About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a security guard services contract issued by the Southwestern Power Administration (SWPA), a U.S. Department of Energy agency in Tulsa, Oklahoma. The amendment modifies two key aspects: 1) expanding the technical approach submittal requirements from two to four pages, and 2) adding Exhibit B with Questions and Answers for the solicitation.
The solicitation seeks security guard services with a detailed evaluation process involving three factors: Technical (including required certifications, technical approach, and prior experience), Price, and Past Performance. Offerors must provide a Certificate of Authority from the Oklahoma Council on Law Enforcement Education & Training, submit a technical narrative describing their approach to security services, and include an Experience Data Sheet demonstrating relevant prior contract experience. The government will conduct a comparative evaluation of offers, with technical ratings ranging from Unsatisfactory to Excellent, and will assess price reasonableness and past performance using various sources including the Contractor Performance Assessment Reporting System (CPARS).

AWARD SELECTION PROCESS / EVALUATION SUBMITTAL REQUIREMENTS
(a) Per FAR Part 13.106-2(b), evaluation for award will be conducted by comparative evaluation of offerors.
This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
Ratings will be performed as listed below. If a technical rating of unacceptable is received for Subfactor A then the offeror will not be rated any further.
1. Factor 1 – Technical:
(i) Subfactor A – Required Certifications: The Government will evaluate whether the offeror possess the required licenses, permits, and certifications necessary for the performance of security guard services in the jurisdiction where services are to be rendered.
Submittal Requirements – Required Certifications: Provide proof of the following:
• A Certificate of Authority from the Oklahoma Council on Law Enforcement Education & Training (CLEET)
Rating Method – Required Certifications: Acceptable or Unacceptable
(ii) Subfactor B – Technical Approach: The Government will evaluate the feasibility, clarity, and effectiveness of the offeror’s proposed technical approach to meeting the requirements listed in the performance work statement (PWS).
Submittal Requirements – Technical Approach: Provide a narrative (no more than four (4) pages) describing the approach to fulfilling the PWS requirements, including:
• Whether or not a Sub-Contractor will be used
• Staffing plan
• Confirmation that guards will meet the requirements in section 8.0 of the PWS
• Method for scheduling guards and maintaining shift coverage
• Approach to onboarding, vetting, and training personnel
• Communication and reporting procedures (e.g., incident reporting, daily logs)
• Supervision and quality assurance mechanisms
• Risk mitigation and continuity of operations plan
Rating Method – Technical Approach: Unsatisfactory, Marginal, Satisfactory, Good, or Excellent
(iii) Subfactor C – Prior Experience: The Government will evaluate the offeror’s relevant prior experience in providing similar security guard services.
Submittal Requirements – Prior Experience: Offerors are required to provide a completed Experience Data Sheet (Exhibit A) of at least one (1) contract performed within the past two (2) years that demonstrates experience of comparable scope and complexity or greater, to the PWS, providing security guard services. The narrative portion of the data sheet must be clear, coherent, and prepared in sufficient detail for effective evaluation. If using a subcontractor, the experience data sheet must show relevant experience for both the prime contractor and subcontractor. **Altered or substituted data sheets may not be evaluated.
Rating Method – Prior Experience: Acceptable or Unacceptable
2. Factor 2 – Price:
Price will be evaluated using one or more of the techniques for price reasonableness in accordance with FAR 13.106-3(a). Total offered price will be evaluated for reasonableness.
Submittal Requirement – Price: Offerors must submit a price for each CLIN in the Solicitation.
3. Factor 3 – Past Performance:
Evaluation of past performance will be based on information obtained from the offer’s experience data sheet contacts, the Contractor Performance Assessment Reporting System (CPARS), as well as any other sources which may have relevant information.
(b) Options:
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), unless a written notice of withdrawal is received before award.
