This KLXS III Amendment 3:
1. Corrects 4/24/2018 Amendment 00001, Block E, on SF30 as follows:
Contractor is not, is required to sign this document and return 1 copies to the issuing office.
2. Corrects 5/10/2018 Amendment 00002, item 9, on SF30 as follows:
Incorporate a change to Attachment J-06 “Applicable Documents List”, as annotated by the change bar on attached J-03 J-06 replacement page 3.
3. Revises Provision L.18-3(b)(2) “Subfactor C: Small Business Utilization Instruction”, as annotated by the change bar on attached replacement page 118.
Prospective Offerors are cautioned to review this amendment carefully and in its entirety to discern all changes.
Where appropriate, replacement pages are attached to this amendment.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

(b) Small Business Subcontracting Goals
(1) This solicitation contains FAR clause 52.219-9, Small Business Subcontracting Plan, with Alternate II. The Offeror shall submit a plan that fulfills the requirements of this clause, and include the associated subcontracting percentage goals and subcontracting dollar amounts.
(2) The Contracting Officer’s assessment of appropriate subcontracting goals for this acquisition, expressed as a percent of TOTAL CONTRACT VALUE (basic and all options combined, excluding IDIQ), for first tier subcontractors, is as follows:

(3) The numbers above reflect the Contracting Officer’s assessment of the appropriate subcontracting goals to be achieved at the completion of contract performance. If the Offeror anticipates that it will fail to meet the proposed small business goals by the submission of the first Individual Subcontracting Reporting (ISR) for this effort as required by FAR 52.219-9, Small Business Subcontracting Plan, the Offeror shall discuss its approach to meeting these goals, the rationale for its approach, and a timeline for correction. The Government encourages Offerors to propose goals that are equivalent to or greater than those recommended by the Contracting Officer; however, each Offeror should perform an independent assessment of the small business subcontracting opportunities.
(4) The Plan submitted with the proposal shall be incorporated in Section J as Attachment J-10, Small Business Subcontracting Plan, in the resulting contract.
The requirements in the Plan must flow down to first tier large business subcontracts expected to exceed $700,000 or $1,500,000 for construction of a public facility. Although these large business subcontractors are encouraged to meet or exceed the stated goals, the Government recognizes that the subcontracting opportunities available to these subcontractors may differ from those suggested in the solicitation based upon the nature of their respective performance requirements.
(5) The Government will not reject a proposal solely because the submitted plan does not meet the NASA recommended goals expressed in paragraph (b)(2) above as a percent of TOTAL CONTRACT VALUE (basic and all options combined), for first tier subcontractors. The Government will consider the amount of work the Offeror retains for itself when determining whether to accept a subcontracting plan. The Offeror shall discuss the rationale for any goal proposed that is less
