The Offeror is responsible for a complete and mathematically accurate proposal submittal. If needed, Offeror is able to add rows, columns, and adjust the excel formula in this excel workbook to be consistent with their accounting and disclosure practices. To assist the Offeror in completing the Attachment L-6A MTIC Cost Price Template, the Government has provided general instructions and then specific template preparation instructions for each applicable spreadsheet tab listed in the Table of Contents to the right. To further assist the Offerors in understanding the excel formulas used (or drop-down list) in each spreadsheet tabs there may be a Red Triangle in the top right corner of column titles that indicates a Government provided note is in the cell. The Offeror will need to fill-in the Offeror's name in the green highlighted cell (=C2) above for it to populate in the spreadsheet "Labor Cost Details" tab (Cell C9).

This spreadsheet tab provides an outline structure by Statement of Work (SOW) requirements. The table on the "SOW Requirements Structure" tab is for informational purposes to visually illustrate how the SOW's are summarizing the contract requirements that are a roll up of the applicable SOW requirements sections. The Offeror shall refer to the MTIC Statement of Work for the specific details of each of the SOW requirements.

The "SOW Requirements Sections" column header is highlighted blue in each of the detailed data spreadsheet tabs "Labor Cost Details", "SubK Cost Details", and "Non-Labor Resources" that will have a drop down list of SOW sections. This will allow the Offerors to select the applicable SOW sections that applies to Prime Contractor and Subcontract labor and non-labor resource.

This spreadsheet tabs summarize the total evaluated cost and price data into three (3) tables "CLIN Summary", "SOW Summary", and "Elements of Cost Summary (Segregation by Core Contract and IDIQ)" for the performance period by Government Fiscal Year (GFY) for the MTIC core contract with IDIQs. No Offeror input is required for this worksheet tab unless excel formulas are change to reflect the Offeror's accounting/estimating processes and/or disclosure statement. The tables are to visually represent the total evaluated price in three different ways. The CLIN Summary table breaks down the Phase-In, MTIC Core Contract, and IDIQs to equal the total evaluated price by GFY. The SOW Summary table breaks down each of the SOW and the applicable SOW requirements by GFY. Then, the Cost Element Summary table breaks down the MTIC core contract and IDIQs total evaluated price by each Element of Cost to include Direct Labor Hours, Labor Dollars, Subcontractors, Non-Labor Resources, Indirect Cost, Fee, and IDIQ's. The Government anticipates a phase-in period not exceeding 45 days prior to contract start to ensure full contract performance on the contract start date, including the deliverables required at contract start. The phase-in cost, if any, will be executed under a separate firm-fixed price purchase order. The pricing supporting details of the Phase-In plan shall be submitted as part of RFP, L.21 Cost Price and include the basis of estimate for each proposed pricing elements (e.g. Direct Labor Hours, Labor Dollars, Non-Labor Resources, Indirect, and profit/fee) in the price narrative. 5.Statement of Work Summary Sheets
This spreadsheet tabs SOW 1.0, SOW 2.0, SOW 3.0, SOW 4.0, SOW 5.0, SOW 6.0, SOW 7.0, SOW 8.0, SOW 9.0, SOW 10.0 are Statement of Work summaries used to develop the total cost that is included within the MTIC core contract (GFY 2026 - 2031). This summary tab should be auto filled (using excel formulas) pulling information from each of the supporting cost element tabs which calculates each element of cost to be included in the total evaluated price. This tab contains formulas that are linked to each of the elements of cost supporting detailed data for the convenience of each Offeror completing the MTIC Cost Price Template. However, the offeror has the ability to change and input their own indirect (e.g. Fringe, OH, G&A etc.) and fee cost formulas to reflect the offeror accounting and disclosed practices for the spreadsheet to calculate the price.

