About this file

This document is an Appendix E Safety Information Transfer for the Liberty-Van Buren Rebuild Line 3005 project, providing critical electrical system and environmental safety details for contractors. The safety information includes specific technical specifications such as a 161kV normal system voltage, maximum switching transient voltage of 3.5 PU, maximum available fault current of 16,000 Amps, and an estimated fault clearing time of 0.4 seconds. Breaker locations are at Akins and Van Buren Substations, with a loop feed line configuration and switch locations at Van Buren Substation and Liberty Switching Station.

Environmental and operational conditions are highlighted, noting slippery, muddy, and unstable clay soil conditions, the presence of various distribution, transmission, and communication lines near the right-of-way, and potential hazardous induced voltages. The document emphasizes the contractor's responsibilities, including requesting additional information from the owner, performing personal protective grounding, conducting voltage checks, and coordinating with Southwestern's System Operator for clearance orders. The appendix is provided pursuant to safety regulations, with the contract employer required to acknowledge receipt and coordinate safety procedures.
