Item Subject Section Page # Question Response
1 Bidders Library
Question:
Would the Government consider adding the following document to the bidders' library?
GSDO-PLN-1106, GSDO Program Earned Value Management System Implementation Plan
Yes, GSDO-PLN-1106 will be added to the bidders library.
2 Export Control
Documents
Question:
Clarify whether Export Control Documentation is included as any part of the final RFP requirement. And, if such documentation should be addressed by the offerors, please direct where it can be found.
The Draft RFP Synopsis stated:
"Access to reference and compliance documents containing Export Control content will only be granted through Federal Business Opportunities (FBO) www.FBO.gov requests."
Export Control Documents are not part of the RFP.
3 Special Cost
Requirements
B.8(a)(2) 7 Questions:
(1) Please confirm that Offerors may add a column to Table B.8-1 to reflect additional indirect billing rates (e.g., Material & Subcontract Handling (M&S)).
(2) If Offerors are allowed to add columns to Table B.8-1 on Page 6, please confirm that Offerors should also add rows to the table on the top of Page 7 to describe the basis of application for the additional indirect billing rates (e.g., M&S).
RFP Amendment 2 has been released on www.FBO.gov to clarify.
4 Indirect Billing Rates
B.8(a)(2) 6, 7 The indirect Billing Rates are to be completed (one table for Prime and one table for each Cost Reimbursement Subcontractor). Please note that indirect rates are proprietary to the subcontractor.
The Prime will not be able to complete this section for the Sub.
Question:
Will the government revise to include the Primes indirect rate information only?
RFP Amendment 1 has been released on www.FBO.gov to clarify.

5 Organizational Conflict of Interest
H.2
L.22
32, 33, As set forth in Federal Acquisition Regulation (FAR) Part 9.5 and in the NASA FAR Supplement (NFS) at 1809.5, it is understood that the primary OCI concerns between KLXS III and TOSC, and restrictions on contracting listed in L.22, as well as H.2, are as follows:
(1) Biased Ground Rules. KLXS III will be in a position to develop cost estimates and requirements for EGS. The primary concern is that the firm could skew future EGS requirements the contractor is responsible for implementing on an existing contract or for a future competition. The restriction related to biased ground rules should only apply to contracts active at the time KLXS III is awarded, or for future contracts. For example, if a TOSC subcontractor’s performance is physically complete before KLXS III is awarded, and will not participate on any follow on, then the TOSC subcontractor should not be ineligible for a KLXS III prime or subcontract award on the basis of biased ground rules OCI;
(2) Impaired Objectivity. The concern here is the contractor’s judgement may be impaired due to the fact that the substance of the contractor’s performance has the potential to affect other interest of the contractor. In the case of KLXS III, a conflict would be created if the KLXS III contractor were required to use subjective judgement to review or analyze its work performed under a separate contract. The restriction related to impaired objectivity
The RFP will remain as stated.
should only apply to contracts that include the delivery of products or services that will be reviewed or analyzed by the KLXS III contractor. For example, if a TOSC subcontractor’s performance did not include the delivery of services or products to be reviewed by the KLXS III contractor, then the TOSC subcontractor should not be ineligible for a KLXS III prime or subcontract award on the basis of impaired objectivity OCI. The concern with how Section L.22 is currently written is that potential offerors may interpret the restrictions as applying to all TOSC subcontractors, regardless of timing or type of services performed under TOSC.
Question:
Therefore, it is requested L.22 be revised to clarify TOSC subcontractors are eligible for a KLXS III prime or subcontract award if the offeror demonstrates within its KLXS III proposal that there is no conflict between its future potential role under KLXS III and its role under TOSC. The response to this question may impact teaming decisions; therefore, the government’s prompt response is greatly appreciated.
6 52.244-2 Subcontracts
I.1 51 Question:
For the TBD fill-in in paragraph (j), please clarify whether or not Offerors should enter the names of proposed subcontractors.

Item Subject Section Page # Question Response
12 Phase-In L.12(b)(3) 105 Section L.12, "Contract Phase-in" requires the successful contractor to "(3) Implement a work control system capable of tracking new and existing work. The work control system shall establish interface(s) with the offeror’s financial and time card systems to transmit hours and cost by the end of the phase-in period." There is no other instance of the term "work control system" anywhere else in the RFP.
