June 2, 2026 document date, indicating this is pre-award procurement documentation.
