Questions and Answers for NASA Research Announcement

Study for the Commercialization of LEO

104. Regarding submission of the proposal attachments specified in Section 4.2.10 of the NRA, is there a requirement (or preference) for inclusion of those attachments in-line with the main proposal in a single document, or as separate documents uploaded as Appendices to NSPIRES?

A: There is no specific requirement for attachments to be within a single document with the body of the proposal or delivered as separate documents in the solicitation. Either approach is acceptable.

105. Please clarify whether the following elements from the NRA proposal guidebook are required in a qualified response to this particular NRA:

Data Management Plan Statements of Commitment Current and Pending Support

A: Neither a “Data Management Plan” nor “Current and Pending Support” is required to be submitted with a proposal to this NRA. The contract submitted with a proposal, based on the model contract, should include the data deliverables. However, offerors are required to submit “Statements of Commitment” with the proposal.

106. Must we promote the value of our teammates solely within the 25 page volume or may we address as Key Personnel and include their background as a resume?

A: Section 5 of your proposal (Capabilities) requires evidence of relevant experience, qualifications, resources and support systems applicable to the NRA topic; however, resumes that are attached with the proposal may be referenced from the body of the proposal to help substantiate the evidence presented.

107. The Model Contract item “6. Milestones, Deliverables, and Payment” shows prescribed timings and values for payments. None of the Milestone, Requirements Description, Estimated

Completion Date, or Payment Value are “OFI”. However, based on the description for

Attachment C and Q&A #8, can we propose any reasonable payment scheme we desire?

A: Yes, offerors may propose a specific payment schedule in the model contract despite the lack of ‘OFI’ designation. Section 6.4 of the NRA entitled “Payment Milestones” provides additional instructions related to items that Offerors should consider in developing their milestone schedule.