Question:
Will the Government please elaborate on the requirements for this system—e.g., what/whose work must be controlled, required interfaces to any existing LX systems; reporting or other capabilities?
RFP Amendment 2 has been released on www.FBO.gov to clarify.
13 Phase-In L.12(b)(3) 105 Question:
Is the KLXS contractor required to interface their financial and time card systems with any existing Government system(s); and if so, which one(s)?
RFP Amendment 2 has been released on www.FBO.gov to clarify.
14 Submission Address
L.13(a)
A SF33
The address listed in item #8 on the SF33 is different from the delivery instructions contained in L.13 (page 105).
Question:
Will the government please clarify the correct information for addressing the offer and for proposal submittal/delivery?
RFP Amendment 2 has been released on www.FBO.gov to clarify.
15 Small Business
Utilization
L.16(a) 107 "Small Business Utilization" is listed under volume I.
Question:
Please confirm this should be in Volume I, vice Volume II?
Offerors shall refer to L.18-3, first paragraph, which states how this information should be provided.
16 Small Business
Utilization
L.16(a) 107 "Small Business Utilization" is listed under volume I.
Question:
Does this count towards the 35 page limit?
Yes
17 Small Business
Utilization
L.16(a) 107 "Small Business Subcontracting Plan" has a page Limit of 10 pages.
Questions:
Since FAR 52.219-9 is required to be followed, will the Government raise the page limit to 20 pages.
The RFP will remain as stated.
5/10/2018
Item Subject Section Page # Question Response
18 Small Business
Utilization
L.16(a)
L.18-3(b)
We would like clarification on the following as some of the language in Section L could be considered conflicting:
L.18-3 Subfactor C's title on page 117 includes "Volume II" when some of the information contained in this section is requested in Volume I.
Questions:
(1) Is it the governments intention to have the requirements of L.18-3(a) (and all sub elements) to be included in Volume I, and the requirements of L.18-3(b) (and all sub elements) to be included in Volume II?
(2) If offerors are instructed to provide all of the information required by L.18-3(b) in the Volume II Small Business Subcontracting Plan, are Offerors permitted to refer to that information between volumes (Volume I and II), e.g. Exhibit L.18-3-1 Small Business Subcontracting Plan Goals, rather than repeating it?
Offerors shall refer to L.18-3, first paragraph, which states how this information should be provided.
19 Page Limitations
L.16(a)
L.21
Question:
Would the government consider allowing offerors an additional five pages in the Past Performance volume?
The RFP will remain as stated.
20 Font L.16(b)(1) 108 Currently, the RFP requires "using not smaller than 12 point type in Times New Roman font for all text including illustrations, captions, figures, tables, graphs, and graphics.” It is our experience that a proposal submittal that requires the use of 12 point type for graphics and tables is unusual, because it severely limits the effectiveness and usefulness of those graphics and tables.
Question:
Will the Government consider changing the font restriction for all graphics, illustrations, and tables to no smaller than 10 point font?
5/10/2018
Item Subject Section Page # Question Response
21 Cost Volume - Submission of
Pricing Templates
L.16(b)(4) 109 The RFP states: "To enable the Government to successfully view the proposals electronically, the Offeror shall submit proposals in Microsoft (MS) Office (MS Word or Excel) format and also in Adobe Portable Document File (PDF) format. Electronic PDF and MS Word files shall be exact duplicates of the paper copies. For files submitted in both PDF and MS Excel format, the PDF file shall duplicate the paper copy while the MS Excel file shall have identical content."
Questions:
(1) Please clarify the requirement for converting Excel files to PDF. Is this applicable to the Pricing Templates or just supporting documentation? Given the loss of functionality experienced when converting Excel to PDF, we recommend removing the requirement to submit the Cost Templates in a PDF version.
(2) Since there is no requirement for submission of a paper copy of the Cost Templates (per the table in L.16(a)), please clarify the language accordingly.
(1) Offeror's shall comply with the instructions provided in L.16(b)(4)
(2) As stated in L.16(a), there is no requirement for submission of a paper copy of the Cost Templates.
