Projects deemed not relevant will not be considered for evaluation. Past performance references must include the contract number, value, description, and the reference technical/contracting points of contact (POCs) using Attachment 4 Past Performance Data Sheet. The POC’s names, telephone numbers, agency and e-mail addresses must also be included. The vendor shall send a copy of the Past Performance Questionnaire (see Attachment 5) to one contact person to complete.

The past performance recipient shall fill out the questionnaire in accordance with the document instructions and email the response directly to the Contracting Officers, Kimberly Thomas at Kimberly.d.thomas@nasa.gov and Steven Wood at steven.r.wood@nasa.gov. The Government is not responsible if one or more references fail to provide a completed Performance Questionnaire. Vendors should therefore follow up with the PPQ POCs to confirm that they submitted the PPQ to the government.

Vendors are also advised that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources, including Government sources within and outside of NASA and sources outside of the Government. The evaluation of past performance on completed projects will be a subjective assessment considering all relevant facts and circumstances, including ratings and references from past and/or current customers. Past performance will be evaluated as a measure of the Government’s confidence in the Vendor’s ability to meet technical requirements, deliver quality products, and meet the cost and schedule requirements of this project.

BASIS FOR CONTRACT AWARD/EVALUATION CRITERIA

1. BASIS OF AWARD:

NASA intends to award multiple BPAs as a result of this Request for Quote (RFQ). The Government will rank the quotes from the lowest price to the highest price. Each vendor’s price quote will then be evaluated to ensure it complies with Factor 1: Price. With this order established, the Government will award to a maximum of five Vendors whose quotations, in conforming to this RFQ and the Instructions to Vendors, are rated “Pass” for Factor 2: Technical Approach and are rated “Pass” or “Not Applicable/Neutral” for Factor 3: Past Performance. After the Government identifies up to the five lowest prices that meet the aforementioned basis of award, it will no longer evaluate additional higher priced quotes.

2. EVALUATION CRITERIA:

NASA will evaluate all quotations using Evaluation Factor 2: Technical Approach and Evaluation Factor 3: Past Performance. Once the Government determines which quoters are technically acceptable, those quoters will be ranked based on their total evaluated firm-fixed price, from lowest to highest.

Factor 1: Price

Factor 2: Technical Approach Factor 3: Past Performance

2.1 FACTOR 1-PRICE:

Factor 1: NASA will also assess whether the proposed price aligns with the level of effort appropriate for the size, scope, and complexity of the requirement as specified in the Statement of Work. As part of this evaluation, the Government will consider not only the proposed labor rates and discounts, but any other proposed costs. For the purpose of determining the lowest-priced offeror, NASA will base its judgment solely on the total evaluated price for the complete ordering period.

2.2 FACTOR 2: TECHNICAL APPROACH:

Factor 2: NASA will evaluate the vendor’s technical approach based on the vendors ability to demonstrate a full understanding of the requirements written in the SOW. Responses shall not simply parrot the SOW but shall instead demonstrate a realistic approach to perform the work that would ensure successful and streamlined performance and provide demonstratable benefits and value to NASA. Responses must include a defined plan of action to show the how you plan to meet the requirements timeline for deliverables. NASA will evaluate the quality, completeness, efficiency, consistency and thoroughness of the technical approach to ensure the goals and objectives of KSC are met.

A technical approach that is rated “FAIL” will be eliminated from further evaluation.

GENERAL INFORMATION CONCERNING EVALUATION:

The Government will use the ratings below to assess evaluation Factor 2.

Volume II: Technical Approach Rating Definition

PASS Technical capabilities adequately meet all solicitation requirements and demonstrate an adequate understanding of the requirements.

Based on the vendor’s technical approach, there is sufficient confidence that the contractor can provide successful performance for this requirement.

FAIL Technical capabilities meet few, if any, solicitation requirements.

There is evidence of inadequate understanding of the requirements.

Based on the vendor’s technical approach, there is not sufficient confidence that the contractor can provide successful performance for this requirement.

