OME GROUND SYSTEMS SUPPORT EQUIPMENT
INTRODUCTION
An anchoring capability of the Exploration Systems Development (ESD) Projects is a human-rated Orion that will safely carry human crews from Earth into deep space and back again. The Orion Main Engine (OME) will replace the Orion Multi-Purpose Crew Vehicle (MPCV), Orbital Maneuvering System Engine (OMS-E) that has been repurposed to support the Orion Program on Exploration Missions EM-1 through EM-5. The OME will be integrated into Orion’s primary power and propulsion component, the European Service Module (ESM) to support successful completion of missions EM-6 and beyond.
The OME will be integrated into the European Space Agency (ESA) supplied ESMs, which will constrain the OME within the existing ESM interface and performance requirements. The OME will not be reusable and will be designed, developed, built, and certified for flight consistent with NASA and Orion/ESM program design, construction, workmanship, qualification standards, and other technical and programmatic requirements associated with human rating considerations. This includes configuration management, reliability analysis, and safety assessment processes.
CONTRACT STRUCTURE
To help differentiate the type of activities that comprise the OME contract, NASA has developed multiple Contract Line Items (CLIN). These include:
CLIN 1 (Design Development Testing & Evaluation (DDT&E)E through Critical Design Review(CDR) and Engine Hot Fire). This includes all design, development, test and evaluation activities through Critical Design Review (CDR) and successful integrated engine hot fire testing. CLIN 1 incorporates completion form and indefinite delivery, indefinite quantity (IDIQ) paragraphs. All paragraphs are completion form unless specifically marked as “IDIQ.”
CLIN 2 (DDT&E from CDR and Engine Hot Fire through engine delivery and certification).
This includes all design, development, test and evaluation activities to certify the engine post CDR and engine hot fire as well as the production activities for the first two flight engines along with other deliverables described in this SOW. All activities in CLIN 2 are indefinite delivery, indefinite quantity (IDIQ).
CLIN 3 (Production). This includes production of all subsequent flight engines.
CLIN 4 (Sustaining Engineering and Operations). This includes anySustaining Engineering in support of Multi Purpose Crew Vehicle Launch and Orion Main Engine in Flight Operations new DDT&E effort required beyond the scope of CLINs 1 and 2.
PROJECT MANAGEMENT
Project Management includes development, implementation and maintenance of common Project management processes, systems and data deliverables to be utilized throughout the life of the contract.
PROJECT MANAGEMENT AND ADMINISTRATION
Project Management and Administration activities include the implementation of planning and reporting systems and processes, creating technical relationships with Orion participants and managing information and property.
The Contractor shall maintain the design and develop, certify, manufacture and deliver the hardware, software and data required to achieve the requirements as defined in MPCV 72634, Orion Multi-Purpose Crew Exploration Vehicle (MPCV) Program Main Engine (OME) Project Technical Requirement Specification.
The Contractor should minimize life cycle cost in the design, development, certification, production, and delivery of the hardware and software required to achieve the requirements in accordance with paragraph 1.1a.
The Contractor shall ensure crew/ground safety while meeting performance requirements and achieving objectives.
The Contractor shall perform to the negotiated cost or price, schedule, and technical baseline established at Integrated Baseline Review (IBR).
The Contractor shall develop briefing materials and analyses for Orion System meetings with various internal and external review groups. Materials include but are not limited to OME technical, cost, and schedule status, specific safety or risk issues, design, development, test, production and operations issues, and responses to external inquiries, as directed by NASA.
The Contractor shall use the MPCV Change Request Process as defined in MPCV 72523 Orion MPCV Program Configuration and Data Management Plan when reviewing change requests to the MPCV 72634, OME PTRS. The OME Contractor will only participate in the CR’s for the MPCV 72634 OME PTRS. The expectation is to have planned CRs prior to each milestone, SRR, PDR and CDR (CLIN 1). There maybe a need to have additional CR’s in case design maturation or anomalies occur, such that the requirements need to change. The contractor shall estimate 1 CR per year following CDR (CLIN 2) and until DD-250 of the first OME flight engine.
The Contractor shall provide a Total Compensation Plan in accordance with DRD OME-M- 011, OME Total Compensation Plan.
The contractor shall provide an Organizational Conflict of Interest Plan in accordance with DRD OME-M-012, Organizational Conflict of Interest (OCI) Plan.
The Contractor shall identify all third-party proprietary information per J-25 limited data rights.

