Technical Specifications for West Valley Elementary School Asphalt Rehabilitation
This is a Technical Specifications document issued by the Granite School District (GSD) for the asphalt rehabilitation project at West Valley Elementary School located at 6049 Brud Drive, West Valley City, Utah. The project involves milling and replacement of existing asphalt in drive, parking, pick-up, and playground areas at the facility. The work includes site construction, milling, pavements, and pavement painting/striping to be executed under a single prime contract. The specifications require that contractors hold a valid General Building Contractor (B100), General Engineering Contractor (E100), or Asphalt Contractor (S260) license. A pre-bid meeting is mandatory for all interested bidders, with details provided in the project manual. The GSD Board is scheduled to review the award recommendation on June 2, 2026, with final award issuance to follow board approval. The project will proceed as a single award to the lowest cost responsive and responsible bidder. The owner will occupy the site during the entire construction period, requiring contractors to coordinate all work to minimize disruption to normal school operations.
The specifications establish comprehensive requirements for project execution, including unit pricing methodology, alternate bid options, submittal procedures, quality assurance standards, and testing and inspection services to be conducted by an independent laboratory paid by the owner. Contractors must submit all required submittals electronically in Adobe PDF format within specified timeframes, with a 14-day review period allowed for architect approval. The project manual details strict protocols for site access, parking, storage areas, hazardous materials handling, temporary facilities, and environmental controls. All cleaning materials must comply with Green Seal environmental standards, and smoking is prohibited within school interiors and restricted to public sidewalks off school property. Project completion and closeout requirements include final cleaning, operation and maintenance documentation, warranties, spare parts delivery, and demonstration of equipment to owner personnel. The contract includes specific provisions for alternates, particularly Alternate No. 1 addressing the Bus Loop Mill and Pave work, with pricing adjustments made through change orders based on actual quantities and measurements supplied during construction.