The following is an outline of supporting spreadsheet tabs of the core contract:

(1) Proposed Labor Hours and Cost supporting spreadsheet tabs: "Proposed Prime Labor Rates", and "Labor Cost Details",

(2) Subcontractor Cost supporting spreadsheet tabs: "SubK Cost Details"

(3) Non-Labor Resource Cost supporting spreadsheet tabs: "Non-Labor Resources"

(4) Indirect Cost (e.g. Fringe, OH, G&A etc.) supporting spreadsheet tabs: "Indirect Rates and Factors", "Fringe Rate Build-up", "Overhead Rate Build-up", "G&A Build-up", and "Additional Rate Build-up".

If applicable: The Offeror has the ability to add "Additional Indirect Rates (1-4)" in the green highlighted areas and make any adjustments to the excel formulas to capture the new added indirect rates to comply with their accounting and disclosure practices. If "Additional Rates 1 thru 4" are added to this spreadsheet tab, then the same indirect rates shall be reflected in the tab "Indirect Rates Summary Table" and "Additional Rate Build-up" with explanations for any adjustments included in the Offeror's cost narrative.

In general, indirect cost accounts for this contract fall into the broad categories: Fringe, Overhead, and G&A listed in "Indirect Rates and Factors". However, if needed to be consistent with their accounting system and disclosed practices the indirect structure could be tailored to the Offeror's company and how it operates. The Offeror will have the ability to adjust the indirect cost structure and calculation in the spreadsheet tabs "Indirect Rates and Factors" for their company's proposal. Nonetheless, in the absence of a Forward Pricing Rate Agreement (FPRA) or Forward Pricing Rate Recommendation (FPRR), the Prime Contractor and each known Major Subcontractor shall create and populate the applicable indirect rate build-up spreadsheet tab "Additional Rate Build-up" for each new indirect rates added to the contract and then provide the details and basis of estimate for the new indirect rate in the Offeror's cost narrative submittal.

The Offeror should adjust the G&A calculation excel formula in the worksheets to reflect its accounting and disclosed practices allocation base (e.g. value added or single cost element).

6.IDIQ Proposed FBLRIDIQ (FBLR Pricing)
This spreadsheet tab is used to develop the total CPAF/CPIF IDIQ for price that is included with the MTIC contract. The spreadsheet tabs contains a table that the Offeror is to summarize the SOW for each Government Fiscal Year to create the proposed IDIQ price. The Offerors shall fill in all applicable green highlighted cells in Tab "IDIQ Proposed FBLR" for each of the standard labor classifications fully burdened labor rates (FBLR) and the Non-Labor Resources percentage of indirects applied to non-labor cost, Maximum Award Fee percentage, and Target Incentive Fee percentage for the formulas in spreadsheets tabs "IDIQ (Pricing)" to calculates the price to be included in the total evaluated price in tab "SOW Summary". If needed, the Offeror is able to add rows, columns, and adjust the excel formulas.

Within this tab, the proposed IDIQ Fully Burdened Labor Rate (FBLR) listed standard labor classification will be multiplied by the Government-provided Government Resource Estimate (GRE) that represents one (1) hour to create the labor dollars (based on GREs) to the Government.

Within this tab, the proposed IDIQ Non-Labor Resources applied indirect percentage will be required for the excel formula to be multiplied by the Government Resource Estimate (GRE) to create the Non-Labor Indirect dollars (based on GRE) to the Government in tab "IDIQ (FBLR Pricing".

Within this tab, the proposed IDIQ Fee percentages (Maximum Award Fee Rate and Target Incentive Fee) will be required for the excel formula to be multiplied by the subtotal to create the fee dollars to the Government in tab "IDIQ (FBLR Pricing".

NOTES (RFP, L.21):

Offerors are required to develop IDIQ FBLR for each SLC, per contract year, and then apply those rates to the respective Government Resource Estimate (GRE) one (1) hours provided in Attachment L-6A Cost Price Template, “IDIQ Proposed Rates” tab. IDIQ (GRE) hours values as used in this provision, are for evaluation purposes only and do not represent a limit or guarantee of future work nor do they represent an obligation, commitment, or amount to be ordered by the Government. Because of the uncertainties involved, Offerors should reference Model contract section B.3 for stated minimum or maximum quantities for IDIQ.