However, Offerors shall submit hardcopies of the Cost Narrative.
RFP Amendment 2 has been released on www.FBO.gov to clarify.
22 Program Management
L.18-1 (1)(i)
M.3 (a)(1)
L.18-1, (1) (i) states: The Offeror shall describe its management approach to integrating, prioritizing, managing, implementing, and tracking performance of contract requirements.
M.3, (a), (1) states: The Offeror’s proposed management approach, strategies, policies, procedures and implementation of contract requirements will be evaluated for reasonableness, effectiveness, and the ability to satisfy the requirements of the contract.
Question:
Request the Government provide clarification because the Section L requirements and the Section M evaluation factors are different.

23 Total Compensation
Plan
L.18-1 (4)
L.19(c)
L.18-1 (4) states: "(4) Total Compensation Plan A Total Compensation Plan shall be submitted as part of Volume III, Plans and Other Data. The Offeror shall provide a Total Compensation Plan for the prime and each subcontractor in accordance with L.9(d)."
Section L.19(c) states: "(c) Total Compensation Plan.
The Offeror shall provide a total compensation plan for the prime and major subcontractor(s).
Reference Section L.18-1(4)."
Question:
Please clarify if a TCP is required from every subcontractor that is "expected to exceed the $750K threshold' for total contract value, or only from major subcontractors that exceed the $25M threshold.
RFP Amendment 1 has been released on www.FBO.gov to clarify.
24 Letters of Commitment
L.18-1(2)(ii)(B) 113 The RFP makes reference to L.16(g), but there is no section L.16(g).
Question:
Please clarify.
RFP Amendment 2 has been released on www.FBO.gov to clarify.
25 Small Business
Utilization
L.18-3 117, 118 Question:
Please confirm both (a) Commitment to the Small Business Program and (b) small business subcontracting goals belong in Volume II?
Offerors shall refer to L.18-3, first paragraph, which states how this information should be provided.
26 Small Business
Utilization
L.18-3 117 "Small Business Utilization Instructions" is listed under volume II.
Question:
Please confirm this should be in Volume I, vice Volume II (per the table in section L.16)?
Offerors shall refer to L.18-3, first paragraph, which states how this information should be provided.
27 Small Business
Utilization
L.18-3(b)(2) 118 L.18-3(b)(2) states: "The Contracting Officer’s assessment of appropriate subcontracting goals for this acquisition, expressed as a percent of TOTAL CONTRACT VALUE (basic and all options combined)..."
Questions:
(1) Please clarify whether the IDIQ portion should be included in the calculation of the Small Business Subcontracting Dollars and Percents.
(2) Additionally, please clarify whether the "Non-Proposed Costs" for Travel and ODCs should be included as well. (See also the following text at the bottom of page 119: "To complete Column A, divide the dollar amount in Column B by the total offered price of the proposal (that is, total contract value).")
Per FAR 19.701 "Definitions", "Total contract dollars" means the final anticipated dollar value, including the dollar value of all options. Based on this definition, "total contract value" includes all costs, including IDIQ.

5. Option 4 - Contract Year 7 (Oct 2025 - Sept 2026)
6. Option 5 - Contract Year 8 (Oct 2026 - Sept 2027)
It is the Offeror's responsibility to determine how best to describe its proposed approach to address the solicitation requirements.
29 Small Business Utilization
L.18-3(b)(3) 118 Question:
Clarify the government's perspective on permitting contractors to cite in their proposals their possession of an SBA-certified Master Subcontracting Plan that complies with all FAR clause requirements (FAR 19.704(b), 52.219-9 with Alternate II requirements), as opposed to presenting a full Small Business Subcontracting Plan with the Proposal.
Offerors are required to comply with the instructions in L.18-3. It is the Offeror's responsibility to determine how best to describe its Small Business Utilization approach and plan to address the solicitation requirements.
30 Small Business Utilization
L.18-3(b)(6)
B.4
Page 119 states that “divide the dollar amount in Column B by the total offered price of the proposal (that is, total contract value).” The total offered price of the proposal (per B.4) includes Base-period and all Options for Core (CLIN 0001) and IDIQ (CLIN 0002) based on the Government provided BEQ.
