About this file

This is a specification document for the City of Midland, Texas, for Elevator and Escalator Service at Midland International Air & Space Port (Contract #26002248). The contract requires the contractor to provide all labor, material, supervision, and equipment necessary to maintain two Schindler escalators and four Schindler elevators for a three-year term. The equipment is approximately 25 years old and has been continuously maintained by the manufacturer since installation. The contractor must provide comprehensive maintenance coverage including cleaning, lubrication, adjustments to manufacturer specifications, repair or replacement of broken parts, and safety testing. Maintenance must follow a schedule specific to airport operations and usage patterns. Normal repair requests submitted by 2:00 PM must receive same-day response during regular business hours, with calls received after that time handled the next working day. The airport operates 24/7, and the contractor is responsible for providing personnel at no additional cost if regular staff is unavailable.

The contract is structured as a firm fixed price for the first year, with provisions for escalation or de-escalation at the contract anniversary based on changes in labor costs (local mechanic hourly rates) and material costs (Producer Price Index for Metals and Metal Products). Emergency calls outside normal business hours, weekends, and holidays are reimbursable at premium rates including travel time and expenses, with the contractor required to specify hourly rates for these scenarios. All contractor employees must pass criminal history records checks per TSA requirements, complete airport security training, obtain airport security identification badges ($100 application fee per employee), and meet citizenship requirements. Employees must be fluent in English, wear approved uniforms, and conduct themselves professionally. The contractor must obtain director approval for any subcontracted work, maintain detailed records of all inspections and repairs, provide MSDS sheets for all materials used, and maintain a clean work area. Bonding is required for contracts over $50,000. All bids must include a signed waiver of attorney fees and other claims against the City.