The IDIQ FBLR per SLC used in the development of the Offeror’s Cost/Price Proposal shall match exactly with the IDIQ FBLR per SLC proposed in Section B of the Model Contract.

All Offeror cost type contract proposed FBLR shall be consistent with the MTIC CPAF/CPIF core contract L-6A Cost Price Template throughout the total evaluated cost/price (i.e., Core Contract and IDIQ CPAF/CPIF).

The proposed unburdened base direct labor rates developed in the MTIC CPAF/CPIF core contract "Proposed Labor Rates" tab shall be consistent throughout the total evaluated cost/price to include Core Contract, and IDIQ.

7.Blended Labor Rate
The Offeror is notified that this "Blended Labor Rate" tab is not linked or connected with any other spreadsheet tabs in this L-5 Template and only to complete if the offeror is proposing Blending of Prime and all subcontractors Unburdened Base Labor rates, for all Labor Classifications. However, if proposing blending of labor rates, then the Prime offeror and Major subcontractors shall be required to completed this tab and provide the Government the details and mathematical calculations in the "Blended Labor Rates" tab. In addition, the offeror shall provide a separate worksheet tab in this L-5 Template documenting its calculations as well as provide its associated narrative details in the offeror's Cost Narrative submittal. If proposing Blended Unburdened Base Labor rates then this information will be utilized by the Government in its Cost Realism analysis.

Note: A "Blended" labor rate, as referenced herein, describes the potential of co-mingling the Prime offeror and subcontractor team member(s) labor rates based on workload allocation and or concurrent participation in a common SOW. If blended base labor rates are not utilized in the offerors proposal, then the prime base labor rates would be used as the offerors proposed base labor rates.

Within this tab, offeror will need to populate the proposed labor escalation in the green highlighted cells (=M5:U5) for GFY 2024 through GFY 2029.

Within this tab, offeror will need to populate each Standard Labor Classification (SLC) detail data (see list below) for all applicable green highlighted cells (=E10:BF40) and calculations for each GFY.

If needed, the offeror is able to add rows and add excel formulas to be consistent with their accounting and disclosure practices.

8.Proposed Prime Labor Rates
This spreadsheet tab "Proposed Prime Labor Rates" shall be completed by both the Prime Offeror and Major Subcontractor(s) (REQUIRED). The Offerors shall fill in all applicable green highlighted cells and calculations for each of the standard labor classifications unburdened direct labor rates through fully burdened labor rates development that are escalated each contract year. Inputs are specific to the Prime Offeror (and Major Subcontractors, if applicable) only and its unburdened direct labor rates through the fully burdened labor rates development without regard to any "Blended" rate(s) the Prime Offeror might have used in the "Blended Labor Rates" spreadsheet tab. This tab is intended to identify the Offeror's proposed unburdened base labor rate and all the applied indirect rates (e.g. Fringe, OH, G&A etc.) that will be calculated to create the escalated FBLR for each standard labor classification that is proposed for each year of the MTIC core contract (GFY 2026-2031). The unburdened direct labor rate and FBLR that are populated in this tab will support the labor cost calculation in the spreadsheet tab "Labor Cost Detail". The offeror shall provide the narrative details of the prime labor rates in the offerors Cost Narrative submittal to allow the Government to perform an adequate evaluation

Within this tab, Offeror will need to populate the proposed labor escalation in the green highlighted cells for GFY 2026 through GFY 2031.

Within this tab, offeror will need to populate each Offeror's Labor Classification for all applicable green highlighted cells (=D10:D40)

- Offeror's Labor Classification (Titles Needed for Linked Tabs)

Within this tab, offeror will need to populate each Standard Labor Classification (SLC) detail data (see list below) for all applicable green highlighted cells (=E10:CZ40) and provided offerors calculations for each GFY. Basic formulas are provided for convenance, however, the offeror has the ability to change and input their own cost formulas to reflect the offeror accounting and disclosed practices for the spreadsheet to calculate the IDIQ price list.