Project Management, Systems, Planning and Reporting The Contractor shall establish an organizational structure for the management, coordination, and control of contract activities including the Project’s cost, schedule, performance, risks, https://nasa-ice.nasa.gov/confluence/display/OPPIP/MPCV+72634 contracts, and subcontracts using as guidance ISO 14300-1, Space Systems - Project Management - Part 1: Structuring of a Project.
The Contractor shall develop and implement a Project management plan, DRD OME-M-001, that covers all aspects of Project management for the Orion OME Project. The MPCV 72008, Orion Multi-Purpose Crew Vehicle (MPCV) Program Plan augmented by the OME Management White Paper serve as information to help the contractor formulate the Project management plan.
Deliverables The Contractor shall deliver and maintain the following document(s):
DRD OME-M-001: Orion Main Engine Project Management Plan
Performance Management Reviews and Performance Metrics The Contractor shall conduct an OME Monthly Review (OMR), with NASA participation, of the progress against the OME technical, costs and schedule baseline. and provide performance assessment reporting, including products, metrics, and reviews, with the Orion Multipurpose Crew Vehicle (MPCV) Project Office in accordance with DRD OME-M-002, Integrated Program Management Report (IPMR).
The Contractor shall identify and report during the OMR the major milestone events applicable to DDT&E and OME production, and provide a corresponding narrative of the work activity necessary to accomplish the major milestone events including any threats and oppurtunities against the baseline.
Deliverables The Contractor shall deliver and maintain the following document(s):
DRD OME-M-002: Integrated Program Management Report (IPMR)
Information Technology Management
The NASA Integrated Collaborative Environment (ICE) is the primary means of sharing, reporting, collecting, recording, and accessing Project information between NASA, the OME Contractor, subcontractors and authorized Government personnel connected with the Orion Program. ICE provides secure, real-time collaborative access to a single source of management information, product information, and technical data. ICE is the principal mechanism for integrating a project's digital information management environment.
The Contractor shall use ICE for delivery of all data unless data is defined as make-available.
The Contractor shall use the interactive collaborative configuration management and document management environments of ICE for configuration management of Orion MPCV Program directives and change control activities The Contractor shall comply with Attachment J-14, ICE Operating Environment.
The Contractor’s collaborative environment shall be available within 30 days of contract award.
The Contractor’s collaborative environment shall be updated with the non-data requirement deliverable information based on the Contractor-determined interval(s) as documented in DRD OME-M-001, OME Project Management Plan, The Contractor shall transmit non-data requirement deliverable information, such as week to week coordination, working level analysis, action item responses, etc., via a contractor-established data sharing system.
External Relationships: ESA and ESA Related Entities The Contractor shall establish cooperative relationships with ESA and ESA Related Entities to support the implementing arrangement between NASA and ESA for the development of the ESM.
The Contractor shall perform technical interactions with ESA and ESA Related Entities that are necessary for exchange of data, hardware and software.
For the export of hardware, software and data, the contractor shall comply with the U.S.
export control regulations.
It shall be the responsibility of the Contractor to seek and obtain Technical Assistance Agreements (TAAs) for technical interactions with any International Partners as required.
For the export of hardware, NASA will be responsible for obtaining the export licenses for OME shipments.
Security Management The Contractor shall protect the integrity, availability, and where appropriate, confidentiality of the information resources transiting the interface between the Contractor, NASA, ESA, and ESA’s Contractor. Security management includes management of information technology security, physical/facility security, personnel security, flight vehicle security and flight test article security.
Information Technology (IT) Security Management Project Compliance Contractors who purchase, lease, network to, or otherwise utilize Government-funded IT (Clinger-Cohen Act of 1996 and referenced by Office of Management and Budget (OMB) Circular A-130) shall comply with NPR 2810.1A, Security of Information Technology.
IT Security Project Management Plan: The Contractor shall submit DRD OME-M-004, Information Technology Security Management Project Plan for its unclassified IT resources.
The Contractor’s IT Security Management Project Plan shall be compliant with Federal and NASA policies as referenced in OMB Circular A-130, Managing Information as a Strategic Resource and NPR 2810.1A, Security of Information Technology.
IT Security Plan: The Contractor shall have an Information Systems Security Officer (ISSO) who is responsible for the Contractor’s system(s) in accordance with the definitions set forth in NPR 2810.1A, Security of Information Technology. The Contractor’s ISSO shall be responsible for developing DRD OME-M-005, Information Security Plan(s) for items delivered to the Government Employee IT Security Awareness Training: Contractor employees performing work under this contract shall complete the NASA-provided IT Security Awareness Training annually. The Government will track completion within Systems for Administration, Training, and Education
Resources for NASA (SATERN). Completion dates are issued annually by the Government with access repeal for non-completion. The IT Security Awareness Training is delivered via desktop workstation and takes approximately 1 hour to complete.
IT Security Role Based Training: Contractor employees performing work under this contract shall complete NASA-approved IT Security Training annually consistent with the following role-based functions: IT Security Manager, ISO, ISSO, and Organizational Computer Security Official (OCSO) Representative.
Information on Employees in Sensitive Positions/Assignments Reports: The Contractor shall provide information reporting annually for personnel screening as required by NPR 2810.1A, Security of Information Technology, and NPR 1600.1A, NASA Security Project Procedural Requirements on position risk.
Internal IT Security Plan Audits: The Contractor shall proactively protect sensitive data as defined by system IT Security Plans.
IT Security Point-of-Contact: The Contractor shall identify a point-of-contact that NASA may reach in its attempt to address IT and IT security issues. The point-of-contact shall have the authority to ensure appropriate actions occur.
IT Certification and Accreditation: For IT systems delivered to NASA, the contractor shall develop and deliver systems following NFS 1852.204-76 Certification and Accreditation (C&A) requirements (e.g. Electrical Ground Support Equipment (EGSE), …).
The contractor shall deliver DRD OME-M-005, Information Technology Security Plan for each IT system.
Wireless Local Area Networks Wireless Local Area Networks (WLAN) requirements shall be applicable for systems on NASA facilities utilizing NASA wireless networks. The contractor shall meet the hosting Center’s requirements for WLAN implementation.
WLAN requirements shall meet the intent of the hosting Center’s WLAN requirements for wireless systems located on a NASA facility and utilizing the Contractor’s wireless network.
WLAN requirements for wireless implementations on a contractor’s facility shall be based on the contractor’s existing policies and procedures to meet the intent of NPR 2810.1A, Security of Information Technology.

