About this file
This is Amendment 2 to NASA's Mission Technical Integration Contract (MTIC) RFP 80JSC025R7002, which replaces the original RFP issued on January 30, 2025. The amendment updates several sections including changes to labor categories, conference facilities requirements, and various technical specifications. Key changes include removing overtime labor categories for Analyst I and Support Specialist, adding a new overtime rate table, updating the Contract Management Plan scope, modifying parking requirements for conference facilities from 75% to 50% capacity, and various updates to proposal submission requirements. The amendment also includes detailed requirements for supporting NASA's International Space Station Program, Gateway Program, Orion Program, EVA and Human Surface Mobility Program, Commercial LEO Development Program, Commercial Crew Program, and other exploration initiatives through technical integration, configuration management, information technology, systems engineering, mission planning, operations, safety and mission assurance, and research activities. The full proposal is due March 4, 2025 at 1:00 PM CT, with Past Performance requested 2 weeks early. Questions are due by February 10, 2025. A pre-proposal conference will be held via Microsoft Teams on February 7, 2025.
The contract includes a 45-day phase-in period starting August 17, 2025, a 2-year base period from October 1, 2025 through September 30, 2027, four 1-year options, and a 6-month option to extend services. The contract type is Cost-Plus-Award-Fee (CPAF) & Cost-Plus-Incentive-Fee (CPIF) with Core and IDIQ requirements, and includes options to convert between CPAF and Cost-Plus-Fixed-Fee (CPFF). The phase-in period is Firm-Fixed-Price. The contract supports multiple NASA programs with work performed primarily at Johnson Space Center and contractor facilities, with some requirements at Kennedy Space Center, Marshall Space Flight Center, Moscow Mission Control, and other locations.

B.5 NFS 1852.232-81 CONTRACT FUNDING (JUN 1990)
For purposes of payment of cost and fee, in accordance with the Limitation of Funds clause, the total amount allotted by the Government to this contract is $[TBD]. This allotment is for Mission Technical Integration and covers the following estimated period of performance: October 1, 2025, through [TBD].
(b) An additional amount of $[TBD] is obligated under this contract for payment of the Firm-Fixed Price phase-in.
B.6 FULLY BURDENED RATE TABLE
This clause sets forth the rates to be utilized in the subsequent negotiation of IDIQ task orders in accordance with I.15, Task Ordering Procedure (NFS 1852.216-80).
Rates used for pricing of IDIQ task orders shall not exceed the negotiated labor, indirect, and fee/profit rates established in the Fully Burdened Rate Table shown below. The labor rates are fully burdened composite team rates (prime and subcontractors) including wages, fringe, overhead, and General and Administrative (G&A), but exclude fee. The Not-to Exceed (NTE) fee rate is the maximum rate which may be proposed or negotiated for individual Task Orders during contract performance.
The parties agree that the fully burdened labor rates established below shall not be subject to any equitable adjustment (upwards or downwards), regardless of actual rates incurred during contract performance.

The Mission Technical Integration Contract (MTIC) supports the National Aeronautics and Space Administration (NASA) International Space Station Program (ISSP), Orion Program, the Gateway Program, and future Exploration and Commercial efforts by providing products and services to support mission and program technical integration activities and necessary infrastructure functions.
Tasks support the following:
• Program Management and Administration
• Business Management and Administration
• Configuration Management
• Information Technology
• Systems Engineering and Integration
• Mission Planning and Integration
• Operations
• Safety and Mission Assurance
• Program Research and Communication/Strategic Collaboration
The following Statement of Work (SOW) defines tasks to be performed by the contractor. The contractor shall be responsible for the overall successful performance of the contract and provide all necessary resources to meet contract requirements. The contractor shall be responsible for all training and certifications required to accomplish contract requirements. All work completed under this contract shall comply with contract requirements. The contractor shall not perform any Inherently Government Functions as defined by Federal Acquisition Regulations [FAR]) Subpart 7.5, Inherently Governmental Functions.

SOW Sections 1.0 through 10.0 are "core" tasks required on a day-to-day basis, generally throughout the contract Period of Performance (PoP) to support the NASA Programs.
o SOW 1.0, Management Integration and Control, requirements are applicable to all products and services provided under this contract.
o SOW 2.0 - SOW 10.0 requirements are applicable to a specific NASA Program and shall be implemented as such.
Contract changes to the core work baseline (SOW 1.0 through 10.0) lasting the entire PoP will be implemented via the Changes Clause (FAR 52.243-2, Changes - Cost Reimbursement) Discrete tasks will be implemented as Indefinite Delivery/Indefinite Quantity (IDIQ) Task Orders (TOs). TOs will be authorized per clauses JSC 52.216-90, IDIQ Minimum and Maximum Ordering Limits and NASA FAR Supplement (NFS) 1852.216-80, Task Ordering Procedure.
All contract modifications and IDIQ TOs require Contracting Officer (CO) authorization.
C-7
II. SCOPE OF WORK (SOW)
