TO: All Prospective Offerors
SUBJECT: Request for Proposal (RFP), Solicitation No. 80JSC023R0002, for Research, Engineering, and Mission Integration Services 2 (REMIS2)
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Johnson Space Center’s REMIS2 solicitation. The principal purpose of this requirement is to provide, via contracts with multiple awardees, spaceflight and ground hardware and software; sustaining engineering functions; engineering services; payload facility integration; and research mission integration and operations services required by the International Space Station Program.
NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1000 employees.
This competitive acquisition will result in multiple-award Indefinite-Delivery Indefinite- Quantity Contracts with the ability to issue Cost-Plus Fixed-Fee and Firm-Fixed-Price task orders. The contracts will have potential ordering periods of 9 years from the contract effective date, consisting of a 7-year base period and a 2-year option period. Orders placed during the ordering period may require completion up to 24 months after the ordering period expires.
The anticipated contract award date is August 31, 2023, with an October 1, 2023, contract effective date. The contract will be performed offsite at the Contractor’s facilities.
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:
(a) The REMIS2 Pre-proposal Conference is scheduled for April 25, 2023. Offerors should refer to NASA FAR Supplement (NFS) 1852.215-77, Preproposal/Pre-bid Conference, for specific information relating to the event.

(b) Offerors should refer to the instructions/provisions in Section L related to the Organizational Conflicts of Interest (OCI) Plan and NFS clause 1852.237-72, Access to Sensitive Information, that references the OCI plan as a contract compliance document.
(c) NASA Johnson Space Center (JSC) appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. The following list identifies some areas where significant changes or clarifications have been made from the Draft RFP to this final RFP that may not have been addressed in the Draft RFP questions and responses;
• Sections B.8 and B.9 have been updated to conform to Attachment L-5, Cost Price Summary Template
• The SOW and Section J have been updated to define DRD as “Data Requirements Description”
• SOW 3.2 has been updated to include additional Government-Industry Data Exchange Program (GIDEP) information
• Section F.4, ORDERING PERIOD, has been removed and replaced by OPTIONS
TO EXTEND THE ORDERING PERIOD
• Section F.4, OPTIONS TO EXTEND THE ORDERING PERIOD, has been updated
• Section I.5 has been updated
• Several Clauses and Provisions have been updated to the latest FAR, NFS, or
Deviated version.
o The Procurement Class Deviation (PCD) 19-02A versions of 52.219-4, 52.219-14, 52.219-27, 52.219-29, 52.219-30, have been replaced by the FAR OCT 2022 versions.
o FAR 52.219-8 has been replaced by Deviation 23-01 version.
o The PCD 20-02B version of 52.222-19 has been replaced by the DEC
2022 version of FAR 52.222-19 o The PCD 20-03B version of 52.244-6 has been replaced by the MAR 2023 version of FAR 52.244-6
• Section J-1, DRD No. REMIS2-PR-02 (Total Compensation Plan) has been updated to remove information about hybrid contracts.
• Section J-1, DRD No. REMIS2-TC-03 (S&H Plan) has been updated to reference
SOW 2.7
• Section J-1 formatting has been updated
• Attachment J-3, Applicable Documents List, has been updated
• Section L.1, the title of 52.222-24 has been updated
• Section L.5 has been updated
• Attachment L-5, Cost Price Summary Template, has been updated
• Section L.7 has been updated to add the Pre-Proposal Conference date and registration details
• Section L.9 has been updated to clarify the Property Management Plan submission instructions
• Section L.12 has been updated to add a question submission date
• Section L.13 has been removed
• Section L.19 has been updated to add the proposal due date
• Section L.20 has been updated to remove column specifications
• Section L.21 has been updated to require coordination of test Enterprise File
Sharing and Sync (EFSS) Box submission
• References to Small Disadvantaged Businesses (SDB) have been removed from
L.22 and M.3
• Section L.24 has been updated to clarify how standard and non-standard labor rates will be evaluated
• Section M.2 and M.6 have been updated to reflect multiple awards
• Section M.4 has been updated to reflect the systems used to obtain past performance data
• Section M.5 has been updated
• Section M.6 language has been updated for clarity
This list is not intended to cover all changes nor describe all Draft Request for Proposal (RFP) requirements. Offerors should carefully review the RFP in its entirety.
(d) Be advised, in accordance with provision L.23, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.
(e) Below is a list of the Source Selection Authority (SSA) and voting members along with their associated NASA JSC organizational codes, for the Source Evaluation Board (SEB). The names provided are for informational purposes only and, other than the Contracting Officer, these individuals shall not be contacted regarding this acquisition. The Government may change personnel associated with this acquisition at its discretion.

(f) Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.
Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without discussions.
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.
NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
This RFP does not commit NASA JSC to pay any proposal preparation costs, nor does it obligate NASA JSC to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Proposals submitted in response to this solicitation shall be due no later than May 16, 2023, at 1:30 pm Central Standard Time (CST). Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel.
