RFP Questions and Responses

5/17/2018

Item Subject Section Page # Question Response

1 Small Business

Utilization

L.18-3(b)(2) 118 L.18-3(b)(2) states: "The Contracting Officer’s assessment of appropriate subcontracting goals for this acquisition, expressed as a percent of TOTAL CONTRACT VALUE (basic and all options combined)..."

Questions:

(1) Please clarify whether the IDIQ portion should be included in the calculation of the Small Business Subcontracting Dollars and Percents.

(2) Additionally, please clarify whether the "Non-Proposed Costs" for Travel and ODCs should be included as well. (See also the following text at the bottom of page 119: "To complete Column A, divide the dollar amount in Column B by the total offered price of the proposal (that is, total contract value).")

The 5/10/2018 Item 27, Response to Questions, is hereby revised as follows:

(1) RFP Amendment 3 has been released on www.FBO.gov to clarify.

(2) Per FAR 19.701 "Definitions", "Total contract dollars" means the final anticipated dollar value, including the dollar value of all options.

Based on this definition, "total contract value" includes all costs, including IDIQ.

2 Past Performance

L.21(d) 128 Question:

L.21(a) lists ten (10) numbered data items that "must be answered in the following format and sequence" for each included past performance citation.

L.21(d) lists seven (7) numbered data items that must be included respecting each past performance questionnaire requested. Paragraph (d) also specifies that questionnaires must be requested for all past performance citations included in the volume—so the instruction would seem to require complete lists of items 1 through 10 under Paragraph (a) and items 1 through 7 under Paragraph (d).

The majority of items in the two lists (though not all) are redundant.

We request/recommend that the two lists of required data items be consolidated into one.

The 5/10/2018 Item 40, Response to Questions, is hereby revised as follows:

The RFP will remain as stated.

L.21(a), page 127, pertains to the Offerors past performance volume.

L.21(b)(d), page 128, pertains to the past performance questionnaire.

3 Small Business

Utilization Approach

M.3(c) 136 Section M.3(c) Subfactor C:

SMALL BUSINESS UTILIZATION addresses both:

(1) “The evaluation of Small Business Subcontracting and Commitment to the Small Business Program” and

(2) Small Business Subcontracting Plan.

Question:

Does the statement above, “Small Business Subcontracting” intend to mean “Small Business Subcontracting Goals”?

Refer to Provision M.3(c)(i)(A) for evaluation of proposed subcontracting goals.

4 Small Business

Utilization Approach

M.3(c) 136 Section M states that “The Small Business Subcontracting Plan will be evaluated in terms of the Offeror’s proposed subcontracting goals ….”, in the same subsection that appears to be rated 100 points. Does this mean that the Small Business Subcontracting Plan won’t actually be assigned any rating points at all?

Question:

How does the government intend to measure and score each of these two products:

(1) Small Business Utilization and

(2) Small Business Subcontracting Plan across a 100 point scale, when each would appear to occur in a separate Proposal Volume, according to Section L.16?

The evaluation criteria for the small business utilization subfactor is provided in Provision M.3(c).

J-01

J-03

Attachment

The response to the cited question states that Amendment 2 includes a clarification regarding the absence of Primavera from RFP Attachment J-03.

Amendment 2, Block 14, Item #9 cites a replacement page 3 in Attachment J-03. However, that replacement page is not included in the Amendment: the collated change pages jump from Attachment J-01 to Attachment J-06.

Question:

Please issue the cited replacement page or advise on the answer to the submitted question.

Attachment J-01 PWS, page 1, was revised under Amendment 2, item 8, to address systems and software.

Amendment #2, Item 9, correctly cites J-06 and the associated title, but then mistakenly cited J-03 instead of J-06 at the end of the sentence.

Amendment 3 has been released on www.FBO.gov to correct this error.

6 PWS J-01 1 Amendment 2 added the following language to PWS 1.0:

“Support personnel will be provided access to EGS IT systems and software (e.g., simulation and modeling, scheduling, risk management, EGS performance management, collaboration management, and requirements management tools) as the Government determines appropriate.”

Question:

Please confirm this listing includes the current Cobra Earned Value Management system referenced in the GSDO-PLN-1106, GSDO Program Earned Value Management System Implementation Plan

Offeror should refer to Amendment 2, items 8 and 9.