2.3 FACTOR 3: PAST PERFORMANCE:

Factor 3: The Government will evaluate each past performance reference to determine whether it is relevant in terms of size, scope and complexity to the requirement stated in the SOW. Projects deemed not relevant will be considered neutral. The government will rate relevant past performance references by reviewing the corresponding past performance questionnaire submitted according to the Instructions to Offerors and any corresponding past performance assessments. The government will also consider subjective information such as relevant facts, circumstances, generic feedback, internal surveys and knowledge of the vendor. Past performance will be evaluated as a measure of the Government’s confidence in the Vendor’s ability to meet technical requirements, deliver quality products, and meet the cost and schedule requirements of this project. Two past performance documents are requested; however, the Government will consider offers with less than two documents. Note- If a Vendor opts to not submit past performance as part of their quote in order to obtain a rating of “N/A”, they will receive a Past Performance rating of “FAIL”

A past performance that is rated “FAIL” will be eliminated from further evaluation.

GENERAL INFORMATION CONCERNING EVALUATION:

The Government will use the ratings below to assess evaluation Factor 3:

Volume III: Past Performance Evaluation Ratings Rating Definition PASS The past performance is recent and relevant. Past performance ratings PPQ) for the following areas are Satisfactory or better: a) quality b) schedule c) management. Any issues encountered in the past performance record were minor concerns and had effective corrective actions undertaken by the Schedule Contractor that resolved the underlying issue(s).

FAIL The past performance is recent and relevant. Past performance ratings (PPQ) in any one of the following three areas are below Satisfactory: a) quality b) schedule and c) management.

Any issues encountered in the past performance record were major concerns or had ineffective corrective actions undertaken by the Schedule Contractor that did not resolve the underlying issue(s).

Not Applicable/Neutral (N/A)*

Either the past performance is not recent and/or not relevant or NASA was unable to find sufficient past performance information to evaluate for any number of reasons including but not limited to not being able to contact the POC, a lack of information in the /PPQ reference, etc.

52.216-2 – Economic Price Adjustment – Standard Supplies (Nov 2021)

(a) The Contractor warrants that the unit price stated in the Mississippi Tariff Rate Schedule is not in excess of the Contractor’s applicable established price in effect on the contract date for like quantities of the same item.

The term “unit price” excludes any part of the price directly resulting from requirements for preservation, packaging, or packing beyond standard commercial practice. The term “established price” means a price that –

(2) Is the net price after applying any standard trade discounts offered by the Contractor,

(b) The Contractor shall promptly notify the Contracting Officer of the amount and effective date of each decrease in any applicable established price. Each corresponding contract unit price shall be decreased by the same percentage that the established price is decreased. The decrease shall apply to those items delivered on and after the effective date of the decrease in the Contractor’s established price, and this contract shall be modified accordingly.

(c) If the Contractor’s applicable established price is increased after the contract date, the corresponding contract unit price shall be increased, upon the Contractor’s written request to the Contracting Officer, by the same percentage that the established price is increased, and the contract shall be modified accordingly, subject to the following limitations:

(1) The aggregate of the increases in any contract unit price under this clause shall not exceed the applicable rates as approved by the Mississippi Public Service Commission.

(2) The increased contract unit price shall be effective –

(i) On the effective date of the increase in the applicable established price if the Contracting Officer receives the Contractor’s written request within 10 days thereafter; or

(ii) If the written request is received later, on the date the Contracting Officer receives the request.

(3) The increased contract unit price shall not apply to quantities scheduled under the contract for delivery before the effective date of the increased contract unit price, unless failure to deliver before that date results from causes beyond the control and without the fault or negligence of the Contractor, within the meaning of the Default clause.

(4) No modification increasing a contract unit price shall be executed under this paragraph (c) until the Contracting Officer verifies the increase in the applicable established price.

(5) Within 30 days after receipt of the Contractor’s written request, the Contracting Officer may cancel, without liability to either party, any undelivered portion of the contract items affected by the requested increase.

(d) During the time allowed for the cancellation provided for in subparagraph (c)(5) of this clause, and thereafter if there is no cancellation, the Contractor shall continue deliveries according to the contract delivery schedule, and the Government shall pay for such deliveries at the contract unit price, increased to the extent provided by paragraph (c) of this clause.
