Acquisition Approach (continued) This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation, and NFS 1815, Contracting by Negotiation, in accordance with FAR 12.102(b) A best value tradeoff process will be performed between the factors of Price and Past Performance. Key Elements of Contract: Section L (continued) NFS 1852.215-81, Proposal Page Limitations Factor I – Price Volume: unlimited Factor II – Past Performance Volume: 50 pages (Note: Past Performance Questionnaires, submitted separately and directly to the Government, do not count against this volume's page limitation) Volume III – Contract: unlimited Offerors shall ensure compliance with all instructions and restrictions delineated in this provision (e.g., font size, margin restrictions) and electronic Large File Transfer (LFT) proposal submission Access to the LFT only lasts for 168 hours (i.e., seven full days) after the user registers in the LFT system. Therefore, any requests more than 168 hours ahead of the proposal due date coupled with user registration, could result in the user being timed out long before the offeror is ready to submit the proposal.
See the following language which is included in the solicitation- All Offerors shall submit their request for an LFT invitation to the aforementioned emails, no later than 10 calendar days prior to the proposal due date.
The Government anticipates responding with an invitation to use LFT no later than 7 calendar days prior to the proposal due date.