Question:
Please confirm that the Small Business Goals include the Core and IDIQ in the total offer price.
Offeror's should refer to Provision L.18-3(b), and propose the goals based on TOTAL CONTRACT VALUE.
31 Key Personnel
L.19(a)
L-03
Attachment
Question:
Is it acceptable for offerors to present the required resume details in a table format as long as all the required information is included as identified in Attachment L-03 Key Personnel Resume Format?

34 Uncompensated Overtime
L.20(16) 125 The RFP states: "The Offeror shall include with the proposal a copy of its policy addressing uncompensated overtime, including a description of the timekeeping and accounting systems used to record all hours worked by FLSA-exempt employees and the historical basis for the uncompensated overtime hours proposed."
Question:
If we are not proposing to use Uncompensated Overtime, is submission of the uncompensated overtime policy required?
Offerors should refer to L.20(16) and provide as applicable.
35 Task Order Pricing Rates
L.20(5)
J-09
123, 124
Attachment
Per the instructions for Attachment J-09 in Section L.20 (5) - "The IDIQ rates will be listed separately for prime and each subcontractor within the attachment and shall be consistent with Attachment L-04b, “Gov’t Provided IDIQ Level of Effort (LOE) Hrs & Cost” tab." The fully burdened Straight-time and Overtime rates calculated on the "Gov't Provided IDIQ Level of Effort (LOE) Hrs & Cost" tab do not include Min/Max ranges, and do not include Offsite rates, both of which are required to complete Attachment J-09.
Question:
Where should contractors show the development of the data required to complete Attachment J-09?
L-04b "Basic Cost Template ", worksheet tab: "Govt Provided IDIQ LOE Hrs&Cost ", columns M and P, are the Offeror's Straight Time and Overtime burdened rates for use in Attachment J-09, Task Order Pricing Rates .
36 Cost Proposal Pricing
Instructions
L.20(5)
L.20(11)
Section L.20(11) on Page 124 states:
"Provide a description of the fee rate proposed for the core CPFF effort (CLIN 0001) and also the fee rate proposed for the IDIQ CPFF task orders (CLIN 0002)." This statement implies that Offerors can propose separate fees for the IDIQ and the CORE efforts.
However, Section L.20(5) on page 123 indicates that the fully burdened labor rates inclusive of fee for the IDIQ effort "shall be identical to those identified and used in the core contract."
Question:
Please clarify whether or not Offerors are permitted to propose separate fee rates for the Core and IDIQ portions.
L.20(5) states, "IDIQ fully burdened rates...shall be identical to those identified and used in the core contract."
37 DCAA \
DCMA Audits
L.20(8) 126 Section L.20(8) (Model Contract) on Page 126 states: "Provide DCAA/DCMA audits, agreements and date completed for Disclosure statement(s)".
Question:
Please clarify the requirement. Are Offerors required to provide copies of ALL DCAA/DCMA audits and agreements (e.g., CPSR, property audit), or just audits and agreements related to the Disclosure Statement?

5/10/2018
Item Subject Section Page # Question Response
38 Past Performance Instructions
L.21
Second Paragraph
127 Question:
Please clarify the government's position is to limit Past Performance Volume contract histories "that are currently in progress or have been completed within the last three (3) years."
Yes, the RFP will remain as stated.
39 Past Performance
L.21(a) 127 The instructions require administrative information on all subcontractors (e.g., CAGE, DUNS, DCAA/DCMA points of contact). This administrative information does not qualitatively add value to past performance in a volume with limited page count.
Question:
Will the government allow that information to be provided in the Cost Volume, Transmittal Letter, or alternatively exclude that information from the page count for Past Performance so we can use the limited pages for value-added past performance size, relevancy, complexity, and performance?
No. The information shall be submitted in accordance with Provision L.21.
40 Past Performance
L.21(a)
L.21(d)
L.21(a) lists ten (10) numbered data items that "must be answered in the following format and sequence" for each included past performance citation.
L.21(d) lists seven (7) numbered data items that must be included respecting each past performance questionnaire requested.
Paragraph (d) also specifies that questionnaires must be requested for all past performance citations included in the volume—so the instruction would seem to require complete lists of items 1 through 10 under Paragraph (a) and items 1 through 7 under Paragraph (d).