Property Management The Contractgor shall manage the use, maintenance, repair, protection, and preservation of Government personal property, including initiating and maintaining the processes, systems, procedures, records, and methodologies necessary for effective and efficient control of government property.
The Contractor shall develop and implement a property management plan that covers all aspects of government property management in accordance with DRD OME-M-009, Government Property Management Plan.
Deliverables The Contractor shall deliver and maintain the following document(s):

Insight Implementation
The Contractor shall propose an approach establishing an effective partnership and working relationship between the Government and the Contractor, and the level of insight from which the Government will have into the Contractor activities in accordance with OME-M-013, Insight Implementation Plan.

BUSINESS MANAGEMENT
Financial Management Financial Management provides summary-level cost reporting by fund source, Work Breakdown Structure (WBS), elements of cost and workforce including labor equivalent personnel (EP), overhead, and other direct and indirect costs.
The Contractor shall develop, deliver, and implement monthly financial management reporting in accordance with DRD OME-B-001, NF533 – Financial Management Report.
Upon request by NASA, the Contractor shall provide Project-wide budget data a maximum of four times per year. This data will be used for the purposes of gathering budget impacts for various re-planning scenarios. NASA will specify the format and content of the Contractor's inputs and rationale.
The Contractor shall provide property financial reports in accordance with DRD OME-B-004, Financial Reporting, Contractor-Held Property.

Workforce Reporting Workforce Reporting provides detailed workforce information.
The Contractor shall develop, deliver and implement workforce data in accordance with DRD OME-B-002, Workforce Reporting.

Integrated Baseline Review The Contractor shall perform an Integrated Baseline Review (IBR) with NASA to establish the contract baseline. Subsequent baseline reviews will be required by NASA to update the performance measurement baseline when the contract has a significant restructure or change in cost phasing. The IBR shall include the following accomplishment criteria and subsequent baseline reviews should identify only changes:
Project organization fully established with cost control accounts and organization members identified, including interfaces and interactions with NASA.
Organizational staffing plans in place Integrated Master Schedule (IMS) review Risk management system and process review Metrics base-lined Earned value management system and process review The Contractor shall ensure the technical contents of work packages and control accounts are consistent with the scope of work defined in this Statement of Work; Attachment J-1 and Work Breakdown Structure (WBS) identified in the OME Management White Paper.
The Contractor shall provide a logical, resource-loaded, integrated/interdependent sequence (i.e. predecessor/successor network) of tasks supporting the contract schedule.
Earned Value Management The Contractor shall establish, maintain, and use in the performance of this contract, an integrated earned value management system in accordance with ANSI/EIA-748-98, Earned Value Management Systems.
The Contractor shall perform financial and schedule analysis and shall capture, maintain, and provide NASA access to the financial and schedule analysis data. The data, at both the cost account and overall Project-level, shall be presented as part of the reviews as defined in DRD OME-M-002, Integrated Program Management Report (IPMR)Performance Assessment Reporting.

