About this file

This document appears to be a pre-solicitation notice for the Engineering Services and Science Capability Augmentation (ESSCA) II contract at the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC).

The ESSCA II contract is a follow-on to the current ESSCA contract, which has a potential value of $1.9B over an 8-year period. The scope includes a broad spectrum of engineering and science disciplines to support flight and science missions, research and development activities, and technical oversight and insight tasks across MSFC and Stennis Space Center (SSC), and potentially other NASA centers. NASA is seeking capability statements from all interested parties, including small businesses and historically black colleges and universities/minority institutions, to determine the appropriate level of competition and/or small business subcontracting goals. The government is open to considering a set-aside for small, 8(a), women-owned, service-disabled veteran, economically disadvantaged women-owned, or HUBZone businesses based on the responses received. Interested parties should submit capability statements of no more than 10 pages by September 15, 2023, addressing areas of interest such as contract type, performance criteria, lessons learned, labor market challenges, and supporting underserved communities.

How does Engineering participate in Center Strategy?

We ensure Center Strategy leadership is aware of our capabilities and how they can be used to close exploration technology gaps

• Currently have approx. 150 MSFC Engineering capabilities identified, aligned with Business Units /

Pursuits

• Each time the architecture changes, a gap study is performed / updated to identify the technology gaps that need to be filled

• MSFC Engineering engages Center Strategy leadership to help close the resulting gaps, this becomes directed tasks from Programs/Projects, external partnership activities, or internal investment activities

• MSFC Engineering cross-cuts into all of the Business Units and we own the Industry Business Unit where the majority of the Center’s Space Act Agreements are captured

MSFC Engineering constantly communicates with Center Strategy leadership regarding:

• Investment Opportunities (internal/external)

• Conference/Outreach priority and messaging

• External partnership opportunities (via the Partnerships Formulation Office and our own Engineering

Business Development Team)
