About this file
This document is a Questions and Answers (Q&A) file for a security guard services contract solicitation for Southwestern. The contract requires security guard services at the Tulsa headquarters, with guards scheduled from 4:00 pm to 8:00 am Monday through Friday and 24 hours a day on weekends and holidays. Key requirements include CLEET licensing for both the agency and guards, maintaining a drug-free workplace with 5-panel drug testing, and providing security services with one guard per shift. The contractor must provide their own equipment like less-lethal weapons, handcuffs, and potentially body armor, subject to Contracting Officer's Representative (COR) approval.
The solicitation is being evaluated under FAR 13.106-2(b) using a comparative evaluation process. There is no union, no past performance submittal requirement, and no set number of guards specified. Pricing is per month and inclusive of all charges. The current incumbent is Cherokee Nation Integrated Health, L.L.C. (Contract #89503624PSW000213), but the new contract has different hours and Performance Work Statement (PWS) requirements. Contractors must comply with the Service Contract Act and pay wages according to the applicable Department of Labor Wage Determination.

Questions and Answers
1. Can you provide a breakdown of the Alarm Monitors and Guard Staffing? Would need the Breakdown of how many Alarm Monitors and hours / days for correct pricing?
a. This requirement is for security guard services, and the specific needs are outlined in the PWS. A breakdown of hours for specific tasks is not available. Alarm monitoring involves observing the cameras and doors from the facility they are patrolling and responding as necessary (e.g., contacting 911, Facilities, EHSS, etc.).
2. Is there a vehicle required?
a. No
3. Also, the SOW states 24/7, however the staffing just sets 1600 to 0800 Monday - Thursday and 24 hours for Friday to Monday morning.
a. The goal was to reduce the current schedule of 24/7/365 to only 24 hours a day on weekends, holidays, and snow days. Normal weekdays will be 16 hour days (excluding the day shift).
4. I would assume we will just bill the Supervisor into the rate for Service.
a. Pricing is per month inclusive of all charges for this requirement.
5. Is there a current incumbent or new contract?
a. There is an incumbent, but that contract requirement is changing, and the new contract has new hours and a new PWS. Current Contract# 89503624PSW000213.
Cherokee Nation Integrated Health, L.L.C. holds the current contract.
6. Specifically, could you please confirm the total number of security guards required to fulfill the requirements outlined in the Performance Work Statement (PWS), including coverage for the one-person post and any anticipated or unanticipated office closures?
a. We do not have a set number of guards in mind. We just expect the contractor to provide one guard per shift.
7. Our Technical Bid Proposal is more than 2 pages. I hope you meant 20 pages.
a. The Narrative page count has been changed to 4 pages. Provide a narrative (no more than 4 (4) pages) summarizing the approach to fulfilling the PWS requirement.
8. Subfactor A of Evaluation Factor 1 - Technical requires that offerors provide proof of "A Certificate of Authority from the Oklahoma Council on Law Enforcement Education & Training (CLEET)." The Oklahoma CLEET website (https://oklahoma.gov/cleet.html) does not return clear results for "certificate of authority." Does this requirement relate to "agency licensing" (https://oklahoma.gov/cleet/licensing/agency-licensing.html)? We ask for clarification on this requirement, particularly since "agency licensing" requires that the applicant have a company POC residing in Oklahoma.
a. The Agency and Guards and the employee must both be CLEET licensed.
9. SOW 2.0 states, "Additionally, the purpose is to provide access control and alarm monitoring at all other Southwestern offices, substations, and radio sites." Are there other sites for this contract besides the headquarters on Lewis Avenue in Tulsa?
a. The Tulsa headquarters is the only site they are expected to secure and patrol, but they will have access to the security system that links up most of Southwestern’s facilities. They are also expected to respond (by calling law enforcement) for any site that sends an alarm.
10. PWS 6.2 Contractor Furnished: In the last bulleted item for "Other Misc Equipment," it states, "the following items may be provided as needed." Can the government verify if and/or when these items (i.e., handheld radio, handcuffs and keys, OC Spray, body armor, and "less lethal weapon") will be needed so that offerors know what to include in the pricing for this opportunity?
a. There is no expectation from Southwestern concerning the need for additional equipment beyond the contractor making a determination on their own and seeking approval from the COR.
11. PWS 6.2 Contractor Furnished: What level of body armor should be provided?
a. There is no expectation from Southwestern concerning the need for body armor beyond the contractor making a determination on their own and seeking approval from the COR.
12. PWS 6.2 Contractor Furnished: In the last bulleted item for "Other Misc Equipment," it states, "less lethal" weapon.
• Is this referring to a baton?
a. This is referring to any form of less lethal weapon, including but not limited to batons, conducted energy devices, oleoresin capsicum sprays, etc.
• If so, what length of baton should be provided?
a. There is no expectation from Southwestern concerning the need for less lethal weapons beyond the contractor making a determination on their own and seeking approval from the COR.
13. SOW 8.0 instructs contractors to provide random drug screening for employees. What percentage of employees should be tested and what frequency?
a. From the PWS:
The Contractor shall maintain a drug-free workplace program. In addition, the Contractor's program shall include at a minimum, processes for the initial drug screening of new-hire employees and random screening for employees. Drug screening shall be a 5-panel drug test regimen. The Contractor must perform drug screenings upon written request by Southwestern. The Contractor shall provide initial and random drug screening of the employee through their own established testing facility federally or state qualified to conduct drug screening. An electronic and/or hard copy of the test result shall be made available to the COR, or other authorized official determined by the COR or CO, upon request and, if necessary, forwarded to DOE for record of compliance.

a. No
18. What, if anything, needs to be submitted for Factor 3 Past Performance?
a. There is no submittal requirement for past performance.
19. Is there a union with this contract? If so, can the government provide a copy of the CBA?
a. There is no union or Collective Bargaining Agreement (CBA) with this contract.
20. Will the government provide a current seniority list for the incumbent security force so that offerors can accurately price vacation and other leave benefits?
a. The Government does not have a seniority list.
21. If there is no CBA, we understand that Executive Order (EO) 14236 rescinded EO 14026 (Increasing the Minimum Wage for Federal Contractors) and assume the incumbent staff are still currently earning the $17.75 minimum wage from EO 14026. Does the government wish to have the wage increased or keep it the same?
a. This requirement must comply with all applicable provisions of the Service Contract Act (SCA). Minimum wages and fringe benefits must be paid in accordance with the applicable Department of Labor Wage Determination. Contractors are responsible for ensuring all labor categories and compensation conform to the standards specified in the applicable wage determination.

a. Any differences between the incumbent’s performance and the current PWS are not applicable. Offerors must meet the requirements outlined in this solicitation.
26. We understand that, per Amendment 1, the technical volume has been increased to four pages. For the purposes of an introduction, would the government permit offerors to include a one-page Executive Summary (maybe as part of Subfactor A) that would be excluded from the four-page limit in Subfactor B?
a. No, all that will be evaluated for Subfactor B will be a maximum of four pages.
27. Is there a camera room? Who watches the cameras?
a. No. Cameras are monitored by Southwestern personnel, and the guards at the Tulsa headquarters (this solicitation).

Does this mean that from Monday through Friday Guard Services will start at 4:00 pm and end at 8:00 am? Then 24 hours a day from 4:00 pm Friday until 8:00 am Monday?
a. Yes, the guards shift will start at 4:00 pm and end at 8:00 am Monday afternoon through Friday morning. Yes, 24 hours a day from 4:00 pm Friday afternoon until 8:00 am Monday morning.