Contracts Management The Contractor shall develop and implement management functions to ensure all work activities are accomplished in accordance with contract provisions. Contracts Management is the primary point of contact with the Orion NASA Contracting Officer(s), the delegated Defense Contracting Management Agency (DCMA) and the delegated Defense Contract Audit
Agency (DCAA). The Contractor shall resolve and document contract issues. Contracts Management shall ensure that Contract requirements are fully defined and implemented by the contractor team.
CONFIGURATION MANAGEMENT AND DATA MANAGEMENT
Configuration Management The Contractor shall develop and implement Configuration Management (CM) processes and systems in accordance with DRD OME-M-001, OME Project Management Plan.
The Contractor CM process and system shall use SAE-EIA-649-2 Rev B, Configuration Management Requirements for NASA Enterprises.
The Contractor shall integrate the CM system across the OME Project including modeling and simulation, engineering drawing development and release, manufacturing, test equipment and test articles, operations, and quality, as well as acquisition organizations including customer and vendor CM systems.
The Contractor shall implement and maintain a configuration status accounting system that provides information defining, maintaining, and reconciling the As-Designed versus As-Built configuration of the hardware and software, including the status of changes to this configuration.
Deliverables The Contractor shall deliver and maintain the following document(s):

Data Management The Contractor shall develop and implement Data Management (DM) processes and systems in accordance with DRD OME-M-001, OME Project Management Plan.
The Contractor DM process and systems shall use SAE-GEIA-859A, Data Management as guidance in accordance with requirements of Attachment J-3, Applicable, Guidance, and Informational Documents List The Contractor’s DM process and system shall implement the following functions: (1) data identification and definition, (2) data acquisition and preparation, (3) data control, (4) data status accounting and disposition, (5) data management verification and audits, and (6) data archiving The Contractor shall use the MPCV Deliverables process for acceptance and release of contractor data, defined in MPCV 72523 Orion MPCV Program Configuration and Data Management Plan.
The Contractor shall integrate the DM system across the OME Project such as modeling and simulation, engineering drawing development, manufacturing, test equipment and test articles, operations, and quality, as well as acquisition organizations including customer and vendor DM systems to successfully complete Project acceptance and Certification of Flight.

RISK MANAGEMENT
The Contractor shall identify, evaluate, manage, and control the safety, technical, cost, and schedule-related risks associated with all aspects of the OME Project in accordance with MPCV 72091, Orion MPCV Project Integrated Risk Management Plan. Project risks will be reviewed at the monthly OMR. Due to the reduced oversight, the contractor shall identify potential issues early. These potential issues are concerns that may impact requirements or design and test of a safe and reliable engine. Delays that result from the Contractor’s business judgment or as a result of the Contractor’s business decisions involving risk are not considered beyond the reasonable control of the Contractor.
INTEGRATED SCHEDULE MANAGEMENT
The Contractor shall develop, maintain, and provide NASA access to an OME Integrated Master Schedule (IMS) in accordance with DRD OME-B-006, Integrated Master Schedule.
Deliverables The Contractor shall deliver and maintain the following document(s):