The majority of items in the two lists (though not all) are redundant.
Question:
We request/recommend that the two lists of required data items be consolidated into one.
The RFP will remain as stated.
L.21(a), page 127, pertains to the Offerors past performance volume.
L.21(b), page 128, pertains to the past performance questionnaire.
41 Past Performance
Questionnaire
L.21(d)
L-02
Attachment
The Past Performance Questionnaire (PPQ) emphasis on experience in "ground systems", particularly for performance of financial analyses and providing programmatic products, seems overly restrictive.
Question:
Since the skillsets are transferable, will the Government consider revising the assessment of relevant experience in those areas to major government programs/projects versus limiting to ground systems?
5/10/2018
Item Subject Section Page # Question Response
42 Small Business
Utilization
M.3(c)(i)(A) 136 Section M reads "The Offeror's Small Business Subcontracting Plan will also be evaluated in terms of meeting the requirements of FAR 19.704". However, Section L reads that the offeror shall submit a plan that fulfills the requirements of FAR clause 52.219-9.
Question:
Will the Government use the same FAR clause in both L and M to be consistent?
The RFP will remain as stated.
43 Cost Factor M.4 137 Section M.4 states: "For purposes of source selection, the total proposed cost and evaluated cost will be considered." The term "cost" typically excludes fee or profit.
Question:
Does the government intend to evaluate the proposed fee / profit?
Yes, Offerors should refer to M.4, Cost Factor for the evaluation criteria.
44 PWS J-01
Section 2.1
Attachment J-01 pages 6, 7
Questions:
(1) Is there a Government-provided system currently being utilized to collect the costs of all relevant contracts, in order to provide the analyses and management services discussed in PWS 2.1 "Program Control and Business Management "?
(2) If so, can the Government provide the name and/or a detailed description of that system?
(1) No
(2) Not applicable 45 Government
Furnished Services
J-03 Attachment Documents in the bidders' library show that the current planning and scheduling application is Primavera. Primavera is not listed in attachment J-03.
Questions:
(1) Will this application be continued under KLXS III and provided by the Government (or another contractor) for the KLXS III contractor's use?
(2) Will use of this tool entail any licensing fees for the KLXS III contractor?
RFP Amendment 2 has been released on www.FBO.gov to clarify.
46 Government Furnished Services
J-03 Attachment Attachment J-03 appears to indicate the KLXS III contractor will be provided with a Maximo instance via the KIAC contract.
Question:
Is Maximo currently in use on KLXS II and/or is it the Government's intention that it be implemented on KLXS III?
Yes, the RFP will remain as stated.

Attachment
Attachment
Attachment J-07, Labor Class and Qual Crosswalk, appears to include a replica of Attachment L-01, Key Position Min Qualifications, in its entirety.
Question:
Does the Government wish the offeror to provide identical information in both locations?
Offerors shall refer to L.18-1(2)(A), L.18-2(1)(ii), L.19(e), and L.19(f) which provide instructions as to how this information should be provided.

48 Task Order Pricing Rates
J-09
B.8(a)(3)
Attachment
The RFP request Attachment J-09, Task Order Pricing Rates, be completed and attached to the proposal for the prime contractor and "associated subcontractors".
Question: Does "associated subcontractors" mean "major subcontractors" or all subcontractors?
Reference examples provided in attachment J-09, Task Order Pricing Rates, notice column E includes both "minor" and "major" subcontractors.
49 Past Performance
Questionnaire
L-02 Attachment Question #8 on the Past Performance Questionnaire (PPQ) states:
"8. Description of how the respective contract is similar in size, content, and complexity to the KLXS III requirements. It is not sufficient to state it is comparable in magnitude and scope.
Rationale must be provided to demonstrate how it is comparable."
Contracts cited by offerors may be supporting other NASA organizations or organizations outside of NASA. It is unlikely that any contractual or technical POC for contracts cited (other than the incumbent KLXS II contract) will have the required intimacy with KLXS III requirements to provide a detailed effort to this question as the questionnaire requires.
Question:
Please clarify how this information will be used in the evaluation of offerors' past performance.
Past Performance will be evaluated in accordance with RFP Section M.5, Past Performance Factor.