Note: Proposed Unburdened Base Labor Rate developed in the MTIC CPAF/CPFF core contract "Proposed Prime Labor Rates" tab shall be consistent throughout the total evaluated cost/price to include Core Contract, and IDIQ.

Note: All cost type contract Fully Burdened Labor Rates shall be consistent with the MTIC CPAF/CPFF core contract throughout the total evaluated cost/price (i.e. Core Contract, and IDIQ).

9.Labor Cost Details
This spreadsheet tab "Labor Cost Details" is required from the Prime Offeror and Major Subcontractors (If applicable). The Offerors shall fill in all applicable green highlighted cells in the table for the excel formulas to calculate the total proposed direct labor cost. This tab calculates the labor cost by pulling the labor rates from the "Proposed Labor Rate" and multiplying them by the proposed hours (green highlighted) for each GFY by the SOW and all the applicable requirements for SOW.

Within this tab, the standard labor classifications (SLC) are pre-populated by each of the SOW requirements only for convenience of the Offerors completing the green highlighted cells in the template. However, the Offeror can adjust, knowing that the Offeror would need to select both of the SLC and SOW number for the information to pull in to the tabs: SOW Summary

Within this tab the "Requirements Sections" column header is highlighted blue and will have a drop down list of SOW sections for CLINs. This will allow the Offerors to select the applicable SOW sections that applies to offerors Prime Contractor labor.

Within this tab, Offeror will need to populate the proposed productive labor hour factor (PLHF) in the green highlighted cells for the excel formulas to auto calculate the work year equivalent (WYE) by dividing the GFY straight time labor hours by the GFY PLHF.

Within this tab, the Offeror will need to provide labor cost requested information (labor type, labor location).

If needed, the Offeror is able to add rows and adjust the excel formula to be consistent with their accounting and disclosure practices. The Offeror shall provide cost narrative submittal for the proposed labor cost to allow the Government to perform an adequate evaluation.

10.SubK Cost Details
This spreadsheet tab "SubK Cost Details" is required from the Prime Offeror and Major Subcontractors (If applicable). The Offerors shall fill in all applicable green highlighted cells in the table for the excel formulas to calculate the total proposed Subcontractors cost. This tab calculates the SubK Fully Burdened Cost (with Non-labor & Prime applied cost) by multiplying the proposed SubK fully burdened labor rates by the SubK Labor hours for each GFY and SOW sections then adds the proposed All Applicable Subk Indirects thru Fee/Profit, SubK Non-labor Resources Cost, and Prime Additional Cost (if applied). The supporting detailed information within this tab will be pulled into each SOW Summary tabs.

Within this tab, Offeror will need to populate the summarized list of the Subcontractors table information (SubK: name, contract type, contract size, and major/minor) in the green highlighted cells within this tab to auto populate the drop down list in this SubK tab. The offeror will also needed to provide the subcontractors labor classifications.

Within this tab, the standard labor classifications (SLC) are pre-populated by each of the SOW requirements only for convenience of the Offerors completing the green highlighted cells in the template. However, the Offeror can adjust, knowing that the Offeror would need to select both of the SLC and SOW number for the information to pull in to the tabs: SOW Summary tabs.

Within this tab, the "Requirements Sections" column header is highlighted blue and will have a drop down list of SOW sections for the contract. This will allow the Offerors to select the applicable SOW sections that applies to subcontract labor and non-labor resource.

Within this tab, offeror will need to populate the offerors proposed productive labor hour factor (PLHF) in the green highlighted cells for the excel formulas to auto calculate the work year equivalate (WYE) by dividing the GFY straight time labor hours by the GFY PLHF.

Within this tab, the offeror will need to provide SubK labor cost requested information (labor type, labor location, % of allocated work load)

If needed, the Offeror is able to add rows and adjust the excel formula to be consistent with their accounting and disclosure practices. The Offeror shall provide cost narrative submittal for the proposed SubK cost to allow the Government to perform an adequate evaluation.