SPECIAL STUDIES
The Contractor shall perform special Orion-related studies and analyses as directed by NASA during execution of all CLINs. The Contractor shall define the resources required as part of their response to NASA's request for a task order plan. The trade studies and analyses resulting from special studies shall also include the impact to OME system a safety and life cycle cost.
Examples of special studies, but not limited to, are a new Ascent or environmental condition, ESA interface that has changed and any alternatives on key OME requirements.
The Contractor shall plan for two life cycle cost estimate requests per year to support the NASA decision making process for potential changes. We need to discuss this one.
Logistics The Contractor shall develop an Integrated Logistics Support Plan, and provide and maintain data to support a Logistics Management System (LMS) for the tracking and management of equipment, spares, repair parts, supplies, material, and shipping containers, and identify excess or obsolete assets and initiate disposal. The LMS applies to both ground-based and space-stored assets.
DRD OME-T-011: Integrated Logistics Support Plan
OME SYSTEMS ENGINEERING AND INTEGRATION
OME Systems Engineering and Integration consists of the technical and management efforts of directing and controlling the OME System Engineering and Integration effort to meet OME requirements and otherwise balances performance, cost/affordability, schedule, and risk. This effort includes the requirements development, development and integration of the OME with Orion Spacecraft elements, including integration with the ESA-provided Service Module. This element also includes task efforts in managing Technical Reviews required by NASA.
SE&I MANAGEMENT AND ADMINISTRATION
OME Systems Engineering and Integration Management consists of the efforts for planning, organizing, directing, coordinating, controlling, and approval processes used to accomplish OME Integration objectives. SE&I Management consists of the efforts to manage the Contractor’s systems engineering and integration activities and to manage the Contractor’s participation in NASA-led Orion spacecraft and ESA systems engineering and integration activities in accordance with NASA requirements and the Contractor’s documented plans.
The Contractor shall develop, maintain and implement an OME Systems Engineering Management Plan (SEMP) per DRD OME-T-0XX, OME Systems Engineering Management Plan (SEMP).
The Contractor shall manage and sustain their systems engineering and integration activities per DRD OME-T-0XX, OME Systems Engineering Management Plan (SEMP), augmented by the OME Management Plan White Paper.
The Contractor shall develop, maintain and implement plans for managing technical data products, processes and organizational roles and responsibilities used to accomplish the systems engineering and integration activities and document these plans in the DRD OME- M-001, Orion Main Engine Project Program Management Plan and as specified in Attachment J-3, Applicable, Guidance, and Informational Documents List The contractor shall provide project level assessments of integrated engine issues, such as anomaly resolution and design changes; perform data mining, reduction and trending to identify potential issues at the integrated engine level; and interface with the OME Chief Engineer and management to understand the implications across the Orion Spacecraft.
The contractor shall participate on Orion Program level teams to support root cause analysis and recommend solutions to cross-Element or multi-Element issues and provide OME system engineering expertise. This is considered external OME Project meeting support, which should be estimated at 6 hours per month until the end of engine production.
The Contractor shall conduct the planning and execution of OME technical integration reviews supported by NASA. At the technical integration reviews, the Contractor shall develop and present data and respond to Request for Action/Review Item Discrepancies (RFAs/RIDs) and identified Certificate of Flight Readiness (CoFR) exceptions.
The Contractor shall conduct OME System Readiness Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR) and Design Certification Review
(DCR)/System Acceptance Review(SAR). NASA will participate and co-chair the reviews with the OME contractor.
The Contractor shall hold component design reviews prior to the OME PDR and CDR. The Contractor shall invite NASA and make accommodation for two NASA personnel to the component design reviews.
REQUIREMENTS DEFINITION AND MANAGEMENT
The Contractor shall allocate the MPCV 72634, Orion Multi-Purpose Crew Exploration Vehicle (MPCV) Program Main Engine (OME) Project Technical Requirement Specification to the engine, engine components and ground support equipment for all phases of OME Engine including development, test, distribution, installation, ground processing, operation, support, training, and disposoal.
The Contractor shall document and maintain the component and system requirements developed in the, OME <Level > Requirements Specification and the OME Ground Support Equipment Requirements Specification per DRD OME-T-031, OME <Level> Requirements Specification, and in DRD OME-T-032, OME Specification and Drawing Trees.
The Contractor shall perform requirements development, analysis and trade studies to derive requirements necessary to design and develop the OME to the lowest part level.

INTEGRATION AND INTERFACES MANAGEMENT
OME Integration and Interfaces Management consists of the efforts to integrate the OME end item and integrate the OME with the Orion elements, including the European Service Module (ESM), and NASA and ESA ground operations.
OME Development External Integration The Contractor shall support NASA and ESA Contractor in the performance of all work necessary to successfully integrate the OME into the Orion Program, as defined in MPCV 72634, Orion Multi-Purpose Crew Exploration Vehicle (MPCV) Program Main Engine (OME) Project Technical Requirement Specification. Contractor support shall include:
Participation in the Orion/ESA programs reviews and in the requirements reconciliation activities. This is combined with all external OME Project meeting support, which is assumed to be 6 hours per month until the end of production.
Conduct analyses and tests, and provide reports and engineering data supporting integration and operation of OME into the Orion elements, but not limited to, such as:

