About this file
This is a Pre-Site Survey Questions and Answers document that provides clarifications on site conditions and requirements for the HVAC Lifecycle Replacement solicitation at Fort Huachuca. The Q&A addresses inquiries from potential contractors regarding the existing HVAC infrastructure, installation conditions, and project specifications to ensure bidders have accurate information for proposal development. Key clarifications likely cover details such as existing unit specifications, electrical requirements, structural considerations for installation, disposal procedures for old equipment, site access constraints, and timeline expectations for the replacement project.
The document serves as an amendment to the original solicitation (Amendment 0001) and is intended to standardize understanding among all bidders regarding site-specific conditions and technical requirements for the six 3-ton HVAC unit replacements and associated installation and removal services at JITC Fort Huachuca. By providing consolidated Q&A responses, the government aims to reduce bid ambiguity and ensure that all contractors submit proposals based on consistent and accurate information about the project scope and site conditions.

Sheet1 832674792-HVAC Lifecycle Replacement with Installation and Disposal Services Pre-Site Survey Questions and Answers (Q&A)
| Contractor Questions | Government Answers | |
| 1 | Can the contractor bring in all the HVAC replacement units into the site at once? If so, is there an onsite area where the units can be stored within the facility? | Yes. There is an area where the units may be stored prior to install. |
| 2 | NAICS applicability. Is the NAICS code of 333415 the intended code or should it be 238220 which more accurately reflects the principle purpose of the effort? | Yes. DISA is only allowed to do facility efforts not construction. Now plumbing I agree is normally construction but we are not allowed to award efforts under NAICS codes that start with 23 or 56 as the government has not delegated us that authority. That is why we are using the SCA WD versus Davis Bacon Act (DBA) wage determinations for the labor rates. |
| 3 | Nonmanufacturer Rule. If NAICS 333415 is retained, would the Government confirm how the Nonmanufacturer Rule (13 CFR 121.406; FAR 19.505) will be applied to this small business set-aside, and whether an SBA class or individual waiver applies to the packaged units being procured? We did not see a waiver notification in the solicitation. | There is a class waiver to the non-manufacturer rule. 333415 NMR Class Deviation. Date posted was 11/15/2005 and the federal register notice is 20 Fed Reg. 69372. |
| 4 | Site visit time / time zone. The site visit is listed as "0900 EST" on 14 July 2026, questions are due "1600 MDT," and offers are due "CDT," while Fort Huachuca observes Arizona (MST, no daylight saving). Would the Government confirm the correct local time for the 14 July site visit and the intended time zone for the offer due date and time? | This was a typo and will be addressed this morning via a RFQ amendment. |
| 5 | Should access requests be forwarded directly to the security office, facility manager or contracting office? Where would we find the VAR letter template addressed in in the JITC clearance instructions? | Access Request should be faxed directly to the security office. There isn't a VAR Template. It is letter on company letterhead with the required information that is provided in the instructions. |
| 6 | What is the approximate building/roof height? | Contractor may measure at the site visit. |
| 7 | Are the existing units side-discharge or downflow/down shot? | Contractor may notate at the site visit. |
| 8 | What are the existing curb adapter dimensions? | Contractor may measure at the site visit. |
| 9 | Are there any pictures of the existing units, roof/curb and surrounding access areas? | Pictures are unavailable due to security concerns. |
