PROJECT OVERVIEW
The City of St. George is seeking qualified general contractors to perform alterations to three existing buildings comprising the St. George Police Department (SGPD) Campus. The project involves interior reconfigurations, mechanical system upgrades, and exterior improvements across all three structures:
the Alpha, Bravo, and Charlie Buildings.
Design documents have been prepared by FFKR Architects and will be provided to contractors upon solicitation. All work shall be performed in strict accordance with those construction documents, applicable building codes, and any City of St. George specifications referenced therein.
BUILDING IDENTIFICATION AND PHASING
The three buildings subject to alteration are designated as Alpha (Old City Hall), Bravo (Police Building), and Charlie (Storage Building). Bravo and Charlie buildings will be closed to operations for the duration of construction, allowing full access without occupancy constraints. Some operations will take place in the Alpha building during the remodel.
Work shall proceed in a defined sequential order as follows:
1. Bravo Building First phase of construction; all alterations within this structure shall be substantially complete before primary work commences on the next building.
2. Alpha Building Second phase of construction; work proceeds following substantial completion of the Bravo Building.
3. Charlie Building Third and final phase of construction; work proceeds following substantial completion of the Alpha Building.
The contractor shall develop and submit a phasing and sequencing schedule consistent with this order.
The schedule shall account for all interdependencies between building systems, inspections, and closeout milestones at each phase. The City of St. George reserves the right to review and approve the construction schedule prior to the Notice to Proceed.

Evaluation Criteria:
1. Base Bid Price and Cost Proposal (Pass/Fail Threshold, then Ranked) Contractors must submit a complete, itemized cost proposal covering all labor, materials, equipment, permits, and other costs necessary to complete the alteration of the Alpha, Bravo, and Charlie Buildings in their entirety. The cost proposal must reflect pricing for all three phases of construction in sequential order, consistent with the phasing requirements established for this project. Pricing shall be broken down by building phase and by major work category, including interior reconfiguration, mechanical system upgrades, and exterior improvements. Any unit prices, allowances, or alternates requested in the solicitation documents must be included.
Proposals that are incomplete, fail to address all phases, or omit required cost breakdowns will be considered non-responsive.
2. Relevant Experience and Qualifications of the Firm Contractors must demonstrate documented experience completing general contracting work of comparable scope and complexity, specifically involving multi-building alteration projects on active or security-sensitive campuses. Experience in law enforcement, public safety, government, or institutional facility construction will be weighted most favorably.
Contractors must provide a minimum of three completed project references within the past ten years that reflect similar work, including interior reconfiguration, mechanical system replacement, and exterior improvements performed. References must include project name, owner contact information, contract value, project duration, and a description of the work performed. The City of St. George will evaluate the relevance and complexity of submitted project experience against the specific demands of constructing and phasing work across a functioning police department campus.
3. Key Personnel Qualifications and Project Team Contractors must identify and provide resumes and credentials for all key personnel proposed for this project, including the Project Manager, Superintendent, and any other individuals with primary responsibility for project execution. The Project Manager must demonstrate prior experience managing public facility alteration projects of comparable scope. The Superintendent must demonstrate hands-on field experience with interior renovation, mechanical system installation, and exterior improvement work on occupied or security-sensitive facilities. Any proposed subcontractors for major trade work, including mechanical, plumbing, and any specialty systems, must be identified with corresponding licensing documentation and relevant project experience. The City of St. George will evaluate whether the proposed team has the depth, experience, and availability to successfully manage this project from Notice to Proceed through final closeout.
4. Project Approach, Phasing Plan, and Schedule Contractors must submit a narrative describing their overall approach to executing this project, with particular attention to the sequential phasing of work across the Bravo, Alpha, and Charlie Buildings. The narrative must address how the vendor will manage the phasing transitions between buildings, coordinate inspections and substantial completion milestones at each phase, and maintain operational access to the site. Contractors must also submit a preliminary construction schedule that demonstrates a realistic and logical sequence of work, including key milestones for each building phase, submittal review periods, mechanical system testing and commissioning, and final project closeout. The schedule must reflect an understanding of the interdependencies between building systems and phases. The City of St. George will evaluate the clarity, feasibility, and thoroughness of the proposed approach.
5. Site Security and Safety Plan Given the law enforcement function of the St. George Police Department campus, contractors must demonstrate a clear understanding of the site security and safety requirements unique to this project. The site security component of the submission must describe how the contractor will establish and maintain access control protocols in coordination with the City of St. George, including temporary fencing, worker credentialing, and management of deliveries and contractor vehicle access within an active police facility environment. The City of St. George will evaluate whether the proposed safety and security measures reflect an informed and responsible approach to working on a law enforcement campus without disrupting department operations.
6. Financial Stability and Bonding Capacity Contractors must provide evidence of sufficient financial stability and bonding capacity to undertake a project of this scale. Contractors must submit documentation confirming the ability to obtain performance and payment bonds at the required bond amounts, a current letter from a licensed surety confirming bonding capacity, and a general financial reference from a banking institution or bonding agent confirming the firm's financial standing. The City of St. George will evaluate whether the vendor has the financial resources necessary to mobilize, sustain multi-phase construction operations, manage cash flow across three building phases, and fulfill all contractual obligations through project closeout without financial interruption.
7. References and Past Performance General Contractors must provide a minimum of three professional references from public agency owners, architects, or construction managers on comparable completed projects. References must be from parties with direct knowledge of the contractor's performance in areas including quality of work, schedule adherence, communication and responsiveness, management of subcontractors, and compliance with contract requirements. The City of St. George will contact the submitted references as part of the evaluation process and will assess the contractor's track record of successfully delivering projects on time, within budget, and to the owner's satisfaction.
Negative reference responses or inability to provide verifiable references may result in a reduction in score for this criterion.