The reports and engineering data shall be provided by the Contractor as specified in Section
2.4 for analysis reports and mass property reporting.
OME INTEGRATED ANALYSIS
Integrated Analysis includes Systems Engineering and Integration Analysis activities to provide consistency across all aspects of the OME development efforts. This element includes the work to identify and conduct trade studies and cost-effectiveness analyses across the OME end item and the Integrated SM Propulsion. It includes efforts to develop design and analysis tools, and models and simulations. It also includes tasks to define, control and verify OME mass properties and other controlled technical margins across the engine.
The Contractor shall provide and maintain the analysis to validate all OME requirements through the lowest level of decomposition and document the validation per DRD OME-T- 009, OME Analysis Reports and at analysis cycles prescribed Attachment J-2-A, DRD Submission Matrix.
The Contractor shall provide/receive and maintain mathematical models, configuration data, and analytical data necessary to perform integrated assessments and analysis to integrate with the Orion Program and the European Service Module.
The Contractor shall define and maintain a plan for managing mass properties and document this plan in DRD OME-T-0XX, OME Systems Engineering Management Plan (SEMP). The Contractor shall implement this plan and document the results in DRD OME-T-043, Mass Properties Reports.
The Contractor shall develop, implement, deliver and maintain a Modeling and Simulation Support Plan in accordance with DRD OME-T-001, Models, Simulations and Integrated Support Plan for Models and Simulations developed by the contractor.
The Contractor shall develop all OME related models and simulations per, DRD OME-T-001, Models, Simulations and Integrated Support Plan and NASA-STD-7009, Standard for Models & Simulations.
The Contractor shall deliver and maintain modular, high-fidelity, simulation to model OME transient behaviors (engine start, shutdown, waterhammer analysis, etc..), in accordance with DRD OME-T-001, Models, Simulations and Integrated Support Plan The Contractor shall make available to NASA and support NASA in the use of all Contractor-developed design and analysis tools, models and simulations that are used in the development of the OME, including source-code and geographic models/block diagrams from Computer Aided Software Engineering Tools, in accordance with the Electronic Data Access Clause (H.XX12). Supplemental data to support the NASA design and analysis tools, models and simulations shall be provided.
The Contractor shall deliver all CAD models per DRD OME-T-003, OME CAD Models, and drawings per DRD OME-T-004, OME Drawings.

SPECIALTY ENGINEERING
Specialty Engineering applies the crosscutting specialty engineering disciplines of human engineering, materials and processes, electromagnetic compatibility, Electrical, Electronic, and Electromechanical (EEE) parts, and environments to the OME.
The Contractor shall document their approach to incorporating the engineering specialties into the systems engineering process and the technical effort required in the DRD OME-T-00XX, OME Systems Engineering Management Plan (SEMP).

Natural and Induced Environments The Contractor shall design and maintain the OME for the specific natural environments and induced environments that the Orion System must operate within and for which the Orion System must be qualified, encompassing all phases of Orion System production, storage, testing and operation in all modes through disposal in accordance with MPCV 72634, Project Technical Requirements Specification (PTRS).
Micrometeoroid and Orbital Debris (MM/OD) Environments The Contractor shall perform analysis to assess how much damage the engine can sustain before the engine fails.
The Contractor shall provide MMOD characteristics, such as thickness and materials of construction for the nozzle, nozzle throat, combustion chamber for all exposed engine surfaces in accordance with DRD OME-T-071, Propulsion Systems Design Databook.

Materials and Processes The Contractor shall ensure materials are selected, controlled, implemented and verified to be consistent with their intended usage environments.
The Contractor shall select, treat, fabricate, inspect, test, and analyze materials of construction to ensure the safety and success of the OME.
The Contractor shall develop, maintain, and implement DRD OME-T-019, Materials and Processes Selection, Implementation, and Control Plan that tailors the requirements and applicable documents of NASA-STD-(I)-6016, Standard Materials and Processes for Requirements for Spacecraft indicating the degree of conformance and method of implementation for each requirement as well as providing rationale for any requirements altered or not implemented.
The Contractor shall develop, maintain and implement DRD OME-T-020, Materials Usage Agreements (MUA); DRD OME-T-021, Contamination Control Plan (CCP); DRD OME-T- 022, Materials Identification and Usage List (MUIL); DRD OME-T-023, Nondestructive Evaluation Plan.