11.Non-Labor Resources
This spreadsheet tab "Non-Labor Resources" is required from the Prime Offeror and Major Subcontractors (If applicable). This tab is used to identify and summarize all proposed non-labor resources (e.g. Material, Equipment, ODC, and Travel). The Offerors shall fill in all applicable green highlighted cells in the table. The narrative details of the non-labor resources shall be provided in the Offeror's cost narrative submittal.

Within this tab, the non-labor resources are pre-populated (column C) by each of the SOW requirements only for convenience of the Offerors completing the template.

Within this tab, the "Requirements Sections" column header is highlighted blue and will have a drop down list of SOW sections for the contract and all the applicable SOW requirements. This will allow the Offerors to select the applicable SOW sections that applies to non-labor resource.

If needed, the Offeror is able to add rows and adjust the excel formula to be consistent with their accounting and disclosure practices. The Offeror shall provide cost narrative submittal for the proposed non-labor cost to allow the Government to perform an adequate evaluation.

Offerors should reference the following RFP attachments for conference facility and Government provided:

Attachment J-8 Conference Facilities Management Attachment J-12 List of Installation Accountable Government Property and Government Furnished Property Attachment J-13, Government Furnished Software, IT Systems, and Models, Contractor Hosted Apps and Sustained Apps, and Licenses

12.Indirect Rates and Factors
Indirect Rates Table: Offerors are to fill in all of the green highlighted cells as needed. The Offeror shall fill in the Rates and Factors Summary table with their respective indirect rates. The Prime Contractor shall identify the Fringe Benefits (Labor Burden) rate; Overhead rate; G&A rate; and Fee by offeror Fiscal Year and Government Fiscal Year for the complete MTIC core contract performance period. The Government has provided additional (other rates) inputs for those who require modified rate structure to ensure they are capturing all their proposed cost in a manner consistent with their accounting/disclosed practices. If the Offeror does include an additional rate, the Offeror shall include the basis for the rate development and sufficient information in the cost narrative submittal to allow the Government to perform an adequate evaluation. Offeror is responsible for the mathematical accuracy and inclusion of Additional Indirect Rate 1-4 (if applicable) in this excel Attachment L-6A MTIC Cost Price Template.

If needed, Offerors are able to add rows and adjust the excel formula to be consistent with their accounting and disclosure practices.

13.Fringe Rate Build-up
In absence of a Forward Pricing Rate Agreement (FPRA) or Forward Pricing Rate Recommendation (FPRR), the Prime Contractor and each known Major Subcontractor will populate this tab "Fringe Rate Build-up" to show the indirect rate build-up for their company, then provide the narrative details of the indirect pool/base in the Offeror's cost narrative submittal. Offeror, add/delete rows as needed; all columns are required, if no FPRA or FPRR is in place. If unaudited Provisional Billing Rates are submitted to support Indirect rates the Offeror would still need to complete this spreadsheet tab.
14.Overhead Rate Build-up
In absence of a Forward Pricing Rate Agreement (FPRA) or Forward Pricing Rate Recommendation (FPRR), the Prime Contractor and each known Major Subcontractor will populate this tab "Overhead Rate Build-up" to show the indirect rate build-up for their company, then provide the narrative details of the indirect pool/base in the Offeror's cost narrative submittal. Offeror, add/delete rows as needed; all columns are required, if no FPRA or FPRR is in place. If unaudited Provisional Billing Rates are submitted to support Indirect rates the Offeror would still need to complete this spreadsheet tab.
15.G&A Build-up
In absence of a FPRA or FPRR, the Prime Contractor and each known Major Subcontractor will populate this tab "G&A Build-up" to show the indirect rate build-up for their company, then provide the narrative details of the indirect pool/base in the Offeror's cost narrative submittal. Offeror, add/delete rows as needed; all columns are required, if no FPRA or PFRR is in place. If unaudited Provisional Billing Rates are submitted to support Indirect rates the Offeror would still need to complete this spreadsheet tab.
16.Additional Rate Build-up
