About this file

This document is an amendment to an existing solicitation for Multifamily Master Sub-Servicer (MF MSS) support services issued by the U.S. Department of Housing and Urban Development (HUD). The purpose of this amendment is to provide the government's response to a vendor question regarding the servicing requirements for terminated Ginnie Mae Multifamily Issuers.

The key details are: The vendor must be an active Ginnie Mae MF Issuer with experience servicing at least 100 Ginnie Mae MF MBS loans/pools within the past 12 months, implying they should already have the necessary staff and systems in place to handle the boarding of loans/pools from a defaulted issuer, regardless of size. The vendor must also be prepared to manage boarding multiple issuers simultaneously if needed. The period of performance is January 6, 2025 to January 5, 2030. The anticipated program ceiling is $25,000,000 over the 3-year ordering period. The minimum guaranteed amount is $10,000, to be issued as the first task order.

The Contractor shall transfer, board and service small, medium, and large MF MBS portfolios in accordance with the Ginnie Mae MF MSS Portfolio

Seizure Management Standard Operating Procedures

(SOP) within five (5) business days from the date of the T/E/S. The Contractor shall transfer and service Mega MF Issuer portfolios within 10 business days from the date of T/E/S.

Clarification:

Pursuant to the requirements of Section 5.2.6, specifically the 5- and 10-day servicing requirement, is the GNMA program office expectation that the offeror/contractor maintain servicing capacity for a small, medium and large terminations prior to GNMA performing a T/E/S? In other words, (redacted) as offeror/contractor should have the necessary staffing and systems capacity at the ready in case GNMA terminates a small, medium, or large multifamily issuer?

Government Response: The vendor must be an active

Ginnie Mae MF Issuer with experience servicing at least 100 Ginnie Mae MF MBS loans/pools within the past 12 months before submitting a proposal.

This implies that the vendor should already have the necessary staff and equipment in place.

The purpose of the PWS is not to dictate how the vendor should perform their duties but to ensure they have a plan to handle the boarding of loans/pools from a defaulted issuer, regardless of size. The vendor must also be prepared to manage boarding multiple issuers simultaneously if needed, in accordance with the Extinguishment

SOP.

Currently, we do not have any extinguished portfolios, and it is unlikely that the MF MSS will need to onboard multiple issuers at once.

However, this capability is a requirement for consideration.

Period of Performance: 01/06/2025 to 01/05/2030