EMI/EMC
The Contractor shall design, develop, verify and deliver an OME assembly that is electromagnetically compatible with internally generated electromagnetic energy, external electromagnetic energy environments, and the other elements of ESD throughout its life cycle.
The Contractor shall develop, maintain and implement DRD OME-T-025, OME Electromagnetic Compatibility (EMC) Control and Verification Document to define the plans, processes, procedures, and test data that the Contractor will use to design, construct, and verify the Orion System electromagnetic compatibility requirements.
The Contractor shall tailor MIL-STD-461E, Requirements for the Control of Electromagnetic Interference (EMI) Characteristics of Subsystems and Equipment and MIL-STD-464A, Electromagnetic Environmental Effects Requirements for Systems, to assist in establishing the Contractor’s documented requirements to meet the overall EMC requirements for OME. This tailoring shall be maintained and documented in DRD OME-T-025, OME Electromagnetic Compatibility Control and Verification Document.
The Contractor shall develop, maintain and design the Orion System to control and mitigate hardware malfunction and damage throughout its life cycle that can be caused by lightning.
The Contractor’s Orion lightning protection effort shall include the Lightning Protection Plan, the Lightning Verification Plan, and the Lightning Protection Verification Report information requested in DRD OME-T-025, OME Electromagnetic Compatibility Control and Verification Document.
The Contractor shall develop, maintain and implement an Electrostatic Discharge control program. The Contractor’s electrostatic discharge control program and processes shall be documented in DRD OME-T-025, OME Electromagnetic Compatibility (EMC) Control and Verification Document. The Orion System shall be constructed and delivered in accordance with these ESD processes.
The Contractor shall design, maintain and deliver an Orion System which complies with the requirements of NASA-STD-4003, Electrical Bonding for NASA Launch Vehicles, Spacecraft, Payloads, and Flight Equipment. The Contractor’s processes for implementing electrical bonding requirements shall be documented in DRD OME-T-025, OME Electromagnetic Compatibility (EMC) Control and Verification Document.
The Contractor shall tailor ML0303-0014, Electrical Wire Harnesses and Coaxial Cables, Installation Requirements for Electromagnetic Compatibility; SSP 30240, Space Station Grounding Requirements; and SSP 30242, Space Station Cable/Wire Design and Control Requirements for Electromagnetic Compatibility to establish the Contractor’s documented requirements to meet the overall EMC requirements for the Orion System. This tailoring shall be maintained and documented in DRD OME-T-025, OME Electromagnetic Compatibility Control and Verification Document. The OME shall be designed, constructed, and delivered in accordance with the Contractor's wire/harness/cable installation processes.
The Contractor shall participate with NASA and the ESD elements through the Electrical, Electronic, and Electromechanical (E3) Control Working Group. CxP 70141, Appendix A is provided for information to coordinate and ensure OME meets overall Electromagnetic Compatibility. The Contractor support will be tailored to support the functions defined in sections 4.2 and 4.3 of CxP 70141 and documented in DRD OME-T-025, OME Electromagnetic Compatibility (EMC) Control and Verification Document.
The Contractor shall develop, maintain and implement corona design criteria as guided by MSFC-STD-531, High Voltage Design Criteria and JPR 8080.5, E-6, JSC Design and Procedural Standard E-6, Corona Suppression. The contractor shall document and implement DRD OME-T-024, Corona Design Criteria.

Electrical, Electronic, and Electromechanical (EEE) Parts The Contractor shall develop, update, maintain, and implement DRD OME-T-027, Electrical, Electronic, and Electromechanical Parts Management and Implementation Plan for the Orion System.
The Contractor shall use the following Orion EEE Parts Plan as guidance for applicability, and incorporate any tailoring specific to the OME or the Contractor’s EEE Parts management process, consistent with DRD OME-T-027.
CEV-T-027, Project Orion Electrical, Electronic, and Electromechanical Parts Management and Implementation Plan
The Contractor shall select, evaluate, test, qualify, document, apply, acquire, and use EEE Parts in accordance with DRD OME-T-027 for the purpose of OME qualification and flight hardware production.
The Contractor shall manage EEE Parts selection, implementation, and control, with NASA concurrence on critical processes, key suppliers and facilities, and non-compliances and waivers.
The contractor shall incorporate a control plan for ionizing radiation effects for all Orion electronics hardware as part of DRD OME-T-027, Electrical, Electronics, and Electromechanical Parts Management and Implementation Plan.
The Contractor shall document and coordinate the approach for managing EEE Parts obsolescence, consistent with DRD OME-T-027, including predictive and reactive methodologies involving data collection, analysis, reporting, and corrective action.
The Contractor shall develop and maintain DRD OME-T-028, As-built EEE Parts List and manage EEE Parts obsolescence, and use of non-standard parts in accordance with DRD OME- T-027, Electrical, Electronic, and Electromechanical Parts Management and Implementation Plan.
The Contractor shall established a Parts Control Board (PCB), co-chaired by NASA, to disposition and approve usage of EEE parts that don’t meet the EEE part requirements.

