About this file

This document is a Pre-Bid Meeting Minutes prepared by the Granite School District (GSD) Architecture, Engineering and Construction Department for the West Valley Asphalt Rehabilitation project at West Valley Elementary School in Salt Lake City, Utah. The project scope involves replacing failing asphalt, improving traffic flow and accessibility, and includes milling and replacement of existing asphalt in parking and playground areas, relocation of sprinkler heads and irrigation boxes, replacement of storm drain boxes, concrete sidewalk work, pavement striping replication, and installation of water shutoff valve collars. A mandatory pre-bid meeting was held on May 15, 2026, at 12:30 PM at GSD offices followed by an onsite facility tour. Prospective bidders were instructed to submit project-specific questions through the Utah Public Procurement Place (UPPP) website by Monday, May 18, 2026, at 2:00 PM, with bids due on Thursday, May 21, 2026, at 2:00 PM. The project start date is Monday, June 8, 2026, with a completion deadline of Friday, July 31, 2026. GSD will assess liquidated damages for failure to complete on time, and the general contractor's assigned superintendent must pass a background check through GSD Human Resources.

The meeting minutes identify key scope clarifications including that the faux grass playground equipment area and bike corral are excluded from the work, while the bus drive is designated as a bid alternate with potential milling contingent on budget availability. The designer, Mark Stenquist of Forsgren Associates, Inc., committed to field-fit elevation determinations with required designer inspections following frame forming and before concrete pours, as well as potential plan revisions to address grade specifications along the bus loop and concerns regarding newly planted trees. Utility relocation considerations were addressed, with the communication box determined to require no relocation, though care must be taken around other utility boxes and irrigation boxes may require repositioning.

Please see the UPPP website for the posted copy of the Pre-Bid Meeting Attendance.

The following is a list of items discussed and covered at the meeting:

• The Contractors were provided the following information:

o Regarding project specific questions, the attendees were instructed to submit questions to the UPPP website, and answers would be posted for all prospective bidders.

o Questions must be posted to the UPPP website by Monday, May 18, 2026, by 2:00 PM.

o Bids are due to UPPP on Thursday, May 21, 2026, by 2:00 PM. Please allow upload time as UPPP will cut off exactly at 2:00 PM. Make sure all requested documents, including bid bonds, are included.

o Start date is Monday, June 08, 2026, with a completion date of Friday, July 31, 2026. GSD will assess liquidated damages if not completed on time.

o Project Superintendent – The general contractor’s assigned Superintendent will be required to submit and pass a background check by GSD Human Resources Department.

• The Project’s designer, Mark Stenquist with Forsgren Associates, Inc, provided an overview of the

Scope of Work and a tour of the facility.

• Project is to replace failing asphalt, improve traffic flow and accessibility.

• Contractor will need to work with GSD Grounds to relocate some sprinkler heads and http://www.graniteschools.org/ pipes. Storm drain boxes to be replaced, but not the storm drain piping.

• Scope includes the paved area of the playground. Contractor will need to do a survey of the current striping and replicate it. The faux grass area with the playground equipment is not to be disturbed. The bike corral is not included in the project.

• Bus drive is a bid alternate. If the budget allows, the bus loop may be milled. If not, spot repair will be included as base bid.

• Drawings do not provide surfacing with elevation called out. Elevation will be a field fit, with designer inspections required after forming the frames and before the concrete pour. On the site walk, Designer committed to reviewing the grade along the bus loop and potentially revising the bid to include elevation specs.

• Irrigation boxes will need to be relocated. Care should be taken around utility boxes, with the potential to relocate one of them. On the site walk, the communication box was determined to be outside of the planned sidewalk area and should not need to be relocated.

• Newly planted trees were not on the original plan. Those trees are not to be disturbed.

Designer will review the plans and revise if needed.

• Water shutoff valves in the parking lot are not currently collared. Designer requested bidders include collars.

At the end of the facility tour the meeting was dismissed.

End of Minutes.
