About this file
This is a bid bond form supporting the City of Chester, Pennsylvania's solicitation for multiple municipal services and construction projects. The bond form establishes the conditions under which bidders guarantee their compliance with contract award acceptance and performance obligations. Key bidding requirements include an optional virtual pre-bid meeting scheduled for July 28, 2025 (with registration required by July 25, 2025), project award expected by the third quarter of 2025, and a Notice to Proceed effective January 1, 2026. The solicitation encompasses four distinct opportunities: residential refuse and recyclables collection for approximately 9,900 customers under a five-year term (January 1, 2026 through December 31, 2030) with potential extensions for 2031 and 2032; two licensed and insured towing companies for 24/7 on-call emergency services within 10 miles of Chester; parking management services including enforcement and technology for a two-year term with Year 3 renewal option; and approximately 1,500 square feet of interior renovations on the third floor of the Chester Police Station as a lump sum contract. All prospective bidders must submit multiple supporting documents including the completed bid bond form, sexual harassment and non-discrimination acknowledgments, workers' compensation forms, non-collusion affidavits, and conflict of interest disclosures.
The bid bond requires bidders to maintain the bid for the specified period without withdrawal and to enter into a written contract with the City within ten days of award notification. Bidders must be licensed, insured with minimum coverage thresholds, and bonded to qualify. The form specifies that if a bidder withdraws after the specified period, fails to execute the contract, or refuses to provide required performance bonds, the surety becomes liable for the difference between the bid amount and the City's procurement cost for the same services or materials, plus any associated expenses. The City has not explicitly designated specific set-asides for disadvantaged enterprises in the available documentation. Pennsylvania prevailing wage project rates apply to the police station renovation work. All bidder questions must be submitted through the Public Question and Answer Tab to ensure transparency and equal information access across the entire bidding community.