SAFETY AND MISSION ASSURANCE
Safety and Mission Assurance (S&MA) is the performance of system safety, environmental safety, industrial safety, processing and launch site safety, range safety, reliability, maintainability, hardware quality assurance and software assurance across the OME lifecycle for DDT&E, production and operations.
S&MA MANAGEMENT AND ADMINISTRATION
The Contractor shall develop, implement and maintain a Safety and Mission Assurance (S&MA) Plan in accordance with DRD OME-S-001, Safety and Mission Assurance Plan. The S&MA Plan shall encompass the System Safety Plan, Safety and Health Plan, Reliability and Maintainability Plan, Quality Assurance Plan, and the Software Assurance Plan. Each of these plans shall define the key processes and describe the methodology for accomplishment of and adherence to these processes.
The Contractor shall provide a POC at NASA Boards, review milestones, and other meetings related to the maturation of safety products.
The Contractor shall provide S&MA representation to the Orion MPCV Safety and Engineering Review Panel (MSERP) meetings for reviewing and approving OME Hazard Reports.
The Contractor shall provide S&MA support for the OME risk assessments.
The Contractor shall evaluate of all waivers, deviations, and Launch Commit Criteria related with the OME and provide an S&MA assessment input.

SYSTEM SAFETY
The Contractor shall develop, deliver and maintain flight safety data packages per DRD OME- S-003, Flight System Safety Hazard Analyses, at all flight phased safety reviews in accordance with the Program schedule and MPCV 70059, MPCV Program S&MA Requirements
(EXPORT CONTROL).
The Contractor shall deliver ground safety packages per DRD OME-S-005, Ground System Safety Hazard Analysis, at all ground phased safety reviews in accordance with the Program Project schedule, and MPCV 70059, MPCV Program S&MA Requirements (EXPORT
CONTROL).
The Contractor shall analyze and determine the amount of orbital debris that may be generated both in nominal and malfunction operations, and for collisions in orbit. The Contractor shall provide reliability data for hardware which could release debris upon failure (eg. Batteries, tanks, pyros). This data will be used by the vehicle integrator in generating an orbital debris assessment.

The Contractor shall develop, implement, and maintain a Reliability and Maintainability Plan per DRD OME-S-001, Safety and Mission Assurance (S&MA) Plan, which defines the implementation of reliability and maintainability within their organization including processes, required skills, tasks and products for the Orion System.
The Contractor shall perform Failure Modes Effects Analyses/Critical Items Lists (FMEA/CIL) per MPCV 70059, MPCV Program S&MA Requirements (EXPORT CONTROL) and document the results per DRD OME-S-009, Failure Mode and Effects Analysis & Critical Items List (FMEA/CIL).

HARDWARE QUALITY ASSURANCE
The Contractor shall develop, implement and maintain a quality management system and Quality Assurance Plan per DRD OME-S-001, Safety and Mission Assurance (S&MA) Plan.
The quality management system shall be in accordance with MPCV 70059, MPCV Program S&MA Requirements (EXPORT CONTROL). The Quality Assurance Plan shall detail how the contractor will provide data (e.g. audit schedules/results, critical processes) to the government necessary to provide meaningful surveillance.
The Contractor shall provide all reportable problems, their status, and corrective actions, for both hardware and software in accordance with DRD OME-S-001, Safety and Mission Assurance (S&MA) Plan and MPCV 70068, MPCV Program Problem Reporting, Analysis and Corrective Action (PRACA) Requirements (EXPORT CONTROL), including electronic submittal by the Contractor and its subcontractors, as applicable, to the Cross Program PRACA database (CpPRACA).
The Contractor shall perform internal and supplier/vendor audits/surveys per DRD OME-S- 001, Safety and Mission Assurance (S&MA) Plan. The Contractor shall document the findings and results of the internal and supplier/vendor audits/surveys in accordance with Contractor processes. The contractor shall provide vendor/supplier quality system audit/survey results involving findings against agency-wide quality standards (e.g. SAE AS9100, NASA Workmanship Standards) to NASA.
The Contractor's S&MA organization shall review Materials and Special Processes activities in the OME manufacturing process, to ensure compliance with materials and process control specifications (including welding and brazing assurance, and Nondestructive Evaluation (NDE) expertise to assure proper methods, techniques and standards are being used in the performance of NDE upon the hardware).
The Contractor shall document the controls that they shall use for those manufacturing processes where uniform high quality cannot be ensured by inspection or test alone and the failure would be of a critical nature. These production processes and their controls shall be documented in DRD OME-S-015, Critical Processes.
The Contractor shall develop, implement, and document a Mechanical Parts Assurance Plan for flight and critical ground support equipment hardware per DRD OME-S-016, Mechanical Parts Management and Implementation Plan.
The Contractor shall document its workmanship standards/specifications to ensure that they meet or exceed applicable NASA and Program Standards per DRD OME-T-019, Materials and Processes Program Plan.
The Contractor shall participate in the Government-Industry Data Exchange Program (GIDEP) and NASA Alerts process employing DRD OME-S-012, NASA Advisory and Government- Industry Data Exchange Program (GIDEP) Notices.
